MESS OPERATION

I. GENERAL:

This SOP contains policies and procedures on the general processes


involving mess preparation. The Mess Hall is the designated place where the
students have their meals. Only food prepared and/or served by the Philippine Air
Force Officer Candidates School Mess shall be eaten in the Mess Hall.

II. OBJECTIVE:

To established guidelines and procedures in the mess operation


intended for the Officer Candidates/ Officer Trainees of PAFOCS.

III. SCOPE:

This SOP applies to the SSD Personnel/Mess Officer, Class Mess


Officer, the Duty Mess Hall Officer Candidate/ Officer Trainees, the MessSergeant
and all the kitchen personnel.

IV. DEFINITION OF TERMS:

1. Mess Officer – A position held by a PAFOCS Organic Officer


who at the same time is the Head of the Service Support Department who
supervises the over-all operation of the PAFOCS Mess Hall.

2. Class Mess Hall Officer (Officer Candidate/ Officer Trainee) – A


position held by an Officer Candidate/ Officer Trainee duly chosen by the class either
through election or official appointment.
3. Mess Hall Officer Candidate/ Officer Trainee – A guard post held
by an Officer Candidate/ Officer Trainee. A duty of which starts at 1700H of the day
to 1700H of the next day.

4. Mess Sergeant – A position held by a Non-Commissioned


Officer duly appointed by the Service Support Department.
5. Mess Personnel – Civilian employees duly authorized by the
Service Support Department upon the approval of the Commandant.

V. POLICIES:

The following are guidelines for a systematic mess operation of the


Philippine Air Force Officer Candidate School Mess Hall:

1. Proposed Menu

a. The Class Mess Hall Officer (Officer Candidate/ Officer


Trainee) shall prepare a proposed menu for the month.

b. The proposed menu shall include the list of all viands for
every mess. It shall also indicate the marketing requirements each day.

c. The menu shall be evaluated by the PAFOCS Mess


Officer and/or SSD Personnel/Class Mess Hall Officer. The proposed menu shall
then be sent to the Nutritionist at FAB Hospital for further evaluation and shall then
be approved by the Commandant, PAFOCS.

d. If necessity arises and that chances should be


made in the approved menu, the Mess Hall Officer Candidate and/or the Mess
Personnel shall inform the Mess Sergeant and SSD Personnel/Mess Hall Officer for
proper dissemination.

2. Marketing

a. The Mess Sergeant, together with the Class Mess


Hall Officer (Officer Candidate/ Officer Trainee), shall take change or the marketing.

b. Marketing procedures shall be on a daily basis.


The Mess Sergeant shall take note of the menu for the day. With the assistance of
the Mess Personnel, the mess Sergeant shall prepare the meals 2-3 hours before
the actual mess.

c. The Director for Logistics / Fund Custodian,


PAFOCS shall provide the budget for marketing and other expenses (Transportation
fees, etc.). A letter request may be submitted by the Mess Sergeant for a weekly
budget of the mess hall.

d. Any excess to the weekly budget may be added on


the next week’s budget. On the other hand, deficits shall be reported to the Director
for Logistics, PAFOCS.

3. Mess Operation

a. Morning, Noon, and Evening Mess shall be


prepared for the Officer Candidates/ Officer Trainees.
b. The Duty Mess Hall Officer Candidates/ Officer
Trainees shall perform the duties and responsibilities stated in his/her checklist.

c. The Mess Sergeant shall supervise the kitchen


personnel in the preparation of mess which is two to three hours before the
scheduled mess.

d. The Mess Sergeant shall make sure that the


approved menu is being served accordingly.

e. The Mess Sergeant shall secure the cleanliness of


utensils, dining tables and the surroundings of the Mess Hall.

VI. EFFECTIVITY: This SOP takes effect upon publication.
