Duterte wants death for drug addicts

CEBU CITY — What will you do to an addict who cannot be rehabilitated or


jailed?
President-elect Rodrigo Duterte believes these addicts are better off dead
because they would eventually commit crimes to sustain their addiction.
In a 42-minute speech laced with profanities, Duterte told a crowd of about
10,000 that he wanted to be honest about how he would address the
problem of illegal drugs.
“Karon makita nako nga mga bata one year old, 12 years old gipangrape
ug ipanglabay. Unsa mang klaseng kinabuhi ang ibilin nako sa inyo? Ang
ako ba may apo ko, masiguro ba pud nako nga dili na ma-adik? (Now, I
see children as young as one year old, 12 years old getting raped and
dumped. I have a grandchild. Can I be assured that my grandchild will not
become an addict? Can I really prevent things from happening if I am no
longer around to prevent it?),” he said.
Duterte said that the Philippine Drug Enforcement Agency (PDEA) placed
the number of drug addicts in the country at three million.
The President-elect said that most addicts, who had been in rehabilitation
for six months to a year, could no longer be helped since their brains had
shrunk from illegal drug use.
“Ang unang mawala dinha ang cognitive. Mokalit ug istorya, murag boang
kay wala na lagi. (The first to be gone is the cognitive. They talk suddenly
like crazy persons because their cognitive sense is gone.) No sense,” he
said.
The loss of reasoning has led many drug addicts to commit crimes like
rape, robbery and murder, according to Duterte.
Duterte said not all drug addicts could be put in jail or rehabilitation at the
same time.
With them out on the streets and likely to commit crimes any time, Duterte
said it would be better to kill them.

Duterte admitted that he might be subjected to scrutiny by the Supreme


Court for killing criminals but he already had an explanation on hand.
“Judge gipangayo man na nila. Hagbaya ra nako gisulti didto sa Cebu nga
undanga na. Karon di man moundang silay nangita sa ilang kamatayon, dili
ako (Judge, they ask for it. I have long warned them in Cebu to stop using
drugs. Now, they still have not stopped. They ask for their own death, not
me),” he told the crowd.

Duterte also warned police officials who were protecting illegal drugs to
stop or they could “go to hell, go to heaven or go somewhere else.”
He advised those who involved in the drug trade to look for other jobs.
Otherwise, he added he would apologize ahead to the families of the illegal
drug peddlers and addicts who would get killed in his campaign against
illegal drugs.

Duterte said that he could only bring more investments in the country if
drug addiction — the problem triggering many other crimes — was
stopped.

It is coming out now how intense is the drug infestation of the country.
You have 500 surrendering in one town and another 3,000 in another
town, etc. These are only those who have believe that it would be better
for them to seek rehabilitation than to keep on this path of drugs. Once a
drug user, you become easy prey to others who would use you for theft
and other crimes. About half of the crimes committed are related to drugs.
Another surprising thing is that almost all who are surrendering are males.
I am sure that there are female users even though to a lesser degree.
These are in a more pitiable in condition. There are a good number of
them. As President Duterte says: “I hate drugs.” There is no redeeming
factor to drugs. It all redounds to the greed of the drug lords. Just imagine
if you have a million drug takers and they spend at least ten pesos a day
for their habit. That means millions a day. What if it means selling to them
for months or even years? The money is enormous. The drug lords are
those who want only the money. They know that if they participate in the
habit they too will lose control of themselves and the business.

As I have mentioned, I know of scions of good families who have been


caught in the drug habit. Even when they were rehabilitated, they became
irresponsible. They could not be trusted or relied upon to do good work.
They became useless to the family business. I have also known of more
mature people who have come out of rehabilitation successfully so that as
if nothing happened to them. Hopefully this is the outcome we want for
those under rehabilitation. Does age in which they get hooked matter?
Hopefully they can all be rehabilitated.

Historically the British and the Western powers destroyed China by selling
the Chinese opium. I remember as a child going to a typical Chinese sari-
sari store and smelling the sweet aroma of the opium pipes they were
smoking in an inner room. It not only destroys the person but also can
destroy a nation. Shabu is worse than opium since it is cheaper and more
easily available. There is news that they are producing the shabu right in
New Bilibid Prison under the noses of the guards and protection of the
national security. And it is in prison that it can really spread like wild fire.
They have the time and often are in desperate conditions. It may be given
free at the start but once hooked; a regular price is demanded for it. This
is the reason they say it is mixed with candy and sold in elementary
schools.

We should all be like President Duterte and hate drugs and do what we
can to stamp out the epidemic. For sometime time I wondered at news of
Chinese drug makers who were caught and repatriated to China as their
only punishment. Now it is coming clear that they had protectors among
the people who were supposed to control drugs. But it is not only the
Chinese triads who have found the Philippines a fertile ground to cultivate.
The European and South American drug lords and syndicates have used
this country as an entry point to other nations. This explains why drug
trafficking is taken very seriously in Singapore, Indonesia, and other
neighbors. Drugs are an epidemic that can destroy our country as it did
China. We have to be vigilant and do all we can to suppress its spread. The
vigilante killings are a big question mark. It short cuts a lot of things that
should be done but the danger of abuse is real.
