ICDD
Integrated Community Driven Development
in Indonesia

Integrated Community Driven Development (ICDD) project is one of


goverment program, through Directorate General of Human Settlement
Ministry of Public Works and Housing. ICDD program are designed to build
community self-reliance and local government in effort to improve the quality
of housing environment and alleviate poverty in urban area in a sustainable
way.

The ICDD Project is part of the overall National Community Empowerment


Program (PNPM) Urban which is design in 2009, with the aims to reduce
poverty by empowering communities, so they will be effective development
players and partners through a comprehensive, integrated community-based
approach. The overall objectives of the project are to (I) improve the socio-
economic conditions of communities in the targeted areas, especially women
and the poorest, through (a) improving community infrastructure, both

physical and social; (b) social activities aimed at the dependent/vulnerable
segments of the communities; (c) facilitating economic growth and livelihood
development, and (ii) build capacities & skills of communities and their local
institutions.

In year 2016 with the government target for handling slums PNPM-Urban
changed its name become National Slums Upgrading Program (NSUP) or
knowing Kota Tanpa Kumuh (KOTAKU). This is in accordance with the target of
National Medium- term Development Plan III (2015 – 2019) 100-0-100. That is
100 % fulfilment of sanitation in the community, 0% of slums area, and 100%
access to drinking water needs are fulfilled.

Currently the implementation of the program has reached 4.440 ward, spreads
in 100 districts at in 13 provinces in Indonesia.

ACTIVITY COMPONENTS IN ICDD PROGRAM

The activities held by ICDD are directed to improve community’s independence


and increase the capacity of the local government and actors.

Community Development
A series of activities to build community’s critical awareness consist of potential
mapping, identifying community’s needs and problems, participative
planning, community organization, resource utilization, monitoring and
maintaining the results that have been achieved.

Block Finance (BLM)


Formed in stimulant funds of self-supporting given to community groups to
fund some activities which have been planned by the community in order
to improve especially the poor’s welfare.

Management Support and Program Development
The component of program development and management support
includes activities that assist the government and other concerned groups
in conducting activities such as providing consultancy management, quality
control, evaluation, and program development.

Capacity Building of Local Government and Actors


A set of activities to increase the capacity of local government and actors
or other concerned groups to be able to create a conducive situation and
positive synergy in assisting the community, especially those who are poor, to
have a decent life. Activities related in this component are as follows: seminars,
trainings, workshops, field visits that done selectively, etc.

SCOPE of ACTIVITIES IN ICDD PROGRAM

The scope of ICDD activities is open for all poverty alleviation suggested and
approved by the community, such as:

• Provision and improvement of neighbourhood facilities, social, and


economic through labour intensive activities.

• Provision of financial resources through revolving fund and micro credit


to improve economic activities of the poor. More attention should be
given to women in utilizing the revolving funds.

• Activities related to improving human resource quality, especially the one


that aims to speed up the achievement of MDG’s target.

• Capacity building of community and local government through


critical awareness, business skill trainings, organization and financial
management, and application of good governance.

IMPLEMENTATION STRATEGY of ICDD PROGRAM

The approach of Community Institutions and Organizations in ICDD is set


according to the characteristic of target location.

1. Referring to ICDD Guidelines, at urban village level, community


organization/ institution approach is implemented.

2. The implementation of ICDD is set based on the following target


location:
• Learning approach (new location), which is the development of `
community institution and community program planning.
• The approach of strengthening the community institution
and community integration program with the local
government planning.

3. Conducted by starting the process of planning integration at sub-district


level.

ADVANCE PROGRAM of NASIONAL ICDD PROGRAM

Neighbourhood Development (ND)


An organization of an area aimed to create an order residential neighbourhood
that is able to support the welfare of the poor. Neighbourhood Development
Program at this time is implemented in 226 urban villages, spread across in
39 cities/districts in 13 Provinces.

The activities to be carried out in Neighbourhood Development Program


includes: construction of green open space facility development, road,
drainage, bridge, waste water canal, fisheries facility, water supply, public
lightning, waste disposal, livestock facilities, economic facilities, housing,
building school and others.

Livelihood Program
Livelihood program focuses on strengthening and improvement of Self Help
Group toward sustainability. Livelihood program provides a productive and
creative economic business learning and opportunity for the poor in order
to increase their income in more sustainable way. Sustainable Livelihood
Program Based on Community Development Driven (Program Peningkatan
Penghidupan Masyarakat- PPMK) is one of special intervention program of
ICDD to achieve the self-help community.

To assist the strengthening and developing Self Help Group (SHG) as well as
poor people businesses, the Livelihood program is facilitating them to be able
to access various sustainable livelihood resources. The principles of sustainable
livelihood carried out by ICDD through increasing access of the poor people
(SHGs) to five (5) livelihood assets as follows: (1) Human Capital, (2) Social
Capital, (3) Natural Capital, (4) Physical Capital as well as (5) Financial Capital.

Livelihood activities have been running since 2012 until now, and current
location assisted by Livelihood has a total of 1.441 villages, which spread in
14 provinces in Indonesia (Include Aceh Province, but on 2013 Aceh Province
facilitated by CDD program -The World Bank). Total SHGs that been facilitated
by Livelihood Program are 9.561 SHGs, with total member of SHGs 52.507
person.

Islamic Micro Finance Program
In 2014 coincide with ICDD program phase II, we introduced pilot project or a
micro finance program based on sharia economic system called Islamic Micro
finance.

This pilot project has been implemented in 3 cities in 3 provinces, there


are: Pariaman City (West Sumatera Province), South Tangerang City (Banten
Province) and Bogor City (West Java Province). Until this moment 1.215
beneficieries has get the benefit with total revolving block finance IDR. 2.4
billion, and all location show a satisfactory rate of return.

Business Development Center (BDC)


In facilitating the development and business networks of SHGs, ICDD through
ICDD supporting the local government role with Pilot Business Development
Center Program in 15 cities. The business development center is done in
order to establish synergistic partnerships between productive enterprises
developed of SHGs. It is of course also refers to the policy and superior product
that develop by the local government. In the other hand, this effort is also
made to prevent and upgrading the slums area in urban.
