LABOR FORCE AND INDUSTRY DEVELOPMENTS
Following seasonal adjustment, the number of jobs on Maryland’s industry payrolls was little changed, rising by
just 500 over-the-month. The increase, while marginal, is nonetheless encouraging considering that national
payrolls have declined over the last two months.
The shaving of about 3,400 temporary Census positions partially offset the upturns reported in select private
sector industries.
Education/Health Care/Social Assistance was the primary focus of private sector expansion in July, advancing by
8,200 jobs. A gain of 1,600 jobs in trade/transportation/utilities was also reported, raising employment in this
business sector above its year ago total for the first time since September 2007.
Maryland’s seasonally adjusted unemployment rate remained unchanged at 7.1 percent in July – more than two
full percentage points below that of 9.5 percent reported nationally.
Job growth has proceeded without interruption over the past five months.

Locally, unemployment rates in July ranged from a low of 5.7 percent shared by Howard and Montgomery
counties to Baltimore City’s high of 11.5 percent.
Unemployment rates advanced in all but four of the state’s twenty-four jurisdictions, with expansion in the labor
force responsible for the upturn in almost every area.
Baltimore City’s rate, the most noticeably impacted, rose by nearly a full percentage point over the month. While
the number of employed city residents was higher in July, the influx of jobseekers into the labor market eclipsed
employment gains, causing joblessness to trend upward.

The collapse of the real estate market is being blamed for the closure of two banks -- Bay National
and Ideal Federal Savings. The 22 employees impacted by the Bay National closure will be picked up
by Bay Bank FSB which recently opened two branches.
Johns Hopkins Hospital announced the closing of its First Step day program - a program which
provides services to substance abuse patients - by the end of the summer. Declining demand was
cited for the program’s closure. The hospital is working to place the approximately 20 program
employees elsewhere in the hospital system.
Liz Claiborne outlet stores announced plans to close its 3 locations in Maryland. No date was given
for the closure.

Following an increase in June, initial claims filings dropped off in July, declining by 8.6% from
previous month’s filings. With this decline, filings dropped nearly 15% below last July’s count.
About 7,600 fewer weeks were claimed for unemployment in July, reducing the month’s tally to
300,315 -- the lowest count of weeks claimed since November 2008. An estimated 71.5% of the
month’s weeks claimed resulted in compensation – a ratio considerably lower than that of 82.9%
recorded in July. About 7,574 payments were issued as final benefit entitlements.
The decline in weeks compensated, coupled with a lowering of the average weekly benefit amount
from $317.52 to $312.25, resulted in a total draw of $65,688,277 for benefit payments during July.
