Activities of National League for Democracy September 2010 News Bulletin No. ( 5 )

1 September
Boycott campaign started in Mandalay
Mandalay Division Organizational Committee of NLD started its organizational works by
meeting with members from Mandalay Southeast Township Organizational Committees.
They explained to Township Organization members positions of NLD regarding elections
and how to respond to electoral irregularities. The Committee continues their trip to other
townships in the Mandalay Division and meets with members. The Township level
committee members will again explain the NLD’s positions to members in the grassroots
level and ordinary people.

2 September
NLD leaders donate food to flood victims
NLD leaders led by U Win Htein and Daw May Win Myint together with NLD youth
members from Pegu Township went to Shwenantthar monastery in Kyuntharyar ward where
flood refugees are staying and donated some food for 160 households of refugees. They also
went to No. (1) State Middle School where refugees are also staying and donated some food
for 122 households and 5 households at Shwemawdaw pagoda.

2 September
A member from Dala Townhip briefly detained
U Tun Yin, secretary of the Dala Township NLD is released after one day detention and
interrogation about his pamphlets distributed among people. In the pamphlet, Daw Aung San
Suu Kyi’s message about people’s rights not to vote is expressed. U Tun Yin defended in the
interrogation that he just distributed legal message from Daw Suu and did not commit any
illegal act. U Tun Yin has been detained four times for his political activities.

3 September
Magwe NLD members distribute educational pamphlets
NLD members from Magwe Division distribute educational pamphlets issued by the Liaison
office of the International Labor Organization informing people about forced labor, forced
conscription, child soldier and people’s rights regarding these issues including right to grow
own plants.

Legal argument is made at the court for an NLD member from Rakhine State
U Myint Thwin, a layer from the NLD made an argument at the Mandalay Division Court for
Ko Min Aung, an NLD member from Taungote Township, who was sentenced 15 years
under the section (33-b) of the Electronic Act in addition to his previous sentences such as 9
and half years under the section (6) of the State Secret Act and two and half years under the
Religion Act in 2007. Before he was arrested, he was well-known for his voluntary
complaints about forced labor cases in Rakhine State.

CRPP meeting held


CRPP members meet in U Tin Oo’s residence as its regular meeting program. The CRPP
expressed its concern over the rising tension between the regime and the ceasefire groups.
They mainly put their focus on ethnic affairs at the meeting and also discussed about how to
boycott the elections. They decide that the constitution must be drafted on the basis of Pang
Long agreement in the future and they boycott the elections to be held in November.

4 September
NLD team visit Twante to meet political prisoners’ families
NLD team led by U Tin Oo and U Win Tin visited families of political prisoners in Twante
Township, Irrawaddy Division. They visited eight families including families of Ko Zaw
Minn Tun, Ko Aung Soe, U San Baw, Ma San Dar, Ko Ye Htut Khaung, U Chit Pe and U
Thudama (a) U Thet Zaw. NLD team also provided some presents to the family members.
Some members of NLD from Dala townships also came to meet NLD leaders.

4 September
Daw Aung San Suu Kyi is concerned over cease fire groups
Daw Aung San Suu Kyi met with her lawyers – U Nyan Win, U Kyi Win and Daw Khin
Htay Kywe- at her residence and said that she was concerned about the mounting tension
between the authorities and the ceasefire groups and commented that these problems should
be solved by means of peaceful political negotiation so that it would be good for the long
term future.

6 September
NLD team visit Tikekyi to meet political prisoners’ families
A team led by U Tin Oo and U Win Tin went to Titekyi Township and met with NLD
members and families of political prisoners such as Ko Soe Min Thein, Ko Aung Kyaw Oo.
Then they continued their trip to Hmawbi Township and met with family members of U
Pannita and Daw Naw Ohn Hla who are now in Insein Prison, at the house of U Soe Tint (a)
U Soe (MP elect).

6 September
NLD CEC meeting held
NLD Central Executive Committee meeting was held at the residence of U Tin Oo and
discussed about current situation and NLD’s activities. About 15 people including youth and
women wing leaders attended the meeting. In the meeting, NLD leaders decided to make next
round of travel across the country to meet NLD leaders as well as members and leaders of
ethnic groups to discuss ethnic issues, elections and electoral and legal education, as well as
positions on elections and youth affairs. They also decided to hold a 22nd anniversary of
formation of NLD in the residence of U Tin Oo, vice chairman of NLD.

7 September
NLD members from Sittwe offered swan (food) to monks
NLD members from Sittwe Township led by U San Shwe Tun, Chairperson of NLD
Township Committee in Rakhine State offered food (swan) to 126 monks with dedication to
the release of Daw Aung San Suu Kyi and political prisoners on Tuesday. Rakhine State
NLD Committee and ordinary people joined the event.

9-11 September
NLD leaders start the trip to Mandalay
NLD team composing U Ohn Kyaing, Daw Khin Htay Kywe and Ko Myo Nyunt started their
travel to Mandalay to implement the decisions made in the CEC meeting. They met with
NLD members in Meiktilar in the house of Daw Myint Myint Aye, secretary of Meiktilar
NLD. About 90 members of NLD from Myingyan, Tharzi, Wundwin, Taungtha,
Kyaukpadaung, Pyawbwe, Yamethin and Mahlaing Township attended the meeting.

In this meeting, NLD leaders discussed about the messages from Daw Aung San Suu Kyi
regarding the elections and monitoring of the electoral process. Daw Aung San Suu Kyi
recently urged people who want to vote for NLD to stay away from polling station as NLD
does. U Ko Ko Lay, U Thein Tan, U Myo Naing and Dr Zaw Myint Maung (MP elect for
Amarapura) members of Mandalay Division Organizational committee of NLD also attended
the meeting. They continued their trip to Lashio, Shan State.

12 September
NLD team meets with members in Shan State
NLD team met with NLD leaders and members from six townships including Lashio in
Lashio Township. NLD leaders mainly discussed about the reasons why NLD has to boycott
the elections, Daw Aung San Suu Kyi’s positions on elections and her messages and legal
matter relating electoral laws, and all attendees unanimously supported the decision.

NLD leaders’ trip to Sagaing Division and Chin State


NLD team composing Monywa Aung Shin, Pyapon Ni Lone Oo, U Aung Thein and Ko Ba
Maung, a youth leader, went to Chin State and met with NLD members in Kanpetlet,
Madupi, Mindat. They also met with ethnic leaders from Chin Progressive Party and Chin
National Party and discussed about Daw Aung San Suu Kyi’s messages on elections. They
also explained member s the reason why the NLD refused to participate in the elections and
people’s rights not to vote in the elections.

U Win Tin hospitalized


U Win Tin was hospitalized at the Royal Asia
hospital as he suddenly suffered from serious
cough and asthma attack. He was found to be
suffering from slight inflammation of his
windpipe and lungs. He had to stay at the
hospital for a week for treatment and rest.

13 September
NLD team meets members in Sagaing Division
The NLD team continued their trip to Shwe Bo Township in Sagaing Division. They met
with members from Townships in Shwe Bo district and discussed about the same issues as in
previous meetings. The team pointed out the fact that people have right to vote and right not
to vote as well, which is legal.

14 September
Election Commission announced dissolution of ten parties including NLD
The Union Election Commission announced that five existing political parties including the
National League for Democracy had been abolished. The Commission also disbanded other
five parties that failed to field at least three candidates for the upcoming elections.

15 September
The France voiced profound shock at the dissolution of the National League for Democracy
led by Daw Aung San Suu Kyi. Bernard Valero, a spokesperson of Foreign Ministry said,
“This profoundly shocking situation is the result of iniquitous electoral laws dating from
March. Evidently, conditions do not exist for November 7 elections to be considered
democratic and credible.”

16 September
UN General Secretary concerned over disbandment of NLD
Ban Ki-moon, the General Secretary of the United Nations expressed his concern over the
disbandment of the National League for Democracy together with other nine parties. Martin
Nesirky, a spokesperson for the secretary-general, told reporters at his daily press conference,
“The Secretary-General notes with some concern the decision by the Union Election
Commission to dissolve 10 political parties prior to the general election, including the
National League for Democracy”

ABMA denounced the disbandment of NLD


All Burma Monks Alliance strongly condemned the dissolution of the NLD in a statement.

NLD CEC met briefly


A brief meeting was held at U Tin Oo’s house after the Union Election Commission
announced that ten political parties including the National League for Democracy were
disbanded. The Central Executive Committee discussed about the announcement and issued a
news release containing three points; the UEC has no right to declare such an announcement
according to the Election Commission Law and Election Law; according to the definition of
political parties in these laws and the NLD was registered according to the Political Party
Registration Law No. 4/88 and the NLD has not broken any rule of that law. U Nyan Win,
the spokesperson read out the release and said that the NLD is still legal and will continue its
activities.

A ceremony for 12nd anniversary of the establishment of CRPP held


A meeting of Committee Representing People’s Parliament was held at the house of U Tin
Oo, Vice Chairman of the NLD on 12th anniversary of the formation of the CRPP. 12
members of CRPP who are mostly NLD leaders attended the meeting and repeated the call
for the release of all political prisoners including Daw Aung San Suu Kyi, Khun Tun Oo, Sai
Nyunt Lwin and Min Ko Naing. They asserted the existence of the NLD and CRPP and their
commitment of convening the parliament according to the result of 1990 elections.

U Nyan Win, Daw Suu’s lawyer summoned by Police Special Branch


The Police Special Branch summoned U Nyan Win, NLD spokesperson and Daw Aung San
Suu Kyi’s layer and informed about the case with Daw Suu to wait and see the ‘warning list’
at the Court.

15-23 September
NLD organizational team meet with members in Rakhine State
A NLD team led by Dr. May Win Myint (MP elect - Mayangone) and Nan Khin Htwe Myint
(MP elect – Pa-an) visited Rakhine state and met with NLD members in Ramree Township.
About 100 members attended the meeting and discussed about right not to vote in the
upcoming elections and NLD’s right to exist as legal entity. They also went to Kyaukpyu,
Myebon, Sittwe to meet with NLD members. In Myebon, authorities from Township Peace
and Development Council called upon the team and investigated the intension of the trip. But
the team explained the trip to authorities and the problems solved.

18 September
NLD is threatened in the newspaper
An article in the newspaper described that organizing people not to vote is a crime according
to the present election law and legal action can be taken with prison sentence and fine, and
both. In the article, it said that although it is described as electoral right not to vote in the
election law, it is an act of coercion to prevent voters not to exercise their right to vote.

19 September
Thakin Ohn Myint died
Thakin Ohn Myint, a mentor to Daw Aung San Suu Kyi and very close friend of General
Aung San passed away. Leaders of NLD together with NLD members, youth and a large
number of people attended his funeral ceremony held at Yayway Cemetery.

18-23 September
NLD organization team meets with members in Magwe Division
NLD team led by U Han Tha Myint (MP elect – Butalin) and Daw Hla Hla Moe (MP elect –
Min Hla) went to Magwe Division and met with NLD leaders and members in Aunglan,
Taungdwingyi, Natmauk and Myothit Townships. They explained to members that they have
right not to vote in the elections and it doesn’t break any law. Then they went to
Yaynanchaung Township and its proximity. The meeting was held at the house of Daw Khin
Saw Htay in Yaynanchaung and about 100 members from Salin, Ngape, Minbu, Chauk,
Seikphyu, Sinpyukyune and Yeynangyaung attended the meeting.

They continued their trip to Pakokku, Yesagyo and Myaing Townships and met with NLD
members at their respective townships. Ma Phyu Phyu Thin was also a member of the team
and met with a lot of people living with HIV/AIDS. Police special branch investigated some
members who attended the meeting at their house on return to their respective Townships in
Myaing and Myitchay. And people living with HIV/AIDS in Aung Lan Township who
attended the meeting with Ma Phyu Phyu Thin were threatened.

20 September
U Tin Oo sent a letter to EU
U Tin Oo, Vice Chairperson of the NLD sent a letter to Mr. Andreas List, the European
Commission official about roundtable discussion on ‘Burma before the parliamentary
elections – perspectives from inside the country’ held in Berlin, Germany asking the reasons
why the Friedrich-Ebert-Stiftung-(FES), a German NGO elections will bring about positive
change in creating more space for political action and urged the European Commission to
take appropriate measures to make clear that it is not acting in concert with those who are
disseminating pro-junta propaganda.

A child soldier back home


Maung Hla Min, who was forced to recruit as a child soldier in October of the previous year
came back home with the help of International Labor Organization. His parents asked U Thet
Wai, chairperson of the Sanchaung Township NLD to lodge a complaint to the ILO office for
their son’s return. He served in the Light Infantry Division- 125 before he was returned to his
parents in Thingangyun Township, Rangoon.

Daw Aung San Suu Kyi is not in the voters’ list


Daw Aung San Suu Kyi will not be able to cast her vote in the upcoming elections as her
name does not appear in the list of voters for residence of Bahan Township. However, Daw
Aung San Suu Kyi is in the list of voters in the previous referendum held to approve the 2008
Constitution.

Daw Aung San Suu Kyi awarded as an honorary member of the CALD
Daw Aung San Suu Kyi was awarded an honorary individual member of the Council of
Asian Liberals and Democrats (CALD) in a ceremony held in Liverpool, Britain on the
sidelines of the UK Liberal Democrats Annual Confernce. Ms. Zoya Phan, International
Coordinator of the Burma Campaign UK received the plaque on behalf of Daw Aung San
Suu Kyi.

21 September
British officials meet NLD leaders
Officials from British Foreign Ministry led by Mr. Karen Maddock, Deputy Chief of the Asia
and Pacific visited U Tin Oo’s residence and meet with NLD leaders including U Tin Oo, U
Nai Nai and U Nyan Win. The officials inquired about the future plan of NLD after it was
declared disbandment. U Tin Oo explained that NLD still exist and continues its activities
within the legal fold.

22 September
US INGOs meet NLD leaders
U Tin Oo, vice chairperson and U Nai Nai, central committee member meet with INGOs
from the U. S.A at the residence of the US attaché. The INGOs’ officials inquired about the
NLD’s positions regarding the assistance of the social works whether the assistance would
help promote democracy in Burma. They also asked about social aid programs of NLD and
offered some help for these activities.

24 September
Daw Suu allowed to vote
The name of Daw Aung San Suu Kyi appeared in the list of voters in Bahan Township. U
Nyan Win, her lawyer said that it was against the election laws as convicts are not allowed to
vote according to the electoral law. Mr. Mark Toner, a spokesperson of US State Department
said in a daily press briefing, “We obviously remained concerned about the oppressive
political environment in the country and we urge the authorities to release all political
prisoners including Aung San Suu Kyi.”

25 September
Thai Prime Minister commented on Daw Suu
Abhisit Vejjajiva, Prime Minister of Thailand said in an
interview with Washington Post that the military regime
running Burma must allow for a ‘more inclusive’ political
system, such as allowing the participation of jailed opposition
leader Aung San Suu Kyi, after disputed elections in
November. He continued, ‘I think, realistically, nobody
expected that just having these elections would shift things. I
think it should be seen as a first step. Whether that step is big
enough depends on your expectations and perspective on
things.’

27 September
22nd anniversary of the foundation of the NLD held
A ceremony commemorating the 22nd anniversary of the foundation of the National League
for Democracy was held at the residence of U Tin Oo, Vice Chairman of the NLD. About
150 members attended the ceremony in which NLD leaders shared their experience to honor
the NLD and its sacrifices.

In Mandalay, NLD leaders from Mandalay Division Organizational Committee assisted


political prisoners such as U Khin Maung Than, chairperson of Madaya Township, U Than
Lwin, MP elect and vice chairperson of Madaya Township NLD and U Nyein Maung, U
Thagara and U Thein Htike, with 50,000 kyat (about 50 US$) for each one. NLD leaders also
funded 155,000 kyat (about 150 US$) for victims of poisonous snakes in Madaya Township.

In Tanintharyi Division, the ceremony of NLD birthday was held in Pulaw and Myeik
Township. NLD leaders in the respective Township explained electoral rights and some facts
about elections to NLD members.

In Magwe Division, NLD members in Yenangchaung Township distributed pamphlets about


boycotting elections and held a meeting with youth members.

NLD members from Twante Township start a ‘not to vote’ campaign. They wear T-shirts
with words that read ‘people have right not to vote’ and explain people in Twante Township
that they can stay without going to vote on the day of elections.

28 September
NLD leaders attend a ritual ceremony for U Ohn Maung
NLD leaders attended the ritual ceremony of the demise of U Ohn Maung, father of Ma Mar
Mar Oo who has been sentenced 70 years and imprisoned in Bamaw prison. Her father died
after he came back from visit his daughter.

28 September
NLD leaders bid U Tin Oo farewell at the airport
NLD and CRPP leaders bid farewell to U Tin Oo, vice chairman of the NLD at the airport
before he goes to Singapore for medical treatment.

30 September
U Tin Oo, vice chairperson of the NLD underwent
an eye operation at the Tan Tock Seng hospital in
Singapore. The trip was arranged by the Royal Asia
General Hospital to treat a hemorrhage in his left
eye. The operation was successfully over but had to
stay some more days in Singapore for rest.
