4. What is the scheme for chlorination of raw water? Is it free chlorine or chlorine dioxide?
5. I would propose an industrial RO instead of a duplex softener.
6. When are we going to receive the water analysis report? We need to force the client to give this
otherwise there would be problems later on.
7. The water consumption for potable seems to be on the higher side.
8. For toilets please consider 25 liters per day per person.
9. For filter and dish wash we can have 250 liters instead of 300 liters
10. For kitchen and pantry it can be 200 liters instead of 500 liters.
11. Soft water does not take into account the make-up water for cooling tower, boiler and chilled
water distribution circuit.

Water system tender document

1. BOQS for water system (pre-treatment, generation and distribution) are missing.
2. List of annexures is missing.
3. What is the basis for sizing the purified water system at 1000 lph? Peak flow analysis. Iteration
calculations for purified water distribution loop size, tank sizing based on water changes per
hour are missing.
4. Annexure 1 says highlights of offer
5. How can we have PLC based manual mode. Point 4a
6. All cable trays are asked in SS304? Why?
7. Don’t mention the name COBRATIG.
8. UF should not have orbital welded joints.
9. Annexure 2 should clearly mention the capacities instead of giving cross references to BOQ.
10. In Feed water limiting conditions it says that the plant is operated as per instructions given in
the manual. Why do we need to reference a manual during tendering stage? Are we providing
one?
11. Pre-treatment system: there are no details regarding chlorination of raw water. (CLO2 or free
chlorine)
12. There are no details about underground tank capacity and construction.
13. MGF does not consist of activated carbon crystals.
14. Why do the normal and backwash operations of MGF have to be done manually? They are
based on a 24 hr cycle or on pressure drop.
15. P&ID for pretreatment, PW generation and distribution are missing. We should add the drawing
numbers wherever we are referencing them.
16. Ultra filtration is normally a part of pre-treatment not PW generation.
17. Have we considered ozonation before UF and RO? If yes why is it not in the tender?
18. Tank capacity and MOC are missing in UF.
19. Remove the part “so that the CO2 present in water gets converted into BI-carbonates” unless
that is the chemistry being followed. (Are we asking them to dose NaOH as per ROSA
projection?)
20. Don’t mention EDI in RO system. You have a separate head for that.
21. Purified water tank does not specify the nozzle schedule and flange rating for nozzles.
22. Annexure 6 No capacities are mentioned anywhere.
23. In softener, please mention duplex type softener system
24. Why do you require hydropneumatic system for soft water?
25. Motors should have class F insulation and IP 55 rating. Presently is mentioned as class 55 C1 F
insulation.

Black Utility conceptual Specification

1. Air compressor is mentioned as water cooled. It should be air cooled.


2. Dew point of -40 Deg C is mentioned. Is it PDP or ADP? Please elaborate.
3. In control philosophy, as per plant consumption the system shall be actuated. Please correct.
4. In material of construction, the generation unit is fabricated in CI. The entire unit is not in CI.
Please mention materials against different types of components.
5. Please mention filter ratings in filter assembly
6. The consumption points need revision in consumption. Dedusting should be 5 CFM, capsule –
15, Granulation – 45, Coating – 5, Coating AHU – 60, Solution preparation – 5, Blender – 5,
blisters – 15, Secondary packing lines – 5, hot water generator – 5. (all numerical values are in
CFM)
7. No requirement is considered for water system (pre-treatment and PW), boiler and ETP.
8. There is no peak load sizing and analysis.
9. What is the basis of arriving at the compressor capacity?
10. Chilled water – system description says as distribution system is a closed loop, to cover pressure
drop through the distribution system. Please correct.
11. What type of chilled water distribution system are we going for? Primary – secondary or variable
primary?
12. Consumption points for chilled water do not cover HVAC.
13. Steam consumption needs revision. Granulation – 35 (for paste vessel), solution preparation and
wash 35, hot water generator – 600. (All numerical values are in kg / hr)
14. How do the points 8 and 9 differ? They appear to be the same.
15. Are room heaters directly heated with steam? I think they are with hot water.
16. Condensate should be brought in the feed water tank through deaerator head.
17. No details on dust collector are provided? Is this a reverse pulse jet type dust collection system?
18. Dust collector consumption needs following revisions Granulation – 300 CFM x 2 nos,
compression – 300 CFM, Capsule filling – 300 CFM, Both blister – 300 CFM,
19. In my opinion you should also have points for inspection (since the tablets are inspected on a
belt) and coating (since the tablets are loaded manually in the pan)

Tender document for boiler


1. The font size of the heading does not match with font sizes of headings in other documents.
Please correct as per standard.
2. Applicable list of codes and standards are missing. Which standard are going to use for design,
fabrication, installation and inspection? Is it ASME section8 div 4 (heating boilers)
3. Boiler is gas as well as diesel fired; not just gas fired.
4. Temperature is mentioned as saturated. Please mention desired steam temperature or boiler
operating temperature.
5. Efficiency rating is different for gas and diesel. 92% can’t be common for both.
6. Condensate return should be 60% of make-up water.
7. Feed water tank capacity should be calculated by us and not the vendor. Normally it is 1.25
times the boiler capacity.
8. No mention is made for fuel pumps and day oil tank.
9. No mention is made regarding the gas train requirement for boiler.
10. No mention is made regarding the type of gas. What is the GCV and NCV? What is the available
gas inlet pressure to boiler?
11. Air pre-heater is a luxury not a necessity. Have we done a payback analysis before specifying
this? It also calls for bigger space than a normal boiler.
12. Condensate recovery systems (PPPU and flash vessel) are not specified anywhere.
13. Automatic blow down system is not specified anywhere.
14. Civil foundations are not required for feed water pumps and FD fans. They are a part of the skid
mounted boiler system.
15. The plant will be considered as ready for use when popping of safety valves is completed and
the boiler inspectorate issues a provisional certificate for continuous operation. Check if this is
applicable in Azerbaijan.

Tender document for air compressor

1. List of abbreviations is incomplete.


2. List of applicable codes / standards is missing.
3. No material requirements are provided.
4. Why do we require a separate surge vessel?
5. All end connections for compressed air piping should be preferably flanged or triclover end.
Screwed fittings are to be avoided as much as possible.
6. Noise level of 80 dB should be at what distance

P&ID
General comments: (applicable to all services)

1. No flow rates are to be shown on P&IDs. They need to be shown only on PFDs.
2. Legend sheet needs to include MOC, service and valve type codes as well.
3. P&ID should not mention the note the contractor must verify all the dimensions at siteand
report any discrepancies to consultants.
4. All dimensions are in mm unless otherwise specified.
5. The note about copyright specifies Doshi Consultants Pvt. Ltd. whereas we are issuing drawings
through DCPL international.
6. Scope demarcation for equipment is not shown clearly in any P&ID.
P&ID for compressed air:
1. NRV at outlet of each air compressor needs to be shown
2. Mention air receiver capacity
3. Filter ratings are not matching with the specifications (PFP – DCPL – TND - MCH – 00003)
4. Online dew point monitoring sensor to be shown post dryer.
5. We should also have a standby dryer.
6. We should have a standby set of filters with isolation arrangement. This will allow for ease of
maintenance without any shutdown.
7. Reducers are not seen anywhere in the main header
8. All subheaders to have isolation valves.
9. Grouping of process and non process user points is not advisable from containment point of
view.
10. All sub headers to have NRVs to prevent back flow.
11. It is preferred to have a loop for compressed air distribution.
12. Compressed air flow meter has to be connected to BMS.
13. Drain traps are to be provided atleast at end of main header and preferably at floor wise sub
headers.

P&ID for dust collector

1. This is a typical section for dust collector piping. This is not a schematic
2. Add NRVs for each point above the false ceiling.
3. No butterfly valves are seen at user point.
4. Show VFD and static pressure sensor for proper flow balancing.

P&ID for hot water distribution

1. PHE is a better option as compared to shell and tube for hot water application
2. Why do we require one more PRV for steam? Are we reducing steam pressure below 3.5 bar (g)
3. NRV is required in the make-up line.
4. A control valve and a pressure switch is required in the make-up line to ensure that the water is
taken only when required.
5. Mention the tank insulation thickness and type.
6. Hot water distribution to AHUs is missing.

P&ID for heater and domestic hot water distribution

1. The connections of heat exchanger are wrong. The heat exchanger must be made part of the
loop so that the hot water can go inside the tank and can be circulated further.
2. Vent connection for tank is not seen
3. Pressure gauges are required at pump inlet and outlet.
4. Sub header isolation valves and reducers to main header are missing in domestic hot water
generation P&ID.

P&ID for potable water distribution system

1. Raw water inlet is missing


2. No reducers are seen in main header.
3. Hydro pneumatic system has a differential pressure transmitter not differential pressure switch.
4. Isolation valves are missing at each subheaders.
5. Feed to softener is missing.

P&ID for chilled water distribution

1. Add NRV, on / off valve and a pressure switch in make-up water line.
2. BMS integration is missing.
3. Chilled water pumps need to have VFDs if we are using 2 way valves in chilled water manifolds
of AHU.
4. Is this a variable primary system?
5. If yes then bypass line, DPT and flow meter are missing.
6. Where is the controller for pumps?
7. Chilled water distribution to AHUs is missing.

P&ID for steam

1. Feed water line to boilers is missing


2. No detail about HSD tank and pumps.
3. No detail about gas line, inlet gas pressure and gas train to boilers.
4. No detail about flue gas ducting and chimney
5. Add NRVs for steam after each boiler.
6. Add safety valve and a spare nozzle in steam manifold.
7. Connect condensate line and motive steam to deaerator head of feed water tank.
8. Show soft water make up line connection to deaerator head of feed water tank.
9. Show PRS symbol as shown in bottom left legend of P&ID.
10. Steam flow meter to be connected to BMS.
11. 80 x 40 reducer should be eccentric not concentric.
12. Add AVDT at the end of main steam header.
13. Isolation valves and bypass lines are not required in the steam trap assembly since the STA – 1
module already shows both.
14. For paste preparation vessel and solution preparation vessel add a specification break with a
SS304 TC end ball valve and a hygienic steam trap module since these points are inside clean
rooms. You can retain the piston valve above the ceiling.

P&ID for soft water, water pretreatment system, purified water generation and distribution are missing.

Piping layouts:

1. The main pipe rack is seen in two tiers. We can make it in a single tier since it will be more
convenient.
2. Steam and condensate should have a slope of 1:150
3. Steam line is taken vertically upright. It is better to give a drip leg at the elbow by converting it
to tee, before it goes up.
4. No valves and instruments are shown in the GA.
5. No expansion loops are shown in steam line.
6. Purified water is spelt as putrefied water.
7. Prefer to have the PRS on service floor. This will enable to us to convey high pressure steam
instead of low pressure steam. This will reduce the pipe size and thus radiation losses as well.
8. The air compressor equipment layout needs to be confirmed by the vendor. Since it is air cooled
we need to see the ducting requirements as well.
9. Purified water piping can’t be on the same rack as black utilities. We cannot maintain the slope
if they are on the same rack.
10. Slope details for purified water are not shown. We must maintain 1:100 slope for purified water
distribution loop.
11. Granulation paste vessel, coating, solution preparation, wash user points are shown on second
floor layout whereas they should be on first floor as shown for dispensing and sampling.
12. Steel structure (channel, plate and anchor bolt) details are missing.
13. Line numbering is missing in layouts.
14. Support details for internal piping (subheaders and branches) on first and second floor are
missing.
15. Dust collector piping is missing
16. Process drain piping is missing
17. Flow rates are not to be shown in piping layouts
18. Hot water pipes are to be mounted on shoe supports not PUF supports.
19. Pipe elevations are missing at many places.
