Subject: Financial loss suffered by me subsequent to the implementation of
the 6th pay commission recommendations.

Respected Madam,

I joined as Postal Assistant in Berhampur(Ganjam) Division in the year


1992. I cleared the Inspector of Posts Examination-2004. I am now posted as
Inspector Post in Berhampur( South) Sub-Division under Berhampur(Ganjam)
Division.

1. In the year 2003, Orissa circle announced the examinations for the Fast
Track promotion to LSG cadre vide its memo No RE/6-7/2002 (Rlg/Corr)
dated 14.01.03 & No RE/30-12/2003 dated 19.02.03. I appeared for the
said examination and cleared it successfully, securing first position. I was
then posted in a LSG cadre post in the pay scale of Rs 4500-125-7000, in
the year 2004 and continued in that cadre till I cleared the IPOs
examination in the year 2005. I joined in the IPOs cadre with a pay scale
of Rs 5500-175-9000.

2. Subsequent to the implementation of the 6 th Pay Commission


recommendations, the Grade pay of the LSG cadre has become Rs 2800/-
and the same for IPOs cadre is Rs 4200/-. This has resulted in a situation
where the officials who joined in the PA cadre along with me in the year
1992, and who are juniors in the LSG cadre to me, are now earning a
Grade pay of Rs 4600/- in their HSG I posts as compared to my Grade
pay of Rs 4200/- only.

3. As per the provisions of the of the MACP scheme, an official will get the
next Grade pay on completion of 10 years of continuous service in a
particular grade. In the present scenario, my colleagues in the LSG cadre
will earn financial up gradation earlier than me.

4. I have been promoted twice, once from the PA cadre to the LSG cadre
and then to the IPOs cadre, thus disqualifying me for financial up
gradation under the MACP scheme.
5. An official completing 5 years, either in the LSG cadre or the IPOs cadre,
becomes eligible for appearing in the PSS Group B examinations. I had
already completed a year of continuous service in the LSG cadre before I
shifted to the IPOs cadre. Due to my move from the LSG cadre to the
IPOs cadre I am losing the advantage of almost 2 years of service when I
apply for the PSS Group B Examinations. It is hence requested that my
service in the LSG cadre may be taken into account when calculating the
eligibility for appearing in the PSS Group B examinations since I had
moved to IPOs cadre from the LSG cadre, without any break in service.
6. Apart from the financial loss suffered by me when I took up the IPOs
cadre post, I am also being denied the chance of appearing in the Group B
examinations.

Though I was in the LSG cadre, I appeared in the IPO examinations


because I wanted to be a part of the administrative decision making processes.
The post of Inspector offers a greater job diversity along with financial
upgradation and also the associated upgradation in status.
Madam, due to the anomalies listed above all my reasons for becoming
an Inspector of Posts are defeated. I would like to draw your kind attention to
the 6th Pay Commission recommendations where it is mentioned that “Grade
pay determines the status”. My status has now become below par with my own
colleagues.
It is requested to kindly cause to take necessary action to bring my Grade
pay on par with that of my LSG colleagues and help me regain my status.
