Shri Narendra Modi,

Hon. Prime Minister of India

New Delhi

Respected Modi ji,

Congratulations for assuming the office of the Prime Minister and also for grand
success of your party. I sincerely hope that you and your government will be soon able
to fulfill the expectations of the people from the new government.

Delhi is currently reeling under massive power cuts. In the months of January and
February, when the Aam Aadmi Party was in power in the state, people were getting
uninterrupted power supply for all 24 hours of the day. However, last few days many
areas of the city are facing long power cuts. In this scorching heat, due to power cuts,
people are facing extreme hardship.

The union Power Minister in his press conference on Wednesday stated that there was
no shortage of electricity and the reason for these power cuts was technical difficulties.
Even going by the statement of Mr. Piyush Goyal, it is clear that the private power
distribution companies (discoms) are not doing their job properly. There is an urgent
need to strictly fix their accountability.

It, however, appears that the government is shying away from fixing the accountability
of discoms and at times one gets an impression that the government is trying to protect
these discoms. According to the licensing agreement signed by these discoms with the
government , it is their responsibility to ensure the maintenance of their equipments and
network so that the people get uninterrupted power supply. On this pretext power tariffs
have been hiked in Delhi from time to time and despite all this if these discoms are
failing to provide 24-hour electricity supply, they should be dealt with sternly.
When I was the Chief Minister of Delhi, even then these discoms had attempted to
blackmail the government, but when they were told in clear terms that deliberate power
cuts would lead to cancellation of their licenses, it led to immediate improvement in their
work and behaviour.

You are therefore requested to strictly enforce the accountability of these discoms, so
that people of Delhi are provided with immediate relief.

The AAP government had reduced the electricity tariff by half by providing subsidy. This
had come as a big relief to people of Delhi. Since our government did not last beyond
February, therefore this relief lasted only till the completion of the previous financial
year, which ended on March31, 2014.

Since April 1 electricity bills have been doubled, the former Congress led UPA's central
goverrnment did not do anything to extend this relief after the imposition of President's
rule. Now Delhi is being indirectly ruled by your central government and I would like to
draw your attention towards the fact that during the last assembly elections held in
December, the BJP had promised 30% reduction in electricity tariff.

I would, therefore request you to reduce the electricity bills in Delhi by resuming the
subsidy.

I want to come and meet you with all the MLAs of the Aam Aadmi Party to place all
these issues before you. I will be highly obliged you can spare 10 minutes from your
busy schedule for this meeting.

2. Water is a scare resource. It is evident from the fact that 97 percent of the total water on the mother
earth is saline. Out of remaining 03 percent fresh water 77 percent is in form of glaciers. Only about 11
percent is extractable and 01 percent is only readily available as surface water in rivers and lacks etc.
Therefore water needs to be conserved. Here are some domestic water saving tips
Saving Water (Indoors)  Verify that your home is leak free through pipe line. If having any leakage
through pipe line, taps, water tanks etc., it should be attended immediately.  Repair dripping faucets
by replacing washers. If your faucet is dripping at a rate of one drop per second, you can expect to waste
2,700 gallons per year.
Saving Water (Outdoors)  Plant it smart. Drought efficient landscaping is a great way to design, install
and maintain both your plants and irrigation system. More importantly, it will save time, money and
water.  Don't allow sprinklers to water your street, driveway or sidewalk. Position them so that water
lands on the lawn and shrubs and not on the paved areas. Do not leave sprinklers or hoses unattended

 Carom billiards, referring to games played on tables without pockets, typically 10 feet in length,
including balkline and straight rail, cushion caroms, three-cushion billiards, artistic
billiards and four-ball;
 Pool, covering numerous pocket billiards games generally played on six-pocket tables of 7-, 8-,
or 9-foot length, including among others eight-ball (the world's most widely played cue
sport), nine-ball (the dominant professional game), ten-ball, straight pool (the formerly dominant
pro game), one-pocket, and bank pool; and
 Snooker and English billiards, games played on a billiards table with six pockets called
a snooker table (which has dimensions just under 12 ft by 6 ft), that are classified entirely
separately from pool based on a separate historical development, as well as a separate culture
and terminology that characterize their play.
There are other variants that make use of obstacles and targets, and table-top games played with
disks instead of balls.
Billiards has a long and rich history stretching from its inception in the 15th century, to the wrapping
of the body of Mary, Queen of Scots, in her billiard table cover in 1586, through its many mentions in
the works of Shakespeare, including the famous line "let's to billiards" in Antony and
Cleopatra (1606–07), and through the many famous enthusiasts of the sport such as: Mozart, Louis
XIV of France, Marie Antoinette, Immanuel Kant, Napoleon, Abraham Lincoln, Mark Twain, George
Washington, French president Jules Grévy, Charles Dickens, George Armstrong Custer, Theodore
Roosevelt, Lewis Carroll, W.C. Fields, Babe Ruth, Bob Hope, and Jackie Gleason.

5. his article is an endeavor to bring forth an overview of the state of Anti-


bullying laws in India. These laws have been enacted to eliminate bullying in
any form in different spheres like bullying at workplace, schools, cyberspace.
That is why they are referred as “anti-bullying laws”. These are the key area of
focus in this article. So far there are only some State laws which deal with
bullying, however, there have been a persistent call for framing national law on
bullying.

FIRST, IT IS NECESSARY TO UNDERSTAND

ASSOCIATION OF INDIA OF INDIA GAVE
ITS DEFINITION AS,
“Bullying means systematically and chronically inflicting physical hurt or psychological distress on one or
more students or employees. It is further defined as unwanted and repeated written, verbal, or physical
behaviour, including any threatening, insulting, or dehumanizing gesture, by a student or adult, that is
severe or pervasive enough to create an intimidating, hostile, or offensive educational environment;
cause discomfort or humiliation; or unreasonably interfere with the individual’s school performance or
participation; and may involve but is not limited to: teasing, social exclusion, threat, intimidation, stalking,
physical violence, theft, sexual, religious, or racial harassment, public humiliation, or destruction of
property.”[1]
In India in the case of Vishaka v. State of Rajasthan[2], the Supreme first time
dealt with issue of bullying and it laid down certain guidelines for the protection
of woman employees from sexual harassment.[3] But it only dealt with bullying
against men at workplaces. Further, there is a need to consider different types
of bullying at workplaces. In the west bullying at workplace is recognized as
violence in workplaces. Bullying can be in different subtle forms like invalid
criticism, exclusion, false allegations, constant bantering, humiliation or
unnecessary written warnings.
