THE BOARD OF DARKE COUNTY COMMISSIONERS MET IN REGULAR SESSION AT 1:30 P.M. WITH MEMBERS PRESENT:
Commissioners Terry L. Haworth, Diane L. Delaplane & Michael W. Rhoades; Robin Blinn, Adm. Clerk/Secretary; John Cook,
Business Administrator; Jeff Marshall, Community Development/Grants Coordinator; Heath Riffell, Mote & Assoc.; Alex
Mikos, TIGER Radio; Tony MacKenzie, Daily Advocate; and DC Citizens Dave Niley & Keith Smith.
Mrs. Delaplane moved to approve Regular Session minutes from Wednesday, September 29, 2010; seconded by Mr.
Rhoades and all voted YEA.
IN THE MATTER OF LETTER OF RECOMMENDATION AND NOTICE OF AWARDS FROM PROJECT ENGINEER MOTE
& ASSOCIATES FOR PROPOSALS/BIDS FOR THE DARKE COUNTY COURTHOUSE BASEMENT RENOVATIONS
PROJECT
Whereas, on September 29, 2010, the Board of Darke County Commissioners received bids for the above mentioned
project and by motions accepted as received only, pending project engineer’s recommendation; and
Whereas, Heath Riffell of Mote & Assoc., presented a “Letter of Recommendation”, stating the apparent low bidder
combinations; and “Notice of Awards” for those bidders to the Darke County Commission Board; and
Whereas, after lengthy discussion by the Commission Board; Mr. Rhoades moved to approve the apparent low bidders for
“BASE BID Work Only”; seconded by Mrs. Delaplane and all voted YEA.

IN THE MATTER OF EXAMINATION AND ALLOWANCE OF BILLS
Mrs. Delaplane moved to approve the following list of vouchers for payment; seconded by Mr. Rhoades and all voted YEA.
IN THE MATTER OF RESOLUTION (R-297-10) TRANSFER OF APPROPRIATIONS (Comm.’s/Pitsburg Sewer, EMA &
County Home)
IN THE MATTER OF RESOLUTION (R-298-10) AUTHORIZING THE DARKE COUNTY ENGINEER TO ENTER INTO
AGREEMENT WITH THE OHIO DEPARTMENT OF TRANSPORTATION (ODOT) FOR HELP IN FUNDING FOR THE
DARKE COUNTY PAVEMENT MARKINGS 2010 PROJECT
Mr. Rhoades moved to approve the following requests; seconded by Mrs. Delaplane and all voted YEA.
IN THE MATTER OF QUOTE FOR COMPUTER FOR DARKE COUNTY GRANTS DEPARTMENT
Whereas, the Darke County Grants Office brought the one (1) and only quote to the Commission Board
requesting that the Board of Commissioners approve the quote, due to their computer being down with virus
etc. Only one (1) quote was obtained due to them being compatible, networked etc. with the other computers
located in the Adm. Bldg. Upon hearing explanation, Mrs. Delaplane moved to approve the following one (1)
quote, in that it is needed ASAP, an also declaring an “emergency” purchase, from Doss Business Systems,
Inc., Greenville; motion was seconded by Mr. Rhoades and all voted YEA.

**Alex Mikos-TIGER Radio: Question/Clarification regarding the “Notice of Awards” for the Basement
Renovation Project.? The Commissioners advised him that they were approving the “BaseBid” work only at
this time. Later on in the month we have to evaluate the cash flow of the county and see if we can award any
of the other bids.
MR. RHOADES MOVED TO ADJOURN; SECONDED BY MRS. DELAPLANE AND ALL VOTED YEA. THE MEETING WAS
ADJOURNED AT 2:24 P.M.

property.
