TCHF-TCHH/TCHH-TCHF handover

The TCHF-TCHH/TCHH-TCHF handover involves the AMR service and the non-AMR service, and
consists of the following two parts:
1. Handover from the TCHF to the TCHH
2. Handover from the TCHH to the TCHF
The purpose of the TCHF-TCHH/TCHH-TCHF handover is to select a suitable channel type (TCHF
or TCHH) according to the current load level and channel quality. This properly balances the number
of accessed MSs and the voice quality in a system.
If the cell load is greater than a threshold, the MS is handed over from the TCHF in the cell center
with good channel quality to the TCHH with good channel quality. This guarantees the system to
access more MSs.
If the cell load is lower than a threshold, or the quality of the TCHH is poor, the MS is handed over
from the TCHH to the TCHF. This guarantees better voice quality.
− AMR TCHF handover
 Triggering condition:
The parameter IntraCell AMR TCHR-TCHH Ho Allowed is enabled.
The cell load is higher than IntraCell AMR TCHF-TCHH Traffic Threshold. Start the
AMR TCHF-TCHH handover timer with IntraCell TCHF-TCHH Ho Duration(s). It
is required that the AMR TCHF-TCHH handover timer does not expire.
 The MS priority is lower than that of the Highest Priority parameter, and the MS is in
the center of the cell.
 Downlink path loss. The number of N measurements that meet the following
conditions is P.
The current call is located in the UL subcell of a concentric cell. The downlink path
loss is equal to or smaller than the total value of IntraCell AMR TCHF and Path
Loss HO Bandwidth subtracted by TCHH Ho Pathloss Threshold.
The current call is located at the OL subcell of a concentric cell. The downlink path
loss is equal to or smaller than the total value of IntraCell AMR TCHF-TCHH
Pathloss Offset Overlay and Path Loss HO Bandwidth.
 ATCB, P of N measurements meet the following condition.
The current call is in the UL subcell of concentric cells. SSUdiff is greater than or
equal to the total value of IntraCell AMR TCHF-TCHH Ho ATCB Threshold and
ATCB HO Bandwidth.
The current call is in the OL subcell of concentric cells. SSUdiff is greater than or
equal to the total value of IntraCell AMR TCHF-TCHH Ho ATCB Threshold and
IntraCell TCHF-TCHH ATCB Offset Overlay subtracted by ATCB HO
Bandwidth.
 The quality of uplink and downlink signals is less than or equal to IntraCell AMR
TCHF-TCHH Ho Qual. Threshold and complies with the P/N criterion.

− AMR TCHF-TCHH handover
 Triggering condition:
 The parameter IntraCell AMR TCHH-TCHF Qaul Ho Allowed is enabled.
 If the cell load is lower than the value of IntraCell AMR TCCH–TCHF Traffic
Threshold, start the AMR TCHH-TCHF handover timer with AMR IntraCell
TCHH-TCHF Ho Duration. It is required that the AMR TCHH-TCHF handover
timer does not expire.
 ATCB, P of N measurements meet the following conditions.
The current call is located in the UL subcell of a concentric cell, or the non-concentric
cell of the current cell. ATCB is less than or equal to IntraCell AMR TCHH-TCHF
Ho ATCB Threshold
The current call is located in the OL subcell of a concentric cell. ATCB is less than or
equal to total the value of IntraCell AMR TCHH and IntraCell TCHH-TCHF
ATCB Offset Overlay subtracted by TCHF Ho ATCB Threshold.
 The number of N measurements for the downlink path loss that meets the following
condition is P.
The current call is located in the UL subcell of a concentric cell, or the non-concentric
cell of the current cell. Downlink path loss is greater than or equal to IntraCell AMR
TCHH subtracted by TCHF Ho Pathloss Threshold.
The current call is located in the OL subcell of a concentric cell. Downlink path loss is
greater than or equal to IntraCell AMR TCHH-TCHF Ho Pathloss Threshold
subtracted by IntraCell TCHH-TCHF Pathloss Offset Overlay.
 The quality of uplink and downlink signals is greater than or equal to IntraCell AMR
TCHF-TCHH Ho Qual. Threshold and complies with the P/N criterion.
− Non-AMR TCHF-TCHH handover
 Triggering condition:
 The parameter IntraCell Non-AMR TCHF-TCHH Ho Allowed is enabled.
 The cell load is higher than the value of IntraCell Non-AMR TCHF subtracted by
TCHH Traffic Threshold. Start the non-AMR TCHF-TCHH handover timer with
IntraCell TCHF-TCHH Ho Duration(s). It is required that the non-AMR
TCHF-TCHH handover timer does not expire.
 The MS priority level is less than or equal to Non-AMR Highest Priority. The
decision can be made when the parameter Highest Priority User Quality First is set
to TRUE.
 ATCB, P of N measurements meet the following conditions.
The current call is located in the UL subcell of a concentric cell, or the non-concentric
cell of the current cell: SSUdiff is greater than or equal to the value of IntraCell
Non-AMR TCHF-TCHH Ho ATCB Threshold subtracted by ATCB HO
Bandwidth.
The current call is located in the OL subcell of concentric cells. SSUdiff is greater than
or equal to the total value of IntraCell Non-AMR TCHF-TCHH Ho ATCB
Threshold and IntraCell TCHF-TCHH ATCB Offset Overlay subtracted by ATCB
HO Bandwidth.
 Downlink path loss. The number of N measurements that meet the following condition
is P.
The current call is located in the UL subcell of a concentric cell, or the non-concentric
cell of the current cell. Downlink path loss is less than or qual to the total value of
IntraCell Non-AMR TCHF-TCHH Ho Pathloss Threshold and Path Loss HO
Bandwidth.
The current call is located in the OL subcell of a concentric cell. Downlink path loss is
less than or equal to IntraCell Non-AMR TCHF-TCHH Ho Pathloss Threshold
and Path Loss HO Bandwidth subtracted by IntraCell TCHF-TCHH Pathloss
Offset Overlay.
 The quality of uplink and downlink signals is less than or equal to IntraCell
Non-AMR TCHF-TCHH Ho Qual. Threshold and complies with the P/N criterion.
− Non-AMR TCHH-TCHF handover
 Triggering condition:
 If the cell load is lower than the value of IntraCell Non-AMR TCCH-TCHF Traffic
Threshold, start the non-AMR TCHH-TCHF handover timer with Non-AMR
TCHH-TCHF Ho Duration. It is required that the non-AMR TCHH-TCHF handover
timer does not expire.
 The parameter IntraCell Non-AMR TCHH-TCHF Qaul Ho Allowed is enabled.
 ATCB, P of N measurements meet the following condition.
The current call is located in the UL subcell of a concentric cell, or the non-concentric
cell of the current cell. ATCB is less than or equal to IntraCell Non-AMR
TCHH-TCHF Ho ATCB Threshold.
The current call is located in the OL subcell of a concentric cell. ATCB is less than or
equal to the total value of IntraCell Non-AMR TCHH-TCHF Ho ATCB Threshold
and IntraCell TCHH-TCHF ATCB Offset Overlay.
 The number of N measurements for the downlink path loss that meets the following
condition is P.
The current call is located in the UL subcell of a concentric cell, or the non-concentric
cell of the current cell. Downlink path loss is greater than or equal to IntraCell
Non-AMR TCHH-TCHF Ho Pathloss Threshold.
The current call occurs in the OL subcell of a concentric cell. Downlink path loss is
greater than or equal to IntraCell Non-AMR TCHH-TCHF Ho Pathloss Threshold
subtracted by IntraCell TCHH - TCHF Pathloss Offset Overlay.
 The quality of uplink and downlink signals is greater than or equal to IntraCell
Non-AMR TCHH-TCHF Ho Qual. Threshold.
 TCHF-TCHH/TCHH-TCHF handover penalty processing
 If the handover failure is caused by congestion, start the timer with the duration of the
penalty time because of the resource failure (the handover failure timer in handover
algorithm II).
 If the handover failure is caused by the Um interface quality, start the timer with the
duration of the penalty time because of the Um interface failure (the handover failure
timer in handover algorithm II).
 If the handover failure is caused by the configuration, start the timer with the duration
of the penalty time because of the incorrect data configuration (the handover failure
timer in handover algorithm II).
 Before the handover penalty timer expires, the TCHF-TCHH/TCHH-TCHF handover
is prohibited.
