The Concept of Hate Speech

cover all forms of expression that spread, incite, promote or justify racial hatred, xenophobia, anti-
semitism or other forms of hatred based on intolerance including: intolerance expressed by aggresive
nationalism, and ethnocentrism, discrimination and hostility against minorities, migrants and people of
immigrant origin also religious intolerance.

Hate speech always targeting individual person or particular group of person.

There is some situation that hate speech always happen:

1. When hatred directed to some people or group that belongin to a certain race. It’s called
incitement of racial hatred.
2. Hatred when there is distinction between believers and non-believers. It’s called incitement to
hatred in religious grounds.
3. Hatred based on intolerance and expressed by aggressive nationalism and ethnocentrism.

Sometimes hate speech hard to classified because it is not necessarily manifest expression of hatred or
emotions.

Hate speech at first can found at statements that seems to be rational or normal. But it’s hidden in
statements.
