Introduction
A new NMD regulation 2007-07-04 No. 854 concerning deck cranes on mobile offshore units, etc. (henceforth referred to as 854/07 Crane
Regulation) comes into force from 01.01.2008. The new regulation represent a revision of the NMD regulation 1986-01-13 No. 31 concerning
deck cranes, etc. on mobile offshore units. The new NMD 854/07 Crane Regulation applies to new as well as existing deck cranes on mobile
offshore units.
The main change in the NMD 854/07 Crane Regulation is given in § 7 which stipulates that the owner shall be able to document that the deck
cranes are in compliance with a recognized international standard. The safety level of the applied standard shall minimum correspond to EN
13852-1 (Issue 1, August 2004)
This represent a major challenge for existing cranes as EN 13852-1 introduces several design and operational requirements that neither have
been in the design basis for the cranes nor have been measured and evaluated against.
NMD has, however, indicated that a part-implementation of the standard may fulfil the new NMD 854/07 Crane Regulation for existing cranes,
cf. NMDs hearing letter dated 17 July 2006 and statements at meeting in NSA 11 October 2006 where the practical implications of the new
regulation were discussed.
In order to guide the Owners in this matter NSA requested DNV to develop guidance for carrying out required compliance assessment, and
thereby, providing guidance for part implementation of EN 13852-1 on existing cranes.
DNV report with guidance for part-implementation of EN 13852-1 on existing offshore cranes on mobile offshore units
DNV developed, in cooperation with a reference group with participants from 4 owners of mobile offshore units as well as participants
(“observers”) from the Norwegian authorities (NMD, PSA), a DNV report with guidance for part-implementation of EN 13852-1 on existing
offshore cranes on mobile offshore units, ref.. Attachment A .
The DNV Report provides specific guidance to owners with respect to understanding of the requirements in the standard (rule setting), mapping
of crane data and condition of the crane, and finally, how to perform compliance assessment.

I n addition a requirement GAP analysis of EN 13852-1 versus current NMD regulations has been performed by a NSA Work Group. The GAP-
analysis is attached, ref. Attachment B: “Requirements GAP analysis of EN 13852-1 versus NMD regulations”.
The GAP-analysis provides relevant guidance for owners who evaluate and verify the safety level of individual existing deck cranes, certified in
accordance with NMD Regulation 13 January 1986 No. 31 concerning deck cranes, etc. on mobile offshore units, against NMD Regulation 4
July 2007 No. 854 concerning deck cranes, etc. on mobile offshore units.

The below evaluation (GAP-analysis) may be used as guidance when the owner evaluates and verifies the safety level of individual existing deck
cranes, certified in accordance with NMD Regulation 13 January 1986 No. 31 concerning deck cranes, etc. on mobile offshore units (henceforth
referred to as 31/86 Crane Regulation), against NMD Regulation 4 July 2007 No. 854 concerning deck cranes, etc. on mobile offshore units
(henceforth referred to as 854/07 Crane Regulation).
Owner may bring the safety level of existing deck cranes in adequate compliance with the requirements in EN 13852-1 by modifications or
introduction of decreased operational limits. The latter should standardally be avoided in order to maintain the crane’s operational capacities.
Alternative solutions may be acceptable provided verified to give equivalent level of safety to the specific requirement of the standard. In that
case no formal deviation needs to be stated and there is no need to seek for an exemption.
An evaluation (GAP-analysis) of the individual requirements of the EN-13852-1 standard and corresponding relevant requirements in NMD
regulation 854/07 Crane regulation, etc. shows that many of the requirements in EN 13852-1 can be verified by compliance with other NMD
requirements.
The GAP-analysis as given below, provides an “evaluation” and “recommendation/conclusion” for each individual requirements in the EN
13852-1 standard.. The below GAP analysis does not differentiate between “red”, “yellow” of “green” requirements as done in the “DNV
Guide”, cf. Attachment A.
The “evaluation” includes an interpretation of the specific requirements in the standard as well as evaluation of increased safety level compared
with cost impact and modification practicality. The latter is specifically relevant in case specific requirements are seen as being close to existing
standards and requirements already in effect. The owner must where stated “to be evaluated on each crane individually” document the
evaluations performed if requirements in EN 13852-1 is not met.
The evaluation is to be performed by a project group with skills and competence as stated in DNV Report No.: 07-BGN-4960 chapter 6.2.

The “recommendations/conclusions” in the GAP-analysis are based on the principle that regulatory requirements has higher weight than
requirements in the standard, e.g. where the requirement in force contradicts the EN 13852-1 standard, the regulatory requirement is used as
reference. “No further action required” is stated under the assumption that current regulatory requirements in force are fulfilled.
The owner decides the final implications of the analysis performed for each individual cranes, i.e. introduction of operational limitations,
modification, application to NMD for an exemption or no further action (existing solution has a safety level equivalent to the specific
requirement of the standard).
It shall be noted that references to Regulation 13 January 1986 No. 31 concerning deck cranes, etc. on mobile offshore units (henceforth referred
to as 31/86 Crane Regulation) has been made only where the safety level here is seen as being comparable to EN 13852-1.
