CONVENORS REPORTS FOR THE MEETING OF TC 14 TO BE HELD AT THE SCHOOL OF


ELECTRICAL AND ELECTRONIC ENGINEERING, THE UNIVERSITY OF MANCHESTER,
MANCHESTER, M13 9PL, UNITED KINGDOM ON THURSDAY 20th and FRIDAY 21st SEPTEMBER
2012

6.1 AHG 1 Power transformers and reactor fittings (Mr Gianmarco Ghioldi) (Adoption of EN 50216)

The task of AHG 1 was to propose the transition from the EN 50216 Series – Power
transformers and reactors accessories and fittings to a new standard of the IEC 60067 Series,
at the same time rationalizing the layout of the EN 50216 Series.
AHG 1 met on November 28th, 2011; during the meeting the proposal on how to merge all the
parts of EN 50216 into 3 standards of the 60076 Series was approved and the work was
divided between the members of the AHG 1.
After the meeting the members stayed in touch by mail and prepared by February 6th the drafts
of the three IEC standards as follows:
• IEC 60076-XX-1 includes all the parts of 50216 that deal with accessories that have a
signalization or alarm or trip function and include contacts;
• IEC 60076-XX-2 includes all the parts that deal with the cooling of the transformer or
reactor
• IEC 60076-XX-3 includes the parts of 50216 that deal with purely passive accessories
such a wheels or breathers.
The drafts were circulated and AHG 1 was disbanded, having fulfilled it’s task.
The work of AHG 1 will be discussed at the next meeting of TC 14 (Manchester, September
20th & 21st , draft agenda 14/722/DA Item 6.1) and it is expected, that there will be a new call
for experts on a global basis to start up a regular WG that will have the task to review the
drafts of AHG 1 and to bring them to the status of IEC standards.

6.2 MT 60214-1 Tap changers - Performance requirements and test methods (Mr Axel Kraemer)

1. Summary
1. CD (IEC 14/721/CD:2012-05) is published.
Closing date for comments: September 2012.
For the time being there were 6 MT meetings. Next meeting is scheduled for
November/December 2012 to discuss the comments gained on the CD. The CDV is scheduled
to be published end of first quarter of 2013 (depends mainly on the number and the impact of
the comments on the CD)

2. Changes and extensions to the current standard


• Add on/change: minor changes in the wording within the whole text are done to adjust
or clarify the existing text

• Change: the name “off-circuit tap-changer” is changed to “de-energized tap-changer”


• Add on/change: for vacuum type OLTCs the number of switching operations within the
service duty test is 1.2 times the number of tap-change operations between
maintenance (for non-vacuum type OLTCs the number of service duty test operations
stayed unchanged with 50.000)
• Add on: for such designs of vacuum type OLTCs, where a vacuum interrupter is the
only insulating distance between selected and preselected tap, the switching and the
dielectric tests has to be carried out in a specified order
• Add on: to cover the transformer drying process, the OLTC shall run through a drying
procedure during the type test
• Add on: for liquid immersed in-tank tap-changers, 100 operations have to be performed
during type test at 115°C with the diverter switch or selector switch and at least at
105°C with the tap selector to demonstrate the capability to withstand the transformer
oil temperatures during emergency loading
• Add on: 100 operations have to be performed during type test at ambient temperature
at the highest and lowest allowed pressure stated by the manufacturer
• Change: dielectric tests were brought in line with the preliminary edition of the 60076-3
CDV
• Change: Some new wording within the requirements for motor drive mechanisms

6.3 MT 61378-3 Converter transformers – Part 3: Application guide (Mr Ugo Piovan)

Summary
CD (IEC 14/727/CD:2012-06) is published.
Closing date for comments: September 28th 2012.
Until now, we had three MT meetings. Next meeting is scheduled for December 2012 to
discuss the comments on the CD. CDV is scheduled for 2013-06 and FDIS for 2014-06.
However, depending on the feedback on the CD, the MT may accelerate the release of the
CDV and FDIS. The main changes are:
1. Harmonization with the latest edition of IEC 61378-1
2. Expanding the part of design review to industrial transformers too and update of the
design review part of HVDC transformers taking into account the results reached by
CIGRE JWG A2-B4.
3. Introductions of considerations specific to transformers connected to voltage source
converters.

6.4 MT 60076-3 Power transformers - Part 3: Insulation levels, dielectric tests and external
clearances in air (Mr Shirasaka)

1. Summery

Maintenance team TC14/MT 60076-3 had held the first meeting in November 2009 at
Washington DC, USA and after passed 4th MT meetings, First CD (14/643/CD dated 16th,
July 2010) had been published. This CD had received approx. 500 comments from NC’s of
19 P-member countries. The MT spent three more meetings for making the second CD draft
and the second CD (14/691/CD) was published on 10th, June 2011. The MT received approx.
200 comments for the second CD and the MT held one MT meeting and one correction work
meeting for finalizing the CDV draft. The CDV document (14/716/CDV) was published on 9th,
March 2012 and it voting for CDV will be closed on 10th, August 2012.

2. Major significant changes from the existing IEC 60076-3 Ed.2

The CDV document for IEC 60076-3 Ed.3 was fully modified from the existing Ed.2 and was
published as IEC document 14/716/CDV on 9th, March 2012. The main modified points of
CDV are as shown below:
(1) The test requirements are modified as shown Table 1.
(2) Every item and there descriptions are modified in accordance with the new test
requirements.
(3) It is added the new item of the UHV standardizations.

The requirements of the IVW test can be incorporated in the IVPD test so that
only one test is required.

impulse test by agreement between manufacturer and purchaser.

6.5 MT 60076-10 Power transformers - Part 10: Determination of sound levels (Mr Christoph
Ploetner).

1. Summery
Maintenance team TC14/MT 60076-10 met two times after CD circulation in August 2011 for
the 7th and 8th work session. The 7th meeting was used to resolve the 170 comments received
on the CD and to introduce the subsequent improvements and clarifications into the CDV. In
the 8th meeting the team discussed and agreed upon technical changes to the application
guide IEC 60076-10-1 in light of the CD and CC. Those discussions also led to some further
modifications of the main standard which will be introduced in the CDV of IEC 60076-10. Main
target of the revision is to assure sound level measuring credibility together with an easy
applicability without losing accuracy.

2. Changes to be introduced in CDV versus CD


• Received comments on CD do not cause fundamental changes of the document but will
result in recognizable clarifications and important corrections of erroneous technical
explanations and inexplicit wording.
• The measuring distance is changed: For small transformers such as distribution
transformers a measuring distance of 0.3 m applies. For all other transformers 1 m
measuring distance is to be applied (CD said 2 m) unless a space restriction in the test lab
or a too low signal-to-noise ratio requires a measuring distance of 0.3 m. For
measurements made with forced air cooling devices in service, the measuring shall be 2 m.

3. Working schedule
• Eight working meetings were held since January 2010
• CDV will be provided in September 2012
• Next meeting scheduled for October 2012 (Montreal) to proceed with the revision of IEC
60076-10-1: ‘Determination of transformer and reactor sound level – Application guide’.

6.6 MT 4 project 60076-14 Design and application of liquid-immersed power transformers using
high-temperature insulation materials (Mr R.P Marek).

Task: The task of this maintenance team is to upgrade the Technical Specification that
governs liquid-immersed power transformers using high-temperature insulation to an
International Standard.

Second Maintenance Meeting:


Location: Prague, Czech Republic
Date: 22/23 September 2011

Meeting Summary:
• The closing date for voting on the CDV for draft 4 issued in April is 21 September.
• The major addition for this draft was an informative annex concerning the effects of
ester liquid on the life of kraft paper.
• This draft was translated into French.
• The draft also added multiple insulation thermal classes and revised the guide-like
language to the more forceful language required in a standard.

6.8 PT 60076-18 Measurement of Frequency Response for Power Transformers (Mr Patrick
Picher) (Published)

Introduction

This standard on “Measurement of Frequency Response” has been drafted to provide a basis
for the performance of frequency response measurements on power transformers both as a
benchmark and subsequently to detect damage.

• Report of voting (14/728/RVD) dated 2012-06-29, only one negative vote from
Switzerland. Final decision: approved.

Thanks to all WG members and experts from NCs who have provided a lot of useful
comments to improve the quality of the first edition of this new standard.

6.9 PT 60076-19 (TS) Rules for the determinations of uncertainties in the measurement of losses
in power transformers (Mr Antonio Bossi)

The decision of preparing an IEC Technical Specification concerning the rules for the
determination of uncertainties in the measurement of the losses on power transformers and
reactors, was taken by TC14 during the meeting held in Washington in November 2009.
The WG19 activity was based on an existing CENELEC Technical Report submitted to the
attention of IEC TC14 for possible implementation of an international publication.

The document 14/696/CD was circulated in July 2011 and the comments received collected in
document 14/707A/CC circulated in November 2011. Comments were received from 8 NCs
among the P-members and no positions against the publication of the TS were expressed.
WG19 held it’s last meeting in January 2012 when the comments received on the CD were
deeply discussed together with some other comments presented by the attending experts. In
accordance with the IEC procedure, a final document was prepared and then sent to the TC14
Secretary.

As for a TS a final vote from the NCs is not required, after translation in French of the original
English text, in June 2012 the bilingual final DTS was sent by the TC14 Secretary to the IEC
Central Office for publication. It is expected that the TS be issued within a few months.

As the task received from TC14 was concluded, WG19 could be disbanded.

6.10 PT 60076-20 Energy efficiency (Mr Michel Sacotte)

IEC 60076-20 Ed.1: Power transformers - Part 20: Energy efficiency

● We had 2 meeting since May 2011 with in average 13 people

● We are always in a CD writing

● The calculation of the efficiency is done although everybody is not fully in agreement
with the way taken
● Long discussion had been held, to choose between load losses list and efficiency
particularly for large power transformers
● The value of efficiency given are not compliant with the low level expected in
most of the country

● For the time being the file is frozen until the debate in Eu concerning the evaluation of
large transformer is not solved. A basis should also established accordingly to go
forward
