Abstract/Executive Summary:
This paper will basically focus on the current situation of street begging of Dhaka city and construct a feasible policy for the
development of street beggars. This policy will mainly tell us the ways of betterment or how street beggars can upgrade their way of
living and can fully get all facilities which government is giving to normal citizen. We will thoroughly talk about the background of
the problem and why in present days in this city people are taking this as profession? Begging can’t be a profession, In my way this is
a high time to prevent this and think about the solution. It’s about 47 years our country is free and Bangladesh is now underdeveloped
to developing country so these sorts of issues has a great impact on our image. We will also talk about societal neglect, physically
handicapped street beggars, in contrast to other categories of street beggars; have no option except to depend on other people for their
daily bread. The analysis will advocate policy for them to ensure the fundamental rights as a human being in Bangladesh. Government
already has taken many steps but why those are not functioning efficiently, where is the gap? As well as we will cover the history of
Begging, from when this idea or phenomenon actually functioning with our society and from where in comes from, what about
religious perspective and many more.

Introduction
As we all know begging is a primordial and common fact. While it is an act of mercy to help a needy person need and who is unable
manage his or her living hood, begging itself, as an activity which is considered a sin as ‘the beggar mislead and involve others in
order to support himself rather proper using of his or her own physical and divine strength .Unfortunately beggars mostly found in
developing countries as in developed countries where we could hardly find this as a norm but mostly developing states where it is
normal. In South Asia, especially India, Bangladesh, Cambodia, Nepal these countries are home to the largest number of beggars. As
we all know here in these countries a large number of people live below the poverty line ,while some of the beggars live the
widespread slums at big cities like Dhaka ,New Delhi, Mumbai, Chennai or Calcutta and If we look for the inner picture then we
won’t find something pleasant. In Africa, where child exploitation, malnutrition and extreme poverty are common, begging is also
prevalent in most of the large cities. In larger cities in South and Central America begging is an issue which is attempting to reduce. In
the capital of Ecuador, most beggars are native people, especially women and children, in Mexico City; children are largely involved
in street begging .In the European Union, these issues are the subject of the European platform for combating poverty and social
barring that member states must subscribe to. We get to see in many urban areas, street beggars are found everywhere in public
spaces, such as filling stations, restaurants, banks, super markets, mosques, churches, etc. The focus of this study is to examine the
categories of street beggars and factors that influence begging activities as well as the solution of to get rid of this problem. Our main
concern is making this Dhaka city beggar free.

Problem Description
Before going to the main problem let’s talk about our Dhaka city briefly. Dhaka City is centrally located in Bangladesh, in the
southern part of the district of Dhaka. It is situated between latitudes 24º40´ N to 24º54´ N and longitudes 90º20´ E to 90º30´ E and
defined by the Buriganga river in the south; the Balu and the Shitalakhya rivers in the east; Tongi Khal in the north and the Turag river
in the west. The city has developed on the higher elevated Pleistocene terrace land or Order Alluvium of the central part of
Bangladesh, otherwise referred to as the Madhupur-Bhawal Garh Region. In addition, a substantial portion of the adjoining low-lying
areas have recently been brought under the structured zones of the city due to the accelerated rate of the urban growth in Dhaka.
According to the adjusted population of the 2001 Census the size of Dhaka’s population is 10,712,206 of which 5978482 are male and
4733724 are female. This makes Dhaka a megacity. The population growth of Dhaka stands at 56.5% in the last decade, which is very
high. This means that during the last decade the city’s population has grown by 3,868,077. The sex ratio of the population is calculated
as 123.4 based on the current population census. Moreover, the sex ratio of Dhaka City has decreased over the years due mainly to the
reunion of females to their male partners living in the city and the increase in the number of single females in the urban work force.
The number of the Dhaka City’s young population is relatively high due to age selective rural-urban migration. About 40% of the total
city’s population is in the unproductive age groups of 0-14 and 60 and over, which indicates a high dependency burden on the working
age population..The high dependency ratio among the city’s population causes poverty, especially among the low income groups in
the city.

In this highly populated city with the growing of people the numbers of baggers are also increasing. People are coming in this city
from the various parts of the country for earning their living hood but terrifying part is for the lack of employment people are starts
searching for new ways either its good or bad. They don’t even think twice to getting involved or depends to others or doing fraud
with others. They find illegal ways to arrange their bread and butter. The harsh reality is with that one particular crime there are more
extra crimes born and the scenario comes insensitive .Those crimes directly affect society ,a great number of people starts joining with
crime because as simple as it is cause societal damage, corruption and many more. Now a days we use to see in Dhaka city different
cases like some baggers groups formed and they forcefully make poor children, older people baggers. Even there were many cases like
kidnapers kidnapped kids and make them baggers, they didn’t feel ashamed to do their physical damage. Kidnapping, abusing of
drugs, smuggling is increasing in Dhaka city compared with past. We have to take initiative to prevent this problem either a large
number of our citizens will basically ruin within a very short time. We need start thinking about them either they will get us to bigger
problem and which actually will not come with any good news. So we have to fix this problem within a very short time. Begging can’t
be a profession. Depending to others is not a solution. If we consider majority of the people of Dhaka city physically able to omit their
basic needs. So we have to find solutions s early as possible to solve this problem. We need to stop people to do business with it.

Policy Option
Government and two city corporation has already many plans to eradicate beggars from Dhaka city but for the lack of proper
implementation those are actually not functioning.

Beggars will have to follow or implied with these followings;

 All beggars have to be listed and they will have their own id card
 Authority will have maximum information about them even a single beggar of Dhaka city won’t be skipped.
 If someone wants to be a beggar he or she will have to give valid reasons to be in listed.
 Beggars will have an id card and by using this card they will get all facilities.
 Those are living in slums or road side for them need to plan a healthy place for leaving
 Authority will arrange skill development training courses all over the Dhaka for them.
 If anyone needs medical support or rehabilitation, they will get that properly.
 Baggers children’s will get proper education
 A beggar will get enough support until he or she will be totally ready to leave beggary.
 All beggars will be in under observation until or unless he or she will be ready to leave beggary.

Task applicable for Government and City Corporation

 Government will have to give their best support until reaching the target
 All responsibilities has to be written so that if the government change then the policy would be the same
 Government will ensure the best care to the beggars unless or until they become self dependent
 Both city corporation needed a clear observation to beggars as much as they can
 Labor and employment ministry will ensure jobs and will help them to train up or any skill development courses if they need.
 This is clear that the entire job will be done under two city corporations and labor and employment ministry.

This policy is for mass people and city corporations and labor and employment ministry is taking care of the entire thing so its normal
that they will provide finance.
