Fixed Fire Fighting Systems


AUTOMATIC MODULAR FIRE EXTINGUISHER A B C E CLASS OF FIRE:

Contents: Automatic ABC Dry Power, Dry Chemical Powder, FM-200 etc.
Operation: When heat from an uncontrolled fire increases to a pre-set temperature of the unit,
the fusible link releases discharging the extinguishing agent. The releases temperature of the
extinguisher (fusible link) can be preset at works ranging from 570c/680c/790c/930c/1400c and
so on. They require no external source of energy and it can be operated electrically, manually or
mechanically for their operation.(Optionally).

FIRE HYDRANT SYSTEM:

WHAT IS HYDRANT: An upright water pipe, open in a street, with a nozzle to which a fire
hose can be attached?

FIRE HYDRANT SYSTEM:

Large quantity of water require for quenching major fires in the industries Easy accessibility
in the shortest possible time is of paramount importance in controlling and putting out these
fires. Fire hydrant System is designed to serve these requirements.

Main components of a well designed hydrant system are as follows:

(a) Fire Water Reservoir:


Tanks of adequate capacity depending upon the risk to be covered. These
should be located between 60 to 200 meters from the risk. Proper approach roads of at
least 3.6 meter width should be provided.
Arrangement should be made to divide these tanks in two compartments such
that one compartment is always available for service while the other can be taken out for
cleaning or maintenance purposes.

(b) Main Pumps:


A minimum of two pumps one electric and the other diesel driven (stand by)
should be installed to provide water to the installation at a required pressure. It is preferable
to make them start automatically once the pressure drops, below the minimum required. Both
pumps can be electrically driven provided the source of power supply is from different
sources. The capacity of the pump shall be according to the nature of Hazard.

(c) Jockey Pump:


A pump of 500 liters/minute capacity is installed for maintaining pressure in the
network. As and when the pressure drops this pump starts automatically to raise the pressure
to preset pressure /cm2 and then stopping by itself. In case the pressure drops below the set
pressure the main pump starts automatically.

(d) Ring Mains:


It is net pipe work laid underground. Where it is not feasible, these can be laid above ground
provided the pipes are sufficiently supported for its stability, at least one support every 10
feet. These are laid in ring pattern along the side of the roads / passages.

 The hydrants are located between 2 to 15 meters from the building to be protected
in nonhazardous areas and 30 meters from the edge of the building.
Accommodating hazardous stores. 

 The size of mains is decided such that desired pressure is available at the
hydraulically remotest point. 

 Material of construction of mains is normally cast iron as this is anticorrosive and
cheaper. However if MS is to be used this must be coated with good quality' of
anticorrosion point and suitably wrapped. 

 Hydrants are installed in such a way that the risk is protected from two independent
sources of water supply. 

(e) Single Hydrants:
These are the points from where Fire hoses are connected for drawing water.
Single^ outlet is fixed with 63 mm diameter instantaneous female coupling with a whea type
control valve called the landing valve coupled to 80 mm diameter stand pipe through a bend.
It is erected 1 meter above the ground level.

(f) Double hydrant:


In this case the stand post diameter is 100 mm provided with a "T" at the top. to
each end a landing valve is fixed
(g) Riser Mains:
These are provided where the hydrants are provided on upper floors of the building.
These have one main isolation valve at the ground level.
The diameter of such mains is 150 mm reduced to 100 mm at the top.

When you think of fire sprinklers, what image comes into your head? For most people, “fire
sprinklers” are those little spunkier heads on the ceilings of most buildings. However, a
variety of different types of fire sprinklers available, each suited for a different type or
building. When you are thinking about fire sprinkler installation, it helps to know which type
of sprinkler you'll need for your building.

Types of Fire Sprinkler Systems:

When you are thinking about fire sprinkler system installation, you have a
number of options - each offering a slightly different level of fire protection and each suitable
for different types of buildings.

Wet Pipe Fire Sprinkler Systems:

The most common type of fire sprinkler, wet pipe fire sprinklers are found in
most homes and office buildings. With a wet pipe fire sprinkler, all the water is stored under
pressure directly in the sprinkler pipes and is released by heat-activated sprinkler heads. The
best thing about a wet pipe fire sprinkler system is that they activate instantly - there's no lag
time between the fire sprinkler heads opening and the water being released.

Dry Pipe Fire Sprinkler Systems:

Dry pipe fire sprinkler systems are similar to wet pipe, except the water is not
stored in the pipes. Instead, the pipes are filled with pressurized air or nitrogen gas. When the
sprinkler heads open, the gas is released and a valve opens that allows water to flow out
through the open fire sprinkler heads. This causes a slight delay (usually only a second) in
water discharge, but it is useful in buildings where water could freeze if kept in the pipes.

Deluge Fire Sprinkler Systems:

A deluge fire sprinkler system is very similar to a wet pipe fire sprinkler system,
except the fire sprinkler heads are kept open at all times - they are not activated by heat.
Deluge fire sprinkler systems are operated by a special fire alarm that opens a valve to
release the water when activated. Once the valve opens, it must be shut off manually.
Because of the potential for water damage, deluge fire sprinklers are most
commonly in places where rapid fire spread is a concern. You will most commonly find
deluge fire sprinklers installed near high rise windows, warehouse bay entries or anywhere
else where a fire could escape quickly.

Pre-Action Fire Sprinkler Systems:

A pre-action fire sprinklers are basically a combination of wet pipe and dry pipe
fire sprinkler system. In a pre-action fire sprinkler system, water is not stored in the pipes
until a fire detection device detects a fire. When it does detect a fire, the detection device
opens a valve within the pipes to let the water in before the sprinkler heads open. When the
heads open, the pre-action fire sprinkler system reacts as quickly as a wet pipe fire sprinkler
system.
You will find pre-action fire sprinklers installed in areas that are at high risk for
serious water damage in the event of accidental fire sprinkler activation.

FIRE ALARM AND DETECTORS


9.1 FIRE ALARM SYSTEM:
A fire alarm system is designed to detect the un wanted presence of fire by
monitoring environmental changes associated with combustion.
TYPES:
1. Manual
2. Automatic

PURPOSES:
 Notify the occupants of the vicinity about outbreak of fire as soon as it starts. 

 To evacuate to a place of safety. 

 To alert fire services department to get to work for control spread of fire and to put
the same out 
COMPONENTS
1. Fire Alarm Control Panel:

 It is an electric panel that is the controlling component of a fire alarm system The
panel receives information from environmental sensors designed to detect changes
associated with fire, monitors their operational integrity and provides for automatic
control of equipment and transmission of information necessary to prepare the facility
for fire based on predetermined sequence. 

 Panels usually have a number of signaling line circuit loops. 

 Each device on loop has its own address. 

 So the panel knows the state of each individual device connected to it. . 

Common addressable input devices include:

 Smoke Detectors. 

 Heat Detectors (Rate of Rise and Fixed Temperature) 

 Manual Call Points (MCPs) 

 Notification Appliances (Audible or Visible) 



 Fire Sprinkler System inputs. 

 Switches for Flow Control, Pressure Control, Isolating. 
Common addressable output devices are known as Relays and include:
 Warning System/Bell.

 Door Holders relays. 

 Control function relays. 
Relays are used to control variety of functions such as:
 Switching fans on or off. 

 Closing / Opening of doors. 

 Activating fire suppression systems. 

 Activating notification appliances. 

 Shutting down equipments. 

ZONES:

Zones are made by dividing an area or building into different sections and placing each
device in the building in a different zone.

Initiating Devices:
 Manually actuated devices & such as MCPs are installed near every vulnerable
location 
 (Break Glass - Push bottom type) as identified, orautomatically activated
devices include different types of fire detectors.
 Emergency voices Alarm Communication System 

 Prerecorded. 

 Manual (Public Address system) 

 These are used to alert occupants for orderly evacuation. 

SURVEILANCE
9.1 Objective/Purpose:

To achieve the EARLY DETECTION AND PREVENTION of potential fire hazards caused
due to non – adherence to safety norms.
To provide the guideline and on-the-ground practical procedures and practices by
SECURITY/ERT TEAM to prevent any kind and nature of potential fire mishaps.

9.2 Scope:

Applicable to Entire Security, Fire Marshalls& ERT team

9.3 Procedure: prevention and detection of fire.

9.3.1 Entry gate

1. Security person deployed at vehicle entry point to thoroughly check the vehicles for
restricted inflammable materials. If such materials are found –
a. They have to be removed, tagged and kept in safe custody of security
b. If customer does not agree to cooperate on this safety norm, the security
personnel shall politely refuse entry of the vehicle inside the premises.
c. Such vehicles being refused entry will not be charged for parking.
2. Clear way for emergency vehicles (fire tenders/ambulances).
3. All customer vehicles which are fitted with gas cylinders to be identified during entry
and politely direct them to open designated parking slots inside the premises.

9.3.2 Gas bank

1. Security guard deployed at the Gas Bank should be alert and vigilant on any gas
leakage /odor/smoke.
2. Combustible material in and around the Gas Bank should be cleared immediately.
3. Ensure that No un-authorized personnel to be allowed access to the Gas Bank and
interfere with Gas Bank installations.
4. Found any unclaimed baggage/articles
5. Do not allow any usage of Cell phones in and around the vicinity of the Gas Bank.
6. No smoking allowed in and around the vicinity of the Gas Bank
7. Avoid parking of vehicles in front of the Gas Bank area.
8. Security guard should inform/escalate to the control room if the extinguisher is not
found at the provisioned point of installation at the Gas Bank.
9. Guard should stop any hot work conducted in and around the vicinity of the Gas
Bank and immediately escalate to Control Room.

10. Guard needs to inform Control Room if the Gas Bank is found open/unlocked and
unmanned.

9.3.3 Diesel yard

1. Security guard should inform/escalate to the control room if;


a. Non Presence of safety signage.
b. Non availability of Fire extinguishers and sand buckets.
c. Found unmanned
d. Leakage/spillage/overflow
e. Damaged fences
f. Loose wires.
2. Prevent and inform Un-authorized persons from loitering inside the yard.
3. Preventing and informing of persons found smoking to Control Room
4. Avoid parking vehicles blocking access to the yard.

9.3.4 DG Room

Guard to inform / escalate to the Control Room immediately:

1. The guards deployed in basements during their routine patrolling, to be alert and
vigilant on observing any fire smoke, unusual sound and smell emission and to
immediately inform the Control Room on any such observations.
2. Security guard should inform/escalate to the CONTROL ROOM if;
a. Vehicle parked for longer period.
b. Haphazard parking blocking movement of other vehicles.
c. Stop & inform of any work being undertaken without
authorization/permission. (Hot/Cold work)
d. Observes persons and vehicles of suspicious nature and movement.
e. Absence /damaged safety signages near panel rooms.
f. Detector/Alarm/ hooter sound if activated.
g. Non availability of Fire extinguishers and sand buckets in provisioned places
of its deployment.

9.3.9 Floor Patrolling Guard


1. The guard must be alert and vigilant on any fire, unusual smoke, sound and smell
emitted and to immediate inform the Control Room on any such case of unusual
observations.

A. Perimeter

a. All Security Guards/supervisors/ERT should be provided with walkie talkie,


torch cum search lights/prodders/whistle, Extension mirror.
b. The entire perimeter to be divided into several zones and each zone should be
entrusted to a team to conduct regular intensive patrolling in the respective
zones.
c. If any suspicious object/persons is noticed, the guards on duty should
immediately secured the area/persons and inform the control room.

d. If any recently disturbed area is noticed, the security guards on patrolling duty
should immediately inform the control room and the place should not be
meddled with until the arrival of Security Manager/CSO.

B. Mall
a. The entire Mall to be divided into zones and each zone should be entrusted to
a team to conduct regular patrolling.
b. Each floor/ zone should be monitored by security supervisors/ executives.
c. All the fire exits, common area, rest rooms, isolated places should be
monitored.
d. Special attention to be given for the movement of customers, eve teasers,
senior citizens, children.
e. Special observance should be ensured for potential fire hazard inside the mall,
F&B retailers area particularly Kitchen, electrical boxes, fittings, leakages. Etc.
f. At event sites, drop off area, court yard, stair cases, escalators, the persons on
patrolling should keep an eye for any untoward incident.
g. All the sensitive areas and isolated areas should be provided with Guard Tour
registers.
h. CSO should conduct surprise check on the movement of Security Guards/ERT
Members on patrolling.
i. The patrolling work should also be monitored through CCTV from Control
Room

C. Project areas

a. The entry of all laborers/ staff in to the project area should be properly
accounted for by means of access control/entry and exit registers.
b. All under construction sites should be patrolled by security guard/ supervisors
to prevent any accidents/ pilferage.
c. Periodical communication should be given to control room about the presence
of workers, their activities, mischief if any, incident/ accident immediately.
d. If the situation is found normal then “ALL CLEAR” and post name should be
communicated to control room.
e. If any movement of suspicious person is noticed, he should be immediately
secured and thoroughly interrogated by Security Manager/CSO/GM (Ops).
f. If the secured person is a notorious/anti-social element, he should
immediately be handed over to Police for further interrogation and action.
g. If any altercation, fight, quarrel/accident/injured person/un- claimed
baggage/items, costly items are noticed, inside the premises, it should be
immediately informed to control room for taking further action.

h. Abnormal conditions such as peculiar noise/smoke, unlocked shops or fit out


shops, unserviceable lights, leakage of gas, seepage of water in common area,
theft/missing of mall property are noticed, it should be informed to the control
room immediately for taking further action.

9.3.10 Vertical installations


1. In case of customers tripping, dress/footwear getting stuck on escalators/
travellators, guard to immediately stop the escalator/travellator using emergency
STOP button and inform the control room.
2. The guard must be alert and vigilant on any fire, smoke, sound and smell emission
from the equipment and immediately inform the Control Room on such
observations.
3. Not to allow access and movement of persons (retailer/customers) with heavy duty
materials by retailers/customers including shopping trolleys.
4. To ensure the prams are allowed in escalators without babies.
5. To guard to volunteer and assist the senior citizens, physically challenged and
children.
6. Guide customers to exit during emergencies and evacuations.
7. Security guard should inform/escalate to the CONTROL ROOM if;
a. Escalator/travellators - Found suddenly not working or stopped, due to
technical snag/breakdown.
b. Damage & breakage to steps/ escalator railing glass.

evacuation and assisting CDMT in case of any incidents.

EVACUATION PROCESS

11.1 Objective/purpose

To evacuate occupants including pedestrians/ customers from the premises in the


event of evacuation is ordered.
To ensure quick and safe exit of vehicles from the premises when evacuation is
ordered.

11.2 Scope

Applicable to Peripheral Areas, Gas Bank, Diesel yard OSR lands, drop off area, Court
Yard, drive way, Basement, MLCP Areas, Common area in all floors, food court, DG
room, MLTP room, chiller room, HTP room, transformer room including entry/exits
entire mall areas, including Retailers outlets, common areas, Project site, etc.

11.3 Procedure

Pedestrians

1. The decision to evacuate pedestrians / customers will be taken by the CD of the


recommendation of GM Ops and CSO during fire/bomb threat call/ natural
calamity/ hostage/ terrorist attack.
2. When a decision is taken to evacuate the command center should communicate
the same to local police, Fire Service and ambulance services.
3. When the evacuation is announced through Public Address System or Alarm, the
control room should swing into action and request occupants to exit the
premises in an orderly manner through PA system.
4. Entry of all customers/ retailers/ vendors should immediately be stopped and all
exit doors should be kept open.
5. All doors, entries of the Mall, drive way, walk area in the periphery area; all gates
(main gate & service gate) should be kept open and free from obstructions.
6. All vertical systems / escalators should be non-operational and be stationed at
ground level.
7. Adequate numbers of First aid kits should be available at Customer Desk, Control
room to provide treatment if anybody gets injured during the process of
evacuation.
8. The safety and ERT members should rush to each floor (as done during mock
drills) to guide the occupants towards the nearest fire exit and to safe assembly

area.
9. The security guards/ Executives/ Managers/ Housekeeping staff should also
assist for the smooth and orderly way of exit of the occupants.
10. Women particularly pregnant, children, aged person, especially abled and
disabled persons should personally be escorted to safe assembly areas by safety
and security personnel.
11. The services of all retailers’ staff who have trained well during mock drills on
evacuation and training sessions should be utilized effectively in the evacuation
process.
12. A well designed floor Evacuation Plan should be prepared and exhibited at all
exits, near the rest rooms, food court F&B stores, elevators, near Anchor and
mini anchor stores in Mall/Premises.
13. The entire premises should be divided into various zones as planned during mock
drill. Each zone will be given to one team consisting of trained Safety & ERT
members who are responsible for safe evacuation of pedestrians in a systematic
way.
14. Signage indicating fire exit, safe assembly areas, should be adequately exhibited
at all required places.
15. After the evacuation, ensure all occupants are evacuated from all floors, rest
rooms, food court, multiplex, Project site, terrace &staircases.
16. The Safety officer and his team, Security Manager and his team should give a
message over Walkie and report to CSO that ALL ARE EVACUATED.

VEHICLES

The decision to evacuate Vehicles of customers, Vendors, retailers will be taken by


the CD of the recommendation of GM Ops and CSO during Fire/Bomb threat call/
natural calamity.
1. On getting evacuation order. No vehicle should be allowed inside the
premises / Mall from all entry points.
2. Parking team /Safety & Security team members should swing into action to
regulate traffic at basement; MLCP levels exit points, drive way, main gate,
service gate.
3. Vehicles should be allowed to exit in an orderly manner without any rush.
4. It should also be ensured that exit of all vehicles as quickly as possible from
the premises without any accident.
5. Public Address system should be effectively used to ensure accident free exit.

11.4 Action recommended

1. Periodical evacuation mock drill should be conducted involving all retailer/ Mall
/ Project workers/ staff under intimation to local police/ fire service personnel.
2. All the verticals systems should be positioned at the ground level
3. All equipments run by power connections should be switched off, gas valves
should be closed
4. The battery operator PA system should be utilised during evacuation.
5. In case of bomb threat, it need not be announced openly to the occupants
instead they should be requested “as there is an emergency please evacuate”
to avoid rush towards exit which may likely to stampede.

11.5 Inspection / Testing

1. The medical room / ambulance should be checked quarterly to ensure


availability of necessary life saving medicine and equipments like stretchers,
vehicle chair first aid kits.
2. The functionality of PA system, fire exit doors including push bar/panic bar, all
entry / exit doors, main and service gates should be periodically inspected for
the effective utilisation during evacuation.
3. Availability of Signages should be checked daily / weekly to ensure availability of
adequate no of Signages at appropriate places.
4. All stair cases should be inspected daily / weekly to ensure proper functioning of
pressurisation grills.
5. All exhaust systems (Jet fans, axel fan) at basement / floors under surface level
should be inspected once in quarter to ensure proper exhaust of smoke through
exhaust duck.
6. The BMS room should be inspected every month to ensure integration of fire
prevention system.
7. Traffic reflective jackets and pattern lights should be checked every month to
ensure its utilization during evacuation.

CRISIS MANAGEMENT

10.1 Objective/Purpose

To ensure appropriate & timely action to be taken by the Crisis Management team in
order to safeguard life and minimize the property loss without any panic.

10.2 Scope

Applicable to all the areas within the property that includes Basement, Commercial,
Common Area, Retail outlets & Terrace.

10.3 Procedure

1. Don’t panic when any such crisis is noticed.


2. Any crisis must be reported by the witness/witnesses to the Command Centre
immediately, clearly describing the type of crisis observed as per the code language
(Annexure 1) i.e. location, type of crisis & other important details
3. Upon receipt of any such complaint, the Command Centre must inform the Crisis
Management Team (Annexure 2) immediately. Command Centre would then also
constantly monitor the affected area on CCTV
4. Crisis Management Team will instantly act based on the nature of the crisis &
evacuate the crowd to the nearest assembly point, if required
5. Incident Report to be prepared as per the standard format (Annexure 3) & to be
circulated to all concerns
6. Media Handling to be done by CD only.

10.4.1 BOMB THREAT

1. Every bomb threat calls should be taken seriously & action initiated immediately.

2. Bomb Threat will generally come in 2 forms, which entails below –

a. Telephone
b. Written note delivered by letter/in person/email or SMS

A. Telephone :

If a Bomb threat call is received on phone by Command Centre or Security Officer, then
he / she will do the following: -

1. While attending the caller, it is crucial to remain calm and try to identify the
caller whether the voice was familiar
2. Extract maximum Information from the caller such as location, timer etc.
3. Engage the caller in conversation
4. Try counseling the caller that bomb could cause serious injuries or death to
innocent people
5. Complete the Bomb Threat Card. (Format enclosed)
6. To get attention of other associates within close vicinity to let them know –
What’s going on and inform Chief Security Officer, Manager on Duty, GM
Operations & Centre Director.
7. To set trace on the line by signaling other Telephone Operators or nearby
Security representatives. The trace can be set by calling the M.T.N.L or relevant
service providers and inform them about the call. They will let us know the
number from which call was made. Meanwhile, if the call gets finished then to
request telephone operators to provide all numbers from which calls were made
to Mall within that time frame.
8. Under any circumstances; he/she should cause alarm or spread the message
through the grapevine.

B. Written note delivered by mail / in person or email

1. If the message is received by mail/in person then the note should be handled only by
the person who received the note, in order to save the fingerprints and other clues
2. The note should be immediately handed over to Security Department for further
investigation
3. After consulting with the CSO, GM Ops & CD, Security department will decide upon
adequate response, whether to call the police bomb disposal squad or not

Bomb Search Procedure –

The search for the bomb to be conducted after a threat is made depending on the
circumstances.
The various circumstances which arise out of a bomb threat, can be broadly sub divided into
four cases, which are as under - (In any of the cases below, evacuation routes & Assembly
Points should be searched thoroughly before evacuation)

Case A:
a. Specified location is given but the detonation time provided is less than 15 minutes
b. No immediate search will be carried out and guests, associates within the vicinity will
be evacuated immediately & area should be cordoned off.
c. This would be done to minimize the loss and damage. Further wait of 30 minutes to
be monitored before a search is done at the specified location

Case B:
a. Specified location is given but the time of detonation is not given and/or the time
gap is quite large
b. In this case, the search of a specified area plus one floor above and below will be
conducted by a team of Security, Engineering & Core Fire Fighting Team (ERT)
c. In the meantime, Command Centre would try to identify from the CCTV footage for
any suspicious activities or personnel

Case C:
a. General / unspecified location is given but the time of detonation given is less than
15 minutes. A full evacuation should be carried out and rest same to be followed as
case ‘A’.

Case D:
a. General / unspecified location is given but the time of detonation is not given and
/or the time gap is quite large. In this case a general search will be carried out in the
Mall.

CMT for General Search

A CMT should divide themselves into two teams and not bunch up. In conducting a general
search of building, CMT should carry out a thorough search of the areas specified as follows:

1. Mall Internal Common Area – ERT (Emergency Response Team)


2. Mall retailers – Respective floor managers Operations
3. Public Area Toilets – Housekeeping floor supervisors

Search Method of CMT –

1. Ensure that one tries to be a ‘HERO’ or cause any panic


2. The search should be done in a systematic manner, proceeding level by level. Each
team leader will report to Chief Security Officer once he / she completes their
designated areas
3. CMT to move into the specified area/s, stands quietly with eyes closed and just
listen, as most bombs use clock as timer to detonate
4. Sniffer dog squad available in the Mall should be used for searching the bomb
5. Check unattended man holes, trash cans and parked vehicles
6. Look for unattended objects / bags and keep those isolated without touching
7. Start searching from bottom and move up
8. Search around the wall to be done first and then in the center of the area
9. Pay special attention to the corners and suspended / false ceilings
10. Use one’s sense of smell and detect any peculiar odour not common to the area
11. If police assistance arrives before completion of CMT’s search then CMT to brief
them on the details of their search
12. The area search should end only when team leader is fully satisfied and confirms that
an adequate search has been made. For instance, discovery of one device should not
necessarily result in abandoned search because there could be more than one bomb
fixed in the place

Action recommended when a bomb or suspected bomb is found –

1. Inform Command Centre about detection of suspicious object, suspected Bomb (The
Command Centre should inform the police and Bomb Disposal Squad, If not done so
far) along with the precise location
2. Do not alter the environment
3. All the dust bins to be checked and if they are clear then to be moved away from the
location/s
4. The device or object should “not be touched and handled by anyone”
5. Barricade or cordon off the area immediately
6. Do not use cell / mobile phones
7. Draw attention or call any nearby retailer/guests of the location and ask questions
about the object
8. Place sand bag, mattress or Bomb blanket around the object (The above said item
must be placed very carefully as the device could get activated due to vibration)
9. Do not allow anybody to come near the object by purpose or by default
10. Do not let the object be out of your sight, maintain safe distance.
11. Do not give the feeling to the customers that something may be wrong
12. Wait at the site & provide necessary support to bomb squad.

Action required after search –

a. If no result of search achieved, it is detected that the threat is a hoax and no bomb
or incendiary / suspected object was located, then the search team leaders shall
report the Chief Security Officer or Security Department on debriefing before
returning to their work areas

Suspicious packages or envelopes should be handled as follows:


1. Do not carry the package or envelope. Don’t show it to others or allow others to

closely at the package or any contents that may have spilled
3. Alert others in the area about the suspicious package or envelope. Leave the area
and take actions to prevent others from entering the area
4. If possible, shut off the ventilation system
5. Wash hands with soap and water to prevent spreading potentially infectious
material to face or skin

To provide adequate first aid & medical assistance to any customers, retailers or
Mall staff members

Procedure:

1. The staff to whom the customer has approached for medical help or the staff
who has witnessed any such incident where the customer requires medial
help, will call the Command Centre or CMT, Info desk immediately - clearly
describing the nature of the emergency, location, and the type of assistance
required.
2. CMT will immediately reach the said location with First Aid Kit and/or Wheel
Chair or Stretcher.
3. CMT will evaluate the situation, if the required medical assistance is minor in
nature then take him/her to first Aid room. If the incident is major then the
ambulance must be called to take the customer to the nearest hospital.
4. Command Centre should also inform the Mall Management Team.
5. Incident report to be shared as per standard format and circulated amongst
concerns.

a. In case of Hospitalization:

12. In case a pregnant lady patron requiring professional medical assistance or a heart
attack case or any case requiring hospitalization of the patron, the CMT will call
Helpline urgently and arrange the ambulance in Mall premises. Ambulance must
not take more than 10 minutes to reach the Mall premises
13. In case the customer is alone, to use his/her mobile to contact their family
members and inform them about condition of the patient & provide the details of
the hospital where the patient is being taken, along with the contact no. of the
driver of the ambulance

b. Suicide or Death

1. In case suicide takes place in the Mall Premises, CMT should then barricade the
area immediately. Also use Flex to cover up body in order to avoid any one seeing it
or taking pictures
2. Immediately inform mall doctor to reach on-site and check status of the person.
3. The Local police must be called immediately
4. The area should be barricaded and manned to ensure that no customers or retail
staff members go near the body
5. Once the Police reach the site and begin Punchnama, cooperate with the Police
investigation such as if any witnesses were present, submit them to the Police,
provide the CCTV footage on Police request
6. Also if anyone suspected, then that person must be taken into custody and handed
over to police
7. In case the victim is alive then the ambulance must be called for and taken to the
nearest hospital

Scope:

To combine the efforts for the protection of the Mall property and lives of all
persons on the premises

Procedure:-

1. As tension increases in country or locale, generally there is a lot of time to


evacuate through stages. However, at times the situation deteriorates rapidly
and Crisis Management Team must be ready to respond

2. Security should close all entrances and gates of the mall immediately upon
noticing the agitation of crowd
3. Local police should be called immediately for help and assistance
4. CMT must immediately connect hose pipes to the nearest hydrant points, so
that pressurized water could be used to avoid forceful entry of crowd / mob
5. Security should make arrangements of additional fire fightingequipments and
lights at the area near/to the ground level or rooftop where an inflammable
device could be thrown
6. Place large wooden boards in front or backside of the glasses of windowpanes at
ground floor level to avoid any incendiary device aimed at the property

7. Secure all the engineering spaces to prevent unauthorized entry. All the places
providing services (i.e. Generator Room, A/C Plant Room, Electrical Rooms,
Water Supply pump Room / tanks etc.) should be guarded and access to be
provided only to authorized employees of the Mall
8. If the movie is being screened and at the same time riots take place, mall
management will inform PVR to evacuate all screens / auditoriums one by one
for smooth evacuation.
9. Security will be vigilant inside the mall to ensure that there is no misbehavior by
an individual or by a group of people
10. Take help from local law enforcement agency for securing the lives of
customers, retailers, mall staff members and minimize the property losses
11. Depending upon the nature of any injuries/ causalities, CMT will provide first
aid/ call upon ambulance
12. In case of bandhs, please assert the situation and also take advice from the
local police station before deciding whether to keep the mall open or closed

i. Agitation/bandhs (Spontaneous/ planned)

1. The Security Guard on seeing agitators should immediately inform the Control
Room.
2. The Security Manager with 3 ERT members should rush to the main gate or place
where the agitation takes place and arrange for necessary security protection
after assessing the situation.
3. The CSO/ GM ops / CD are informed through Control room immediately.
4. The CSO should rush to the agitation place with adequate reinforcement of SGs
in 07:3 male / female Guard ratios and assess the situation.
5. The CSO will try to gather information about the Grievances/ demands of the
agitator patiently and escalate the same to GM Ops / CD if the demands are
relating to Mall issues.
6. Meantime, The CSO shall handle the agitators tactfully in such a way that they
will not indulge in further agitation.
7. If the demands are not related to Mall side, the police assistance and
intervention should be got as early as possible with the knowledge of GM/Ops
and CD.
8. Till the arrival of police force, the CSO and his team with ERT members should
handle the situation tactfully keeping our SGs under control and not retaliating to
agitators since our prime object is to protect the property/ occupants.
9. On the arrival of police force, the CSO in liaison with them should ensure the
situation is brought to normalcy.

ii. RIOT:

Riot can be of two types (1) A well planned (2) Unplanned – A small altercation
between two retailers/customers/staff/vendors/drivers may snowball into a riotous

situation in the premises. It cannot be ruled out that a riot situation that happen
outside the premises may have an impact inside the premises.

Procedure:

1. The Security personnel/ERT members at all entry should always be vigilant and
any sense of trouble/ riotous, necessary information to be escalated to the
Control Room.
2. The control room should escalate the issue to CSO/GM ops/ CD immediately.
3. The Security Manager with 3 ERT members should rush to the main gate or place
where the agitation takes place and arrange for necessary security protection
after assessing the situation.
4. The CSO should rush to the place with adequate reinforcement of SGs in 07:3
male / female Guard ratios and assess the situation.
5. Simultaneously a call to local police/police control room should be made by the
CSO/Security Manager without any loss of time on the approval of GM/OPs and
CD/GM.
6. Till the arrival of police the CSO and his team should take all out efforts to
contain the situation, prevent any damage to property as well as inconvenience
or injury to the occupants.
7. The CSO should provide additional guards at all critical points/ vital installations
like DG room, Diesel yard, Gas Bank, etc.to prevent damage to properties.
8. On the arrival of police force, the CSO in liaison with them should ensure the
situation is brought to normalcy.
9. The entire scene of agitation/ riot should cover under CCTV coverage to use as
evidence later on.

iii. ALTERCATIONS/FIGHT :

A petty quarrel/altercation between two persons inside the premises may likely to
lead to a clash, if it is not settled/ handled properly and amicably. Hence the CSO and
his Safety & security team should pay immediate attention on trivial issue.

Procedure:-

1. All security guards/Supervisor/Housekeeping team members/Technicians/Staff


shall be on rounds and keep their eyes and ears open to know any quarrel
happens within the premises.
2. On noticing any such quarrels, intimation should be passed on to Control room
who in turn will inform the CSO/GM ops.
3. The Security Manager/CSO should rush to the spot, observe and assess the
situation and if necessary, to intervene and settle the issue amicably without
causing inconvenience to other customers.

4. The situation should be handled tactfully in such a way that the issue should be
settled among the parties themselves.
5. If the issue is not settled, both the parties be separated and taken to isolated
place/BOH office to prevent any inconvenience to other customers.
6. If the parties concerned are not willing to settle themselves, the CSO will call
local police with the knowledge of GM (Ops)/CD for assistance.
7. The entire scenario should be covered with CCTV for future evidence if required.

iv. EVE TEASING :

1. The entire premises including entry and exit points, Food Court, inside the lift,
staircases, parking area, corridors, walk area, court yard, event sites, rest room
passages, should be under CCTV surveillance with appropriate type of cameras.
2. The Security Guards, Supervisor, Executive and Managers should be on rounds and
look for any such incidents.

3. On noticing such incident, the Security Guard/Supervisor/ERT members shall take


immediate steps to stop teasing and also inform the control room for assistance.

4. The Duty Manager/ERT team should rush to the spot and ensure the person is
stopped from indulging in such anti-social behavior and ask the person to leave the
premises immediately. If the girl is insisting to hand over the person to Police, the
CSO will call the local police and hand him over to police with a complaint given by
the girl/s.

v. SEXUAL ABUSE/MOLESTATION:

1. The entire premises including entry and exit points, Food Court, inside the lift,
staircases, parking area, corridors, walk area, court yard, event sites, rest room
passages, should be under CCTV surveillance with appropriate type of cameras.
2. Pay special attention when there is a sudden altercation between female and male,
irrespective of their relationship.
3. On noticing such quarrels, security personnel should separate them and ensure that
they are sent out at the earliest time possible out of the premises.
4. Take them out of the premises and if necessary inform the police and hand over him
to Police.
Till the arrival of police, the person caught should be guarded by security manager
with 2 guards.
Ensure that the affected women also present in the office to lodge a complaint.

vi. HOMICIDE/SUICIDE ATTEMPT:

1. Security Guard on patrolling is found a person loitering lonely in a suspicious manner


at isolated / high rise areas / near Atrium railings, he should stop and ask the person
to leave the place and inform the Control Room about the incident.
2. If any attempt to suicide is noticed, Security Guard/Supervisor on rounds should
secure the person and inform the Control Room.
3. The Control Room will immediately inform the CSO/ GM ops / CD.
4. The CSO/ GM Ops should interrogate such person and send him/her out of the Mall.
5. In the case of Suicide attempt, the person concerned should be detained and the
CSO should hand him/ her to police

vii. DECEASED IS FOUND:

1. The Security Guard/ Supervisor on Patrolling should immediately inform the Control
Room.
2. The Control room will immediately inform the CSO/ GM (Ops)/CD.
3. The CSO/ GM ops should rush to the spot along with necessary SGs/ERT members
and ascertain whether the person is dead or alive
4. If found dead, the CSO and Security team should cordon off the scene and inform the
Local Police.
5. The CSO will make arrangement to take photograph/ Video of the Scene without
disturbing the area and removing the body from the scene.
6. If the incident is likely to snowball into an unrest situation, then CSO/GM/CD should
take a decision in consultation with the police to remove the deceased to Govt.
hospital in Ambulance (to prevent any commotion among customers which may lead
to lawlessness).
7. Special attention needs to be given towards Media persons, who need to be handled
tactfully and the CD is alone authorized to speak to media.

viii. STAMPEDE

It may happen any time during fire, bomb threat, and sudden unrest situation such as
riots excessive /abnormal foot falls or influx of customers, popular events attracting
large number of customers.

Procedures to Prevent Stampede:

1. Keep the floor plan visible and available at conspicuous places in the premises.
2. Place adequate number of signage showing various exits to prevent customers to
move towards to one place.
3. Adequate number of Signage showing safe assembly areas, their routes is placed
at appropriate areas.
4. Depute sufficient number of SGs at all entry and exit points.
5. If any stampede is perceived/likely to happen, entry of all vehicles/customers
shall be stopped forthwith at all entry points.

6. Increase the SGs/Supervisors/ Executives/ ERT members to regulate customers in


orderly manner towards safe assembly points and persuade /Guide customers to
move towards alternative exits/ routes.
7. Adequate illumination/emergency lights to be ensured at all entry and exit points
particularly at all staircases.
8. Equipment’s like rope, search light, reflective jackets, batons and first aid boxes
should be available in adequate numbers.
9. Special attention needs to be given for senior citizen, ladies, pregnant woman
and children that they should not be victims of the incident.
10. The CSO should prepare a band bust (safe guarding procedure) scheme well in
advance whenever any major event is organized and GM ops should get
permission and approval from competent police authority.
11. CSO/GM (Ops) should call Police under intimation to CD, if the situation warrants
or UN controllable.

ix. INCIDENT BASED CROWD MANAGEMENT:

Objective:
To ensure that no crowd gathering takes place within the vicinity of the Mall in case
an incident takes place inside the premises

Scope:

If any incident that takes place inside the premises such as fight, suicide, homicide,
any other kind of accidents etc. Mall team must ensure that no crowd gathering
takes place within the vicinity of the incident so that no one takes any picture or
spreads distorted rumors of any kind about the Mall

Procedure:

1. CMT to Barricade the area where the incident has taken place
2. FM & Security Manager will request the customers & retailers to move away
from the barricaded area immediately
3. If the crowd is beyond the control of the mall team then police can provide
support in disbursing of the crowd
4. Entry guards and bouncers must ensure that no customers will be allowed to
enter the mall till the time such a situation gets cleared

10.4.6POWER FAILURE

Objective:

To ensure that timely action has been initiated by engineering team in case of power
failure and appropriate resources are available in the mall to tackle the extreme
emergencies pertaining to electrical power supply

Procedure:

1. In the event that a power failure occurs, either in our premises call Command
Centre at (………) and report extent of outage and cause.
2. Command Centre to share the information on whatsapp group and through
walkie talkie
3. Security communication, fire systems, and essential services will continue to
operate on the building's emergency generator.
4. If the outage is confined to our premises. Authorized electrical personal will be
sent effected site to ascertain the reason.
5. Intimate the Power service provider immediately and call for their technician.
6. Based on extent of damage, area effected and time to restore, CD to take a call
on closure/Barricading of effected location &/or evacuation.

1. HT Incoming supply damaged


a. In case, power supply fails from any of the incomer, engineering team should
immediately transfer the load on second incoming supply using bus – coupler
b. In case power supply fails completely, first emergency lights should be ON
automatically through inverter. DG sets should turn on automatically within 15
seconds

2. Diesel Generator sets :


a. In case of a power failure, ensure that the DG systems are ‘ON’ automatically within
15 seconds
b. Ensure that there is enough diesel stored in the ‘Diesel day store tanks’ at any given
time.

5. A detailed incident report to be prepared by Engineering Department as per the
standard format and circulated to all concerns

Security & ERT Members

a. The teams should reach the affected area and cordon off the area
b. The teams to start the search operations for injured/ stuck people.
c. DO NOT allow unauthorised personnel to enter the affected area.
d. Provide medical assistance.
e. Keep a sharp lookout for expected incoming fire tender, ambulance, police
and provide full assistance to them in achieving their tasks.
f. Security at the main gate should not allow any public/ media to enter the
premises.
g. The CSO will lead the salvage operation and determine salvage priorities in
consultation with CD well in advance to save high value / priority item.

2. VERTICAL TRANSPORTATION MISHAP

Procedure:

1. Establish contact with trapped passenger(s):

a. Determine whether there are injuries/illnesses.


b. Inform passenger(s) we will attempt to get them out to avoid panic
situation.
c. Ensure the emergency stop button is NOT activated.
d. Have passenger(s) stand clear of door.

2. Attempt to Re-set Elevator:


a. Locate elevator machine room.
b. Identify the main power disconnect switch for affected elevator.
c. Shut power down to affected elevator for at least sixty (60) seconds.
d. Restore power.
e. Determine whether elevator has re-set by asking passengers to press a
floor button
f. On resetting, help passengers to exit the elevator car and provide them
the necessary first aid if required and assistance.

3. If Elevator Re-set was unsuccessful:


a. Place the elevator in manual mode.
b. Obtain rescue key from elevator key box and activate rescue service
operation.
c. If successful, the elevator will return to the nearest floor and the door will
open allowing trapped passengers to exit.
d. Provide the passengers with the necessary first aid if required and
assistance.

4. If Elevator Re-set and manual mode operations were unsuccessful


a. Implement Lock-out procedures for stalled elevator car.
b. Obtain hoist-way door key from elevator key box.
c. Using adjacent elevator or stairs, go to floor nearest the stalled elevator.
d. Open elevator door with hoist-way key.
e. Overcome the interlock which keeps elevator door car from being opened
from the inside.
f. When door is successfully opened, assist passengers from the elevator car
to exit.
g. Provide the passengers with the necessary first aid if required and
assistance.

5. If Elevator car is between floors and there is no access to the interior car
door
a. Command centre to call the appropriate Elevator Service Company and
request to respond.
b. Advice passengers that the elevator service company will be responding
to lower the elevator.
c. Assure passengers they are in no danger and the safety team will remain
until they are rescued from the elevator car.
d. Once rescued, help the passengers to exit and provide them with the
necessary first aid if required.

3. NATURAL CALAMITIES

Procedure

a. Entry of all customers / vehicle into the premises should be stopped


immediately.
b. Ensure all exit doors, gates of the premises are kept open to facilitate exit
of customers / vehicles quickly in orderly manner.
c. Inform the local authorities like police, fire service, and civil defence
immediately.
d. Evacuate customers to safe assembly areas as practiced during mock drill.
e. Identify location and space to provide medical assistance.
f. Ensure quick transportation of injured customers / occupants through
ambulances to nearest hospital.
g. The Security team / Safety team should assist in rescuing occupants from
debris and extend all possible help to fire, police, and medical teams.
h. The CSO will lead the salvage operation and determine salvage priorities
in consultation with CD well in advance to save high value / priority item.
i. All ERT members must be in all preparedness to tackle a situation of flood
as soon as monsoon session starts.

j. Equipments like sufficient


i. rain coats,
ii. life jacket,
iii. ropes,
iv. search lights,
v. First aid kit should be readily available.
k. Ensure shutdown of power supply to heavy electrical systems HT panel/
Transformers/ MLTP/ DG room.
l. Supply of sufficient food packets/ drinking water/ medicines to the
customers shall be ensured in the event of flood around the Premises /
Mall.
m. A medical team with all medicines required for illness relating to water
contamination should be readily available to treat customers.
n. Arrangements for quick and safe transportation of customers from the
Premises / Mall to the safe places shall be made with cooperation of local
Government agencies like Police, Fire, Health department officials.
o. Evacuate customers to safe assembly areas (Other than the affected
area/place) as quickly as possible as per the evacuation process, practiced
during mock drill.
p. Inform the local authorities like police, fire service, and civil defence
immediately.
q. Entry of all customers/ retailers/ vendors should immediately be stopped
and all exit doors should be kept open.
r. All doors, entries of the Mall, drive way, walk area in the periphery area;
all gates (main gate & service gate) should be kept open and free from
obstructions.

10.5 Communication Plan

At some point during or after an emergency or disaster it will be necessary to


communicate with various groups. These could include:
a. Emergency response organizations
b. Employees
c. Media
d. Government regulatory agencies

Following are some guidelines for dealing with the media.


a. Do not allow anyone other than the designated spokesperson to release
information
b. Do not play favorites. Give all media access to the same information
c. Try to have consideration for their deadlines
d. Be factual. Don’t speculate
e. Do not cover-up or try to mislead the media

f. Keep records of all information provided to the media. Provide written


press releases when possible
g. If the media is on the site of the emergency/disaster, ensure that
appropriate safety precautions are followed

The following measures to be accounted before interaction with Media:-

a. Centre Director will nominate the spokesperson for media


b. Such a person should be nominated who will be available 24*7 hours for
correspondences
c. Spokesperson should attend crisis management media training
programme and act accordingly whenever such situation arises
d. Respective department HODs should provide first hand information about
the situation to Marketing & PR manager
e. Marketing & PR Manager should draft the press statements before it is
made available to media
f. Once drafted should be sent to GM, Centre director & MD for their
approvals
g. Spokesperson should conduct the press conference within 2 to 3 hours
from the occurrence of the event

PLANNED PREVENTIVE MAINTENANCE

15.1 Objective/Purpose

To promote the PREVENTION of potential fire hazards caused due to non –


adherence to Maintenance of fire systems installed.
To provide the guideline, methodology and on-the-ground practical procedures and
practices on PPM to prevent any kind and nature of potential fire mishaps.

15.2 Scope

Applicable to FLS related system of Mall common area.

15.3 Procedure

Following details of FLS related equipment’s and installations must be maintained


with Operations team -
a. Operations & Maintenance Manual
b. Key specifications of the equipment are detailing Make, capacity, ratings etc.
c. Hand over documents (from projects To Operations)
d. Records of In-house maintenance / AMC/DLP.
e. Team accountable to get this PPM supervised periodically.
f. TAT (Turn Around Timeline) with contractors/OEM’s clearly mentioning
process and time to attend and clear breakdown.

15.4 Fire Pump System

1. Panels and motors are under valid Annual Maintenance Contract.


2. Ensure emergency power is available for firefighting panel.
3. Ensure that there is adequate fuel in day tank for Diesel Driven Pumps to take care of
any contingencies/emergencies.
4. Maintain pump mode selector switches on AUTO MODE.
5. History card stating breakdown and routine maintenance will be displayed on all
panels and motors.
6. Pressure reading of pumps displayed in pump rooms and same to be maintained at
header.
7. Ensure the pump room is adequately illuminated and emergency power backup
available.

15.5 Fire hydrant –(internal & external)

1. Ensure that fire hydrant cabinet/post is free from obstruction

2. Cabinet must be locked any can be opened by authorized personnel only


3. FSC must be equipped with nozzles, hose reels, couplings.
4. Ensure that pressure gauges installed are in working condition and pressure
maintained.
5. No leakage in FHC
6. Floor to floor compartmentation is available in all shafts.

15.6 Fire Alarm Panel

A) Normal Condition:
a. Mall Main panel and repeater panels must be under valid AMC.
b. The display (LCD) on the fire panel must read NORMAL. It must be free from any
alarms or faults/troubles.
c. The indication lamp of power should be ON at all times.
d. Ensure History logs for minimum 30 days is available.

B) Alarm Condition:
a. In case of alarm (maintenance required condition) an internal buzzer will be
activated in the fire panel The detector no. or location will be indicated on the
LCD of the panel.
b. Identify the exact location of the detector / MCP / Flow Switch using the text
displayed on panel screen.
c. Immediately inform the FLS/ERT team to physically check the area from where the
alarm is received and follow process on clearance of alarm.
d. A report is created and recorded.

15.7 Server room – Suppression system

1. Server room must be properly air-conditioned and temperature maintained


2. FM-200/Novak system Suppression system must be installed.
3. Suppression system panel to be integrated to Main FAS panel.
4. Cylinders pressure maintained and autopilot valve is connected.
5. System is always in auto condition and free from any alarm.

15.8 Fire Doors

1. Check for access to the fire door. If any obstruction is observed, clear it.
2. Inspect the hinges of the fire door (movement should be free)
3. Ensure fire doors are open only for Egress.

15.9 Fire Extinguisher

1. Weigh and check if extinguisher is full or not, with help of calibrated weighing scale.
(Standard weight is mentioned on the extinguisher).if weight is 10% less than
standard weight, it should be sent for refilling.
2. Check for access to the extinguisher. If any obstruction is observed, clear it.
3. Inspect hose and horn. It must be in good condition and open (not choked)
4. Check for lock pin for its positioning. If not ok, set it.
5. Extinguishers are mounted as per standard height as per norms.
6. Inspection card is available on all extinguishers with all specifications and validity.

15.10 Smoke / heat detectors

1. Check the detectors physically for any damage and that it has not been tampered.
2. Remove the detector from its base by rotating anti-clockwise
3. Ask the control room operator to acknowledge the signal on the panel.
4. Clean the detector using a blower.
5. Fit the detector back and check that it is functioning properly.

15.11 Bonpet System

1. Check that the Bonpet is mounted properly and the protective mesh is intact.
2. Check there is No Accumulation of grease or oil on cartridge.
3. Any accumulated grease or oil to be cleaned with dry cotton.
4. Check that there is no leakage from glass cartridge.
