The Head of Independent Monitoring Office (HIMO):

 Responsible for the quality management within the approved design organisation and the respective
departments bound by instructions.
 Manages Independent Monitoring Office and be responsible for compliance of the duties and
responsibilities as follows.
i) During the design process, the necessary independent monitoring function measures according
to the applicable elements of Design Assurance System (DAS) and Airworthiness Notice 96
ii) Independently monitor the compliance with, and the adequacy of the documented procedure of
the system.
i) Ensure the organisation fits the provision of the applicable Airworthiness Notice (AN) on DOA.
ii) Control the design supplier (if applicable).
iii) Verify application and adequacy of Design Organisation Manual (DOM) procedures.
iv) Verify efficiency of organisation.
v) Propose and implement corrective DOA actions.
vi) Control of design signatories.
 The HIMO directly reports to the HODO. However, in the event where HIMO found that HODO fail to
perform his/her functions and responsibilities, HIMO shall report directly to the Accountable
Manager.
