under the Upscaling Urban Poor
Community Renewal Scheme
(UUPCRS) Project, all its 6- and 7-
meter-wide roads and 3-meter-wide
alleys are concrete, along with 87 row
houses with floor area of 22 square
meter occupying 28 square meters
each. Each unit has an ECOSAN toilet
facility provided by the city.

BENEFICIARY SELECTION CRITERIA


• Must be living in the critical zone of Ilocanos Sur or Ilocanos Norte
• Must have or own a house in critical zone
• Willing to transfer to FVA and dismantle house in Ilocanos Norte or Ilocanos
Sur

CONSTRUCTION
H.N. Abbatuan Form System (Cast-in-place)
Hilario N. Abbatuan

The Abbatuan Form System entails the design of a complete house form that allows
the simultaneous concrete pouring of walls, partitions, beams and columns, with solid
concrete slabs as roofs.
The Abbatuan Form System is also labor efficient, requiring only 12 workers to build
a single 36 square meter to 72 square meter house in 24 hours.

*In addition to the indicated amounts, the beneficiaries who availed themselves of housing
improvement assistance will begin remitting their repayments in 2010. Of the beneficiaries,
