PROJECT DESCRIPTION

The government defines our society in the same manner that architecture shapes the society
through the design of the built environment. City government complexes and city governance are
correlated in a way that the design and planning of complex relatively affects the government’s
efficiency. The degree of conduciveness of the workplace is very important on the proficiency of
work the users produce. If not designed to be responsive on the needs of its users, deficient which
will result to poor governance, thus failing to attain its purpose.
And that is the focus of the study, finding and translating possible architectural strategies that can
help attaining the city’s vision and to give solution to decaying government structure today, divided
and corrupt. At the same time, it also aims to set a example in planning and design of government
complexes for the country.

DESIGN PHILOSOPHY
“Unity can be achieved by giving importance to the domain as a whole and the interdependence of
its parts.”
by design translation, it is to unite the government offices and connecting the sectors of the
government to the community through centralization.
Aiming for PROGRESSIVE GOVERNANCE in local government as start of NATIONWIDE CHANGE.

DESIGN STRATEGIES
Divided and corrupt, this described our government system and to answer this, the proponent’s
strategy is centralization and e-government system
A. CENTRALIZATION
A strategy to unify community and government sectors such as the sports and recreation
and law enforcement sectors by assembling into one place thus making the community and
government interactive and cooperative with one another.
The concept implies the importance of the complex as a whole, and the interdependence of
its parts. Like the one-stop-shop concept, it offers user’s needs in one place. Provision of
spaces for national agency satellite offices for easy applications and transactions.

B. E-GOVERNMENT SYSTEM
The government complex will also incorporate Electronic Government (e-government)
System wherein information and communications technology (ICT) and other web-based
technologies is used to enhance access of information and improve delivery, efficiency and
effectiveness of service to the public. It is also lessening the applicant and office worker
contact, thus, reducing the under-the-table transactions or the possibly corruption. It will be
emerging architecture and technology for government service efficiency.

Design Concept
A. Planning: Centralized with complete functionality
B. Design: Satisfies one’s individuality: mind, body, soul
Sub Concept:
Form Concept-Circular and Radial (symbolizes centralization)
Function Concept- Living room in the CITY (Linkage of the community and the government)
Time Concept- Sustainable and Reliable (Timeless by use of smart and sustainable systems)
Economy Concept- Cost Effectiveness Through Efficiency

One- Stop- Shop Building Complex Advantages

Convenience is one of the many reasons why consumers prefer to purchase goods and services
from a one-stop-shop. Instead of having to go to multiple businesses, they can just go to one
location for all their needs. Think of shopping at Super Mall for furniture, clothing, groceries and
government agencies. The same convenience is present for a manufacturer that makes many
different transactions. Customers may not think there is a difference between companies that
outsource some of their manufacturing and those that do it all in-house but there are distinct
advantages. Here are four reasons why a one-stop-shop is beneficial within the community.

1. Lower Costs
Manufacturing everything in-house saves the customer money because the company does not
purchase the product at its retail price and mark it up further like a reseller. The savings will be
even more pronounced when purchasing the product in larger quantities. Lower costs are a great
benefit of choosing a vendor that does as much in-house as possible. Why pay more for the same
result?

2. Better Communication
Problems arise all the time in manufacturing and when the products are custom it gets even dicer.
Just the slightest issue can affect and delay the whole project, so having everything in-house makes
communication much better. Rather than talk over the phone or through email, workers can talk
directly to your representative and get everything corrected. This helps settle issues quickly and
decisively, all while keeping you in the loop.

3. Quicker Turnaround
On a similar note, a true one-stop-shop produces a much quicker turnaround. There are no
extra product shipments or scheduling conflicts. The process can get started as soon
possible and each machine is set up for each step before being passed to the next station.
Receiving products late often cause huge headaches for customers and this in-house
workflow stops inefficiency in its tracks.

4. Better Product Fit

The final reason to work with a one-stop-shop is that there is a better product fit. When a
company manufactures each part of the product it has a better sense of how the whole
thing fits together. This creates a more innovative and cohesive product that could not have
been produced by many different companies throughout the process. For most customers
getting a unique and stellar product is the most important goal and working with a one-
stop-shop accomplishes this.
