3 RESOLUTION RECOMMENDING FOR APPROVAL THE USE OF SMALL VALUE PROCUREMENT PROCUREMENT FOR THE PURCHASE
4 OF SERVICE/LABOR FOR THE PARTITION OF GRADE ONE CLASSROOM AND RENOVATION OF LRMDS ROOM FOR SEVEN DAYS ,
5 DECLARING THE LOWEST CALCULATED AND RESPONSIVE QUOTATION,AND RECOMMENDING AWARD OF CONTRACT

7 WHEREAS, the Mabuga Elementary School, through the General Appropriations Act 2019 has the sum of Six Thousand Three Hundred Fifty
8 Eight Pesos and Eleven Centavos ( P 6,358.11) for the procurement of service/labor and materials for the partition of grade one
9 classroom and renovation of LRMDS room for seven days ;

10 For Small Value;

11 1. WHEREAS, procurement was conducted in accordance with Section 52.1 (a) of the 2016 Revised Implementing Rules and Regulations (IRR) of
12 Republic Act 9184 due to unforeseen contingency requiring immediate purchase;

14 DIRECT CONTRACTING or SINGLE SOURCE PROCUREMENT is a method of procurement of Goods/Service that does not require
15 elaborate bidding documents. The supplier is simply asked to submit a price quotation or a pro-forma invoice together with
16 the conditions of sale. The offer may be accepted immediately or after some negotiations. (IRR-A Section 50)
17 2. WHEREAS, procurement was conducted in accordance with Section 53.9 of the 2016 revised Implementing Rules and regulations (IRR) of
18 Republic Act 9184 because the procurement did not fall under shopping;
19 Where the procurement does not fall under Shopping in Section 52 of the Revised IRR of RA 9184 and the amount involved does
20 not exceed the thresholds prescribed in Annex “H” of said IRR, the procuring entity shall draw up a list of at least three (3)
21 suppliers of known qualifications which will be invited to submit proposals. approved APP;

23 WHEREAS, Mabuga Elementary School requested for the submission of price quotation from Mr. Gregorio D. Cajang amounting to Three
24 Thousand Five Hundred Pesos ( P 3,500.00) was the Single Calculated quotation and was determined as RESPONSIVE;
25 WHEREAS, Mabuga Elementary School requested for the submission of price quotation from Huit Enterprises amounting to Two Thousand
26 Eight Hundred Fifty Eight Pesos and Eleven Centavos ( P 2,858.11) was the lowest calculated quotation and was determined as
27 RESPONSIVE;
28 NOW THEREFORE,we the Bids and Awards Committee (BAC) hereby RESOLVED to recommend for approval the use of Direct Contracting or
29 Single source procurement of service/labor and for the partition of grade one classroom and renovation of LRMDS room for
30 seven days;
31 NOW THEREFORE,we the Bids and Awards Committee (BAC) hereby RESOLVED to recommend for approval the use of Small Procurement Value
32 for the procurement of of nails, paint, rollers and paint brush;

34 RESOLVED, to declare MR. GREGORIO D. CAJANG as the single calculated quotation for Labor/Service and HUIT ENTERPRISES as having the
35 lowest calculated and responsive quotation amounting to the total sum of Six Thousand Three Hundred Fifty Eight Pesos and Eleven
36 Centavos ( P 6,358.11 ) and recommend award contract;
