Establishment of schools
> All schools shall be established in accordance with law. The establishment of new
national schools and conversion of existing schools from elementary to national
secondary or from secondary to national secondary school shall be by law.

with national goals.
3. Parents shall cooperate with the school in the implementation of the school
program- curricular and co curricular.

National funds
Public shall continue to be funded primarily from national funds. Provided, that
local government shall be encouraged to assume operation of local public schools on
the basis of national fund participation and adequate revenue sources which may be
assigned by the national government for the purpose.

OBJECTIVES OF NON-FORMAL EDUCATION
Relating to Earnings from Established Scholarship Funds
All earnings from the investment of any duly established scholarship funds of any
school recognized by the government, constituted from gifts to the school, and/or
from contributions or other resources assigned to said fund by the school. If said
earnings are actually used to fund additional scholarship grants to financially
deserving students shall be exempt from tax until the scholarship funds is fully
liquidated, when the outstanding balance thereof shall be subject to tax

annual budgets for the operation and maintenance of public secondary schools on the
basis of national fund participation.

I tried to imagine myself having reached the age of the chronologically gifted (old
age): I have retired from teaching, and been enjoying these golden years.
From this perspective, I reflect back on my life � the contributions that I have
made, the lives that I have touched, and my legacy. I imagine how I would like to
be remembered in the field of education, the bread and butter of my life.

The question is very clear � was I a good teacher to them? Did I touch their lives
to see the wonders of this world, even if my strategy in teaching was considered a
traditional style? (I was scared to test or to experiment new methods that I really
knew are suited to the needs of my pupils).
Former Secretary Raul Roco said �that the restructuring of the curriculum is a part
of an ongoing effort to improve the quality of learning. We are focusing on the
basics of improving literacy and numeracy while inculcating values across learning
to achieve quality education.�
The teachers and the school administrators should perform their duties and
responsibilities to achieve the vision for the Filipino learner which is �every
learner to be functionally literate, equipped with skills, appreciative of the arts
and sports, and imbued with the desirable values of a person who is makabayan,
makatao, makakalikasan, and makabansa.� Answer my question � was I still a good
teacher?
I tried to find out and think of alternative solutions to the old problems in the
system. I talked to some of the officials in our barangay to help us build a good
learning environment for my pupils, but the small solutions were not enough for the
big problems that the system is facing today. But in my own little way a teacher in
this land, I can honestly say that I became one of the catalysts change. Although
problems still rise like classroom shortages, low textbook ratio (1:6), number of
teacher�s ratio (1:60) and the questionable competencies of the teachers, how can I
say that I was a good teacher in this land?
Most of us in the system were always complaining about the salary and benefits of
the teacher. We blamed the government; we always complained about the GSIS and
other government agencies connected to the DepEd but the question is when we
entered this profession, we all knew that we would face this problem. Now here we
were, always complaining. Let us analyze ourselves � is this the attitude of a real
teacher? When we bow our heads and say I do, it means a lot that we will become one
of the catalysts for change. Socrates said that a teacher is one of the important
factors of change. This statement was supported by former Secretary Ricardo T.
Gloria, �Be proud you are a Teacher for the future depends on you.�
Now in this scenario that I have experienced, answer my question, �Am I a Good
Teacher?� The question can be answered by my pupils whose lives I have touched and
molded.
A simple questioned that needs a real answer. I always remember what the speaker
said from his speech during the Seminar that �A teacher is a teacher for life.�
