Study Plan – China Scholarship Program – PhD in Peking University

I am interested to pursue study in a doctor of public health (DrPH) in the Republic of China, especially in the field of
health financing and policy. It is relevant to my education background – Master in health administration and policy
with the specification of my thesis analyzing the local government budget for health – and to the need of university
where I am currently working as a lecturer for master student for the course of health financing. A doctoral degree
program will encourage me to have such valuable experience and knowledge in advancing the the further researches
and courses related to the field that I expect to be expert.

University students whom I teach are still less exposed and familiar with researches related to health system and
financing such as health facility utilization, decentralization in the health sector, political health policy, etc. After I
came to the University in the early 2018, I have made a significant change to research topics that they write, I
encourage them to write something beyond health to be researched that plausibly has relation to health outcome. For
example, the factors associated with pneumonia cases in children at the Puskesmas are caused not only by
environmental factors such as occupancy density, room ventilation, the type of floors and walls of houses, but can
also caused by outside factors such as access to health care services in particular to have access to antibiotics and
vaccinations as released by WHO in its Global Action Plan for The Prevention (GAPP).

My previous experience, working as research assistant at the Center of Health Economics and Policy Studies
(CHEPS) had allowed me to make the transition into the practical world after having my Master degree. For more
two years, under supervision of Prof Ascobat Gani, I had involved in development of Indonesian district and
provincial health accounts, the tools that are urgently needed for strengthening public health financing in Indonesia.
And then, because of this capability, I had been trusted also to be person in charge to develop an account for health
maternal program funded by the World Bank that was used for the project of Expenditure Tracking for Health
Priority Programs.

However, I realize my current capability is still not sufficient to face the further need and development. I found that
Phd in Public Health Program Peking University offer a program that encompasses working with a Phd faculty
advisor to develop an individualized area of focus, I intend to focus in the reformation of health policy and system
based on evidence and economics perspectives. Hence, to prepare working for my Phd research project, I plan to
conduct research on breakthrough strategy for Primary Health Care (PHC)’s payment model: The Case of Indonesia.
This research will discuss strength and weakness of various payment models worldwide, and then, the best payment
model will be modified by considering the cases of Indonesia, especially related to the aspect of fiscal capacity,
culture, insurance coverage, etc. the finding can be used as the alternative solution for Indonesian PHC payment
mechanism. Finally, this payment modification can be used as important tools for strengthening PHC and addressing
such issues related to the PHC’s payment in Indonesia.

After completing my DrPH program, I will be involved as a person in charge in the research center of the university
as intended by the Dean. He officially wants me to serve as main researcher to write proposal and do research by
attracting funding either from Non Government Organization or local government which so far is still not succeed to
be achieved. Besides, main tasks to develop courses and supervise master students' research, I will also contribute in
local health policy development in Aceh as academic consultant, I do believe this such tasks will carry me on the top
of carrier and social achievement. Furthermore, I strongly believe by studying this aspect of health economics in
Republic od China which is similarly decentralized as in Indonesia, and, where its health system is influenced by
local politics, I can learn not only theory but also the practice of public health policy development and
implementation in the reality, which I commit to be applied to the reality particularly in Aceh and Indonesia in
general.
