Assembly of the Bolivarian Republic of Venezuela, I hereby acknowledge that on January
12th 2018, the citizen under the name; BELKIS XIOMARA MENDEZ appeared before
this parliamentary body, holder of identity card N° V.- 10. 558.806, who denounced being
subject to systematic persecution by the regional government, as well as state security
agencies, just for the fact of asserting her individual and political rights enshrined in the
Constitution of the Bolivarian Republic of Venezuela and her Universal rights when it
comes to freedom of expression, freedom of thought and freedom of political affiliation.

Once corroborated the hasty denunciation, it determined that the citizen; BELKIS
XIOMARA MENDEZ has been victim of political persecution and threats against her
physical integrity that could put her life at risk, just for thinking differently from the
postulates by the Venezuelan Socialist Party and criticizes the management of the country

2016, at noon, I received a call from my personal friend Carmen Leal, in which she asked
me to receive her daughters MARIA DANIELA MEDINA and MARIA GABRIELA

me quickly that she was being persecuted by government personnel, I asked her why she
was being persecuted ?, she answered, because she was the Polar Enterprise Manager´s
daughter in Barinas, who was leading protests in different spots of the state, with all the
workers and she was being threatened with kidnapping her daughters to give up on the
protests, I stated that there was no problem, so I kept my security personnel alert who
were working at the time and actually her daughters arrived and JOSE ANTONIO LAYA
MENDEZ was with the girls, They ran to get to my commercial establishment, Jose
Antonio is Xiomara Mendez´s son, a personal friend of mine who is linked by a close
family relationship with Mrs. Leal; so I immediately called her, to inform her of what was
happening; the guys were very scared, almost in shock, talking in a hurried way, reflecting
a lot of fear since they felt their lives in danger, with evident signs of being persecuted, I
helped them, trying to calm them down, they stayed in my commercial establishment until
they thought it was prudent to leave the place.

consisting in the invasion of the land by a group called "Land, Sweat and Crop" who are
a peasant organization identified with allusive warnings of the national government, reason
for which a lawsuit was presented for disturbance or damages to the agrarian possession, in
conjunction with request for protection measures to the agricultural activity before the
Agrarian Court of Guárico state in charge of the Judge Belkis Xiomara Mendez Ramirez,
Venezuelan, holder of identity card V-10.555.806, who moved to the place and verifies
the situation by issuing interim measures to the agrarian protection developed in the field.
It is the case that later I witnessed the persecution that was generated against her, being
subjected to mistreatment, harassment, persecution, insults and legal accusations against
her accusing her of being, Anti-Chavez and Anti-revolutionary in order to separate her from
the knowledge of the trial and finally her removal from her office, all of which caused on
her fear, anguish and emotional depression. Everything stated here I say under oath in
Calabozo, Guarico state the 27th day of April, 2015.

sadness, uneasy, easy cry, eupsychic, ideas of undervaluation, eulalic, judgment and
collaborative capacity.

In the tests applied she was conscious of the present world, occupied in addressing the
different situations created in the past with indicatives of: sadness, anxiety, rigidity,
depression, emotional instability.

In this same sense in the EADG produce a score of 6 for anxiety and 7 for depression
describing it with High presence of anxiety and depression. Similarly, in the
Psychopathological correction of Hutt for Bender she did not get clinical criteria

Conclusion

During the evaluation process it was detected that the patient meets some diagnostic criteria
for Mixed anxious depression disorder. In the same manner, it was possible to show that
the situation of political harassment to which the patient is subjected aggravates the
symptoms causing a discomfort clinically significant for the patient´s complete.

At 10 o'clock in the morning, the Second Court of First Instance of the Judicial District of
Guarico state moved, with headquarter in the city of Calabozo, formed by Judge Xiomara
Mendez Ramirez and Secretary Maribel Caro Rojas, opportunity previously established in
the present case under the N ° 277-14, as evidenced, of the date 26/03/2014 (page 13)
notebook of measures. It is recorded that the citizen Domingos Antonio Martins
Burrinhans, foreigner, of legal age, holder of identity card No. E-81.105.577, in his
capacity as a plaintiff, being with his judicial co-attorney-in fact, lawyers Yngrid. Josefina

route by the road that leads from Calabozo-El Sombrero National Highway to the

notify the claimant of the mission. Then we proceed to record the following particulars. TO
THE FIRST: For the purpose of the location of the property is recorded with prior advice of
the agricultural technician, a plot of land called “ Las Mercedes” farm constituted by an
approximate area of eight thousand seven hundred thirty-five hectares (8,735 Has), located
in “ El Calvario” parish, Francisco de Miranda municipality, Guarico state, as follows:
North: “Hato La Mesita”, with gravel road “ El Sombrero”; South: “La Marinera”
parceling; East: “Tacatinemo” river and West: “Hato Guacamayas” with gravel road “El
Sombrero” – “Las Mercedes del Llano”; TO THE SECOND: Related to the agricultural
production existing in the place, it is left record, previous advice rendered by the experts,
the existence of remnants of corn cobs on an extension of approximately eight hundred
hectares (800 has), established pastures from different species of brizantha and brachiaria,
on an approximate extension of eight hundred hectares (800 has). In terms of agricultural
production, the commission could observed a herd of cattle, divided into lots, as follows: in
a first batch, a flock of white brahman, cows in an amount of one thousand two hundred
and ten (1210), eighteen (18) calves and fifty (50) saddle - horses. A second batch,
consisting of a flock of white brahman cattle, cows in an amount of three hundred twenty
(320), one hundred and fourteen (114) calves and two hundred and four (240) buffalo cows,

foals, three (3) mules and one (1) donkey. In a third batch, sixty-eight (68) buffalo mothers
and twenty-five (25) buffalo bautas. Likewise, a flock of sheep, consisting of two hundred
and sixty-one (261) sheep, three (3) mules and two (2) horses. The herd of cattle stands out
marked with the figures of iron burner, which correspond, according to information
provided by the notifier, to a cattle iron and a commercial iron. THE THIRD: It is recorded
that the agricultural production detailed is conformed by a recreation center, called
Agrointeca, registered in the Venezuelan Association of Cattle Breeders (Asocebu),
intended to the reproduction of the pure brahman race and on the other hand, it forms a
batch of commercial cattle, for the production of meat. TO THE FOURTH: Related to the
existing properties in the place, it is recorded that during the internal tour, the existence of
lakes located in each paddock, farmyards, agricultural machinery such as a harrow, a big
rome and a backhoe loader, one (1) main house, built on concrete blocks, glass windows,
iron doors, cement floors, with its sanitary facilities; one (1) house of accessory room, in its
external part stands out a shed with an extension of eighteen by six meters (18x6) with roof
made of zinc and iron structure, covered with meshes of rebars, one (1) gas tank
(diesel),one (1) power plant with capacity of 62 KW

walls with finishing coat, windows with iron protectors, one (1) fenced barnyard made of

shortcut, type 3, according to the classification established under the Decree 2226, relative
to the Environmental standards for the construction and access roads. It is noted that the
office hours have been completed and because there are some individuals to be inspected,
the necessary time will be enabled due to the urgency of the case. It is agreed to go on with
the practice of judicial inspection. SIXTH: It is recorded that the internal route, at a
distance of approximately two kilometers (2Km) after the access bridge to the property, a

to notify those presents of the practice of this judiciary action, requiring the identification
of the legal assistance of the Agrarian Public Defender, which they have previously
requested by the Office of Agrarian Public Defense. Having seen the previous request, the
Agrarian Public Defender, expresses the corresponding acceptance and swears well and
faithfully to fulfill his duties inherent to his position. In this state, the Agrarian Public
Defender, requests on behalf of his representatives, to record the existence of a batch of
cattle owned by the occupants, previously identified. Subsequently, the commission was
transferred to the point where the flock referred were enclosed in a wooden banyard,
proceeding with the techniques assigned for the National Institute of Integral Agricultural
Health, when carrying out the corresponding inventory, which produced the following
results: ten (10) cows, twenty (20) nursing calves and fifteen (15) weaning calves, the
cows burned with the figure of iron burner, described with the iron record assigned to
producer Reina Carpio, holder of identity card V-8,999,513, and the registration number
853, of the year 1994, the figure of the iron burner, described with the iron register,
assigning the producer Luis Vilera, owner of the identity card V-4.347.409 and the figure
of the iron burner described with the iron register assigning the producer Leocardio
Naranjo, holder of the identity card V-5.153.438, and the register number 11570, of the
year 1996. Likewise, it highlights the existence of a belt of wood and cheese. In this state,
the commission is moved to the first point described and accessed to the southern
boundary, covering an approximate distance of one hundred meters (100 meters), there
stands out the existence of ten (10) fruit plants established, with an approximate date of
fifteen (15) days, trees adjacent to the dividing line where a black plastic tarpaulin is
