About The Survey

NPA commissioned Philadelphia-based firm Econsult Corporaon to undertake this survey of NPA-affiliated parking
organizaons throughout the U.S. and Canada. Econsult partnered with market research firm reed | group to conduct
the survey, for which data was collected using online surveying soware. In total, 399 current NPA members were
contacted for responses, and of this total, responses were received from 365 members (91%), represenng 131 cies in
48 of the top 50 cies in the U.S. and eight Canadian provinces.
Respondents were asked to supply rates for both their specific facilies and the cies and metro regions in which they
operate as a whole. To that end, the rates reported in this study reflect informaon provided by respondents and may
differ slightly from actual highs and lows. Wherever possible, mulple responses for each city or metro region were
collected and used to determine the most accurate esmates of parking rates and figures.

Report Terminology & Definions
First Hour Rates: The hourly rate for the first hour of
parking upon entering a garage/lot.
Daily/12 Hour Rates: Parking customers are allowed to

park for a full day, or 12 hours, and are not eligible for early
bird or evening rates.
Early Bird Parking: Parking customers received discounted

parking rates if they park before the beginning of a typical
work day, normally before 9 a.m.
Unreserved Parking: Parking customers are guaranteed a

parking spot in the garage/lot.
Reserved Parking: Parking customers are guaranteed the

same parking spot upon each entry.

Survey Methodology
Informaon for the 2008 NPA parking rates survey was collected via the internet from NPA members. This data collecon took place in several
stages.
STAGE 1
Email addresses were idenfied by as many NPA members as possible (in the end we secured
valid email addresses for 365 (91%) of the 399 current NPA members included in the NPA
database).
STAGE 2
Emails were sent to all NPA members with valid email addresses to determine if they operated
in a single city or in mulple cies.
Single city operators were sent a follow-up email with a link to the parking rates survey.
80 single city operators were sent such an email and 40 (50%) parcipated in the parking
rate survey.
Mulple city operators were asked to provide email contact informaon for a manager who could complete the survey for each city in which
they operate parking facilies. We idenfied 25 mulple city operators. Informaon from individual cies in which they maintain parking
operaons was obtained in several ways:
Some mulple city operators provided the survey firm (reed | group) with email contact informaon for individual city managers.
reed | group followed up with emails to these individual city managers which included a link to the internet survey. Emails were sent
to 271 individual city parking facility managers idenfied in this way and 161 (59%) completed the parking rate survey.
Some mulple city operators solicited survey parcipaon from their managers in cies where they maintain parking facilies
themselves. reed | group provided these mulple city operators with the capability to have their managers link to the internet
survey. Approximately five city parking facility operators were provided with a survey link in this way from these contacts, and 21
city managers completed the parking rate survey.
Some mulple city operators relied on regional managers, rather than on managers of facilies in parcular cies, to provide the
parking rate informaon on the various cies that they managed. Approximately three completed parking rate surveys (on rates in
individual cies) were provided by these regional managers.
STAGE 3
Parking facility operators reported on parking rates only for parking facilies in their city which are similar to the types of facilies that they operate.
For example, if an operator operates only hospital parking facilies in a city, then they would report only on hospital parking facility rates for that
city.
STAGE 4
Data provided in the parking rate surveys was reviewed for completeness and accuracy by reed | group, Econsult and the NPA commiee overseeing
this research. In many situaons where there were quesons about data accuracy, those who completed the surveys were contacted by phone or
email to verify survey responses. In other situaons, where data fell outside of the expected range, was markedly different from other informaon
provided for a city by other providers, or appeared to be unreliable for some other reason, the informaon was not included in the reported survey
results. For many cies, responses from mulple NPA member operators enabled us to compare rate informaon, thereby increasing our confidence
in the accuracy of the reported informaon.
STAGE 5
The data included in this report comes from NPA member parking facility operators from:
-131 cies in the US and Canada

-48 of the top 50 cies in the US
-Managers of more than 7,400 parking facilies including 5,709 parking facilies in CBDs, 293 facilies at hotels, 205 facilies at hospitals, 899
facilies at educaonal instuons, 361 on-airport facilies and 26 off-airport facilies
-Managers whose facilies include over 2.1 million parking spaces, including 1,291,004 parking spaces in CBDs, 82,617 parking spaces at
hotels, 181,036 parking spaces at hospitals, 148,058 parking spaces at educaonal instuons, 448,904 on-airport parking spaces and 18,892
off-airport parking spaces

The firms conducng and reporng on the parking rates informaon for the 2008 parking rates survey for NPA (reed | group and Econsult) were
greatly assisted in the collecon of complete and accurate rate informaon by the NPA commiee overseeing this effort.

12-hour daily weekday central business district facility rates ranged from $0.50 to
$60.00, with an average rate of $12.51.

$1.00 to $32.00, with an average rate of $8.37.
Evening weekday central business district facility rates ranged from $0.25 to $55.00,
with an average rate of $6.49.
