II. RATIONALE:

STRENGTHENING DISASTER PREPAREDNESS, RESPONSE AND


REHABILITATION IN MANDAUE CITY, THRU THE CREATION OF DISASTER
RESPONSE TEAMS

Mandaue City is a highly urbanized city, home to high value manufacturing


industries, with 27 Barangays. With a land area of 34.87km2, it has two (2) major
rivers Butuanon and Mahiga. It is highly susceptible to flooding due to its
geographical location as low lying area and the outfall of Cebu City mountainside.
Mandaue is also highly susceptible to ground shaking due to the central fault line
along Buhisan to Busay, Cebu City. It has also three (3) barangays with Medium
Susceptibility category to landslide.

Mandaue City Disaster Risk Reduction and Management office listed eight (8) major
hazards present in the city. As part of the preparedness for the city, CDRRMO is
extending its reach towards the LGU’S offices, Barangays and Schools with its
training and activation of their emergency responders. Thus this project is created
to cater the needs of the city in times of disaster and to maintain the city’s vision to
create an environment for sustainable economic growth and a livable society
through responsive governance and multi-sectoral development.

III. PROJECT DESCRIPTION

1.1 Brief Rational Description of the project

VAP 3 – Capacity Building of 5 Public High school; Earthquake protocol

2.1 Rational description of the project

VAPs 1 – 6 is in charge with the creation of Disaster Protocols and the


creation and activation of LGU’s offices, Barangays, and Schools Emergency
Disaster Response team.

2.2 MILESTONE for June to December

The milestone is about preparation of the protocol and training manual that is
earmarked for the LGU offices, 27 barangays and Public Schools that would serve as
the guide or module to be used especially during trainings.

The team was able to successfully create a training manual and protocol in
preparation for the training of the difference volunteers coming from the LGU
offices, 27 barangays and Public Schools.
The Creation of the protocol will arm the city on what to do in times of disaster. The
activation of Barangay, Schools, and LGU office’s Emergency responders will also
solve the problem of the CDRRMO in terms of personnel.

2.3 VAPS BREAKTHROUGH

The breakthrough for June to December 2018 is the conduct of training to the
different target stakeholders (LGU offices, Barangays, School). The VAPS was able to
successfully create a team of responders in the target stakeholders within its
required timeframe.

VAPS 1 and 2 is in charge of the training and creation of the Barangays Emergency
Response Teams. VAPS 3 and 4 is also in charge with the training and creation of the
Public Schools Emergency Response teams. While VAPS 5 and 6 is in charge with the
training and creation of the LGU Office’s Emergency Response teams. VAPS 1 to 6
were able to train and activate the teams during emergencies. The trained
responders will be immediately activated during citywide disasters. On the other
hand training manuals and protocol will be distributed to the different stakeholders
as soon as the printing is done.

Specific breakthrough of VAPS 3 and 4 is the showcase of the skills learned by the
students in the different public schools trained and ready for activation in times of
emergency response. The showcase takes form in a competition wherein the
different teams are to perform medical rescue and basic firefighting skills.

2.3.1 IMPACTS

The Creation of the protocol will arm the city on what to do in times of disaster. The
activation of Barangay, Schools, and Government office’s Emergency responders will
also solve the problem of the CDRRMO in terms of personnel during big
emergencies.

V. PROBLEM SOLVING / RESOURCEFULNESS

Most of the problems faced by the VAPS are the schedule of training. The personnel
of CDRRMO are on duty 24 hours, divided into 3 shifts. There is a difficulty in
scheduling mainly because the personnel are to choose to do the VAPS activities on
their rest day. But despite having difficulty in adjusting schedules the task was given
priority.

The breakthrough of the school based DRRM posed logistical problems. Specifically
on the uniforms and financial aspect of the activity, it was taken into account that
the said activity is still under the training program of CDRRMO, so the budget was
taken from the CDRRMO fund to push through with the activity.

Aside from other internal problems, the VAPS also experienced some difficulties in
conducting the training due to the venue of the activity. However with the help of
the facilitator the training was held successfully.

The VAPS also experienced some problem in disseminating the activity to the
participants because some of the participants are afraid and scared to perform the
activity. But with the help of the facilitator, the participants were able to achieve the
said training successfully.

VI. CONCLUSION

The PIG of Mandaue City DRRMO was successfully executed and was able to
attain its target through the joint efforts among the various participants and
emergency response team. The program also helps the department to disseminate
awareness among the constituents of Mandaue City in terms of disaster
preparedness and risk reduction response. With the cooperation and participation
of the people in Mandaue City we can continue this plan through out the ages to
maintain the vision and mission of the city.
