Call for Proposals

Background

IC Net Limited, a Japanese consulting firm, is commissioned by the Japan International


Cooperation Agency (JICA) to conduct “Data Collection Survey on Community Development
Responding to Needs and Challenges of Communities in Bangsamoro (the Study)” . One of
the survey objectives is to collect up-dated information on community needs for guiding future
JICA’s assistance and formulating pilot projects in Bangsamoro Autonomous Region in Muslim
Mindanao (BARMM). The Study calls for the proposals widely to address challenges and
problems in BARMM identified by the Study. The proposed projects are expected to be
implemented by the proposers.

Expected Pilot Projects


The study team expects to formulate such pilot projects as innovative, new in BARMM,
practical, and small-scale ones that address community challenges and problems facing
people in BARMM. The important conditions of expected pilot projects are as follows;

activities by BTA.
Who can submit the proposal?
Any registered organizations based in Mindanao can submit a proposal. Eligible organizations
include private companies, non-profit organizations, faith-based organizations, civil society
organizations, foundations, academic institutions as well as local governments in BARMM. The
project for diverse communities is highly appreciated. Such organizations are advantage as
serving vulnerable groups and demonstrating commitment to equity, diversity, and inclusion.
We don’t accept individual application.

How to apply?
The applicant submits the application form with a financial proposal in English to the following
email by 23:59 on Monday, July 26, 2021 at Philippine time.

Evaluation Criteria and Selection Process
Proposals will be screened with following three steps:
Step 1:
The study team will review the proposals and assess them based on the following evaluation
criteria. The study team will select top fifteen (15) proposals scored by the following Grade.

Does the project apply for the innovative approach and/or new in 1(Very Poor), 2(Poor)

Is the project feasible with proposed timeframe and budget? 1-5

Is the project feasible to realize the output effectively and 1-5


efficiently?
Does the applicant demonstrate a strong organizational capacity 1-5
to manage the proposed project successfully?
(2) Technical Evaluation Point (15)
Does the proposed project directly address the specific problem 1-5
relevant to the priority issues?
Does the proposal demonstrate a clear, evidence-based 1-5
understanding of community challenges and needs?
Does the proposal identify the countermeasures (solutions) 1-5
theoretically from the identified problem?

Does the proposed project pay enough attention to the needs of 1(Poor), 2(Fair), 3(Good)
vulnerable groups in the community?
Is the proposed project sensitive to the local context and is likely 1-3
to abide by the principle of “Do No Harm”?
Does the proposed project have potential to be sustainable after 1-3
the intervention or replicated in other sites?
Does the proposed project include risk mitigative measures from 1-3
COVID-19 pandemic during the implementation of the project?

Step 2: Finalist Interviews:


The proposers of selected fifteen (15) proposals will be interviewed online by the study team
for confirming obscure points and refining the proposals. After the interview, the proposers will
revise the proposals and submit them again.

Step 3: Final Review by JICA and Bangsamoro Government


The revised proposals will be reviewed by representatives of JICA and Bangsamoro
Government and seven (7) proposals will be fixed from the first screened fifteen (15) proposals.
In principle, the contract will be awarded to the organizations that prepared and submitted the
finally fixed proposals after confirming by JICA and Bangsamoro Government.
