Rules and Procedures - 2019

Expectations of Owners
The Corey Tehan Memorial Fantasy Football League is comprised of fantasy football owners of varying
skill and varying levels of dedication. Some are asking “How do I football?” while others are reading
fantasy football articles online and rewriting the fantasy football bylaws in January. Regardless of which
of those categories an owner falls into, it is expected that each owner participates in updating their
roster regularly and starts what they believe to be the best possible team that they can assemble in any
given week. The rules outlined in this document have been carefully written and discussed among the
league managers and members of the Corey Tehan Memorial Fantasy Football League to create
incentives so that even the teams that are not able to win the championship or qualify for the playoffs
can still be competitive through the end of each season. Everyone is expected to make careful decisions
that support their best chance of winning both during the current season and in future seasons.

When all owners take this seriously, it becomes much more fun and challenging for everyone involved.
Eventually, this should be a league where everyone understands why the D/ST position shouldn’t be
drafted in the 4th Round…Matt…

Management
There are two league managers of the Corey Tehan Memorial Fantasy Football League. You can safely
assume they have discussed everything extensively and considered it from all conceivable angles before
it is brought up to the league (this is not an exaggeration). Everything is much easier when you just
agree with them. Anyone can petition to become a league manager but there must never be fewer than
2 and no more than 3 league managers at a time. Any changes to league management must be
determined and agreed upon by the league before a season begins. The league managers and their

League Dues
To participate in the Corey Tehan Memorial Fantasy Football League, each team must contribute $50.
This is a precautionary measure used to ensure full and active participation throughout the season and
increase competition among league members. The league dues will be collected by a League Manager
and used to obtain prizes for the Winner and First Runner-Up at the end of the season (described in
more detail in the “Winners” section).

The league dues will be divided into two pots – one for the league champion/runner up and one side pot
to encourage continual activity and competition. Of the $600 collected, $130 will be included in the side
pot and $470 will be included in the pot for the league champion and runner up (described more in the
“Winners” section).

Following the Corey Tehan Memorial Fantasy Football League Championship matchup, a post-season
awards ceremony will be held. Owners will be rewarded for their season-long performance and be
eligible for one or more $10 payouts for accomplishing great and/or terrible feats during the fantasy
football season. Prior to the season, the league will vote on a variety of post-season awards to be
randomly selected for the post-season awards ceremony. Some options include:

 Most points scored throughout the season

 Most games lost by the tightest margin

 Highest scoring game of the season

 Most weeks with the highest scoring player in a specific position group

 Most weeks with the highest scoring bench

 Favorite league commissioner

Membership
The Corey Tehan Memorial Fantasy Football League, consists of 12 teams. Team owners are as follows:

Owners may join and be removed from the league based on a vote from the remaining league members
but there may never be fewer than 10 teams or more than 12 teams in any season.

If the league is expanding, new teams joining the league have the option of selecting keepers before the
season starts. Each of the existing members will identify their keepers one week before the draft and
the expansion teams will be able to identify players on existing rosters and keep them following the
keeper guidelines. New owners will alternate picking keepers from existing rosters until each team has
had the opportunity to select up to three keepers. The new owners will draft at the end of every round
of the draft with the owner that selected the first keeper, drafting last in every round.

If a new owner is replacing an existing member, the new team assumes control of the previous owner’s
team and applicable draft position. The new owner will then have the opportunity to select keepers
based on the roster of the previous owner’s team.

Rule Changes and Voting


Prior to each season, league managers will identify potential rule changes based on suggestions
from league members, observations from the previous season(s), and thorough research of best
practices from other fantasy football leagues. League members will be asked to vote on league
change recommendations prior to the start of each season and the league charter will be
updated accordingly. I’m sure everyone stopped reading this by now but just take our word for
it, it’s been updated. Rule changes shall require a majority of league members in favor of the
change. In the event of a tie, the rule will remain the same as it was in the previous season.

On rare occasions, an unforeseen issue will arise during the season and require the league to
vote to determine how to resolve the issue. The league commissioners have done their best to
create a league charter that exhausts all potential issues but there are inevitably instances they
have not actually planned for…yet. If one of these issues arises, the league managers will bring
potential solutions to the league for a vote and revisit the issue in the post season to amend the
league charter.

Roster
Each week every team will be required to start the following:

 1 QB (Quarterback) – 4 max
 2 RB (Running Back) – 8 max
 2 WR (Wide Receiver) – 8 max
 1 TE (Tight End) – 4 max
 2 FLEX (Running Back, Wide Receiver, or Tight End)
 1 D/ST (Team Defense/Special Teams) – 3 max

Each team will also be allowed the following:

 6 BE (Bench)
 2 IR (Injury Reserve)1

The Tori Clause: Teams are not allowed to have empty roster spaces or start players that are on a bye
week. This practice can change the outcome of a game which is unfair to everyone in the league. If an
owner does not start all of the required positions, starts a player on a bye week, or starts a player that
was announced as inactive (exceptions for game time decisions) during three separate weeks
throughout the season, that owner will lose administrative permissions to their team and it will be
operated by a league manager for the duration of the season. Prior to the start of the next season, a
league vote will be taken to determine whether or not that owner is responsible enough to participate
in the Corey Tehan Memorial Fantasy Football League and if that owner will be allowed to play in the
following season. Exceptions are made for strategic decisions, such as choosing not to start a D/ST when
the team in question is winning by a tight margin and the other team has no players left to play.

There are circumstances where owners cannot take the time to manage their roster, such as a
experiencing a death in the family or being stationed overseas shooting down communists in his/her
Apache Helicopter with machine guns AND missiles (that thing is an absolute death machine). If a league
manager knows that an owner is experiencing one of these or a similar situation, the league manager
may adjust that owner’s roster in advance of the matchup to ensure the best experience for the league
as a whole. In the event League managers are unaware of the unfortunate situation, they may also
adjust that owner’s roster after the game has started but only after consultation with the other league
manager(s) and agreement on the adjustment. If the league managers are the ones who are unable to
adjust their rosters due to these unfortunate circumstances, the league is going to hell anyway and
there is nothing anyone can do to stop it so don’t worry about it.

Format
The Corey Tehan Memorial Fantasy Football League is organized in a Points Per Reception (PPR) Format
in that each player earns one point per reception along with appropriate points for yardage gained. Note

that this makes some players more valuable than they are in Standard Scoring Formats and others less
valuable than they are in Standard Scoring Formats. More details on Scoring will be determined before
the start of each season and included in Appendix B when the owners come to a consensus.

Draft
“Don’t forget, drafting well doesn’t necessarily guarantee a victory but drafting poorly almost certainly
guarantees a losing season. Do some research and come to the Draft prepared.”

The Draft order is established based on the position each team finished in the previous year. The Corey
Tehan Memorial Fantasy Football League uses a Pro-Style Draft where the team finishing last in the
previous season will draft first in the following season followed by the team that finished 11th (or 9th in a
10 team league), etc. The Draft will follow this order for each round rather than following the standard
Snake Format (Snake Draft being 1-12 in odd rounds and 12-1 in even rounds). Each team will
automatically have their Keeper(s), if they have elected to keep a player(s), included on their roster
before the draft begins and will forfeit the appropriate round (described later in the “Keepers” section).

The Josh Gordon Clause: Players that are determined to be out for the entire season (by suspension,
injury, or otherwise) at the time of the draft are not eligible to be drafted by any team. In the unlikely
event that one of these players becomes eligible to play during the season, he may be picked up on
waivers following normal waiver wire acquisition procedures. If this does occur, that player is not
eligible to be kept for the following season.

Each season an early round (Round 1, Round 2, Round 3, or Round 4) of the draft will have a unique
order. This occurs as a reward to the winner and runner-up of the Consolation Bracket. More details
about which round this unique order occurs are described in the Consolation Bracket explanation of the
Playoffs Section.

Keepers
To encourage careful drafting, trading, and waiver/free agent activity, the Corey Tehan Memorial
Fantasy Football League allows teams to keep up to three players from season to season. A team is not
required to keep any players and may keep as many as three players present on their roster prior to the
Keeper Selection Deadline. Keeper Selection Deadline will be provided by a league manager and will
typically be about a week before the draft (and preferably after pre-season game 3 if possible). The
league managers will compile the list of selected keepers and distribute to each member of the league
prior to the draft. Owners are encouraged to use this list to develop a draft strategy so they are not
caught off guard when players they were targeting are unavailable.

The Anthony Teta Clause: If an owner does not submit Keeper Selections to a league manager at this
time, that owner will not be able to keep any of their players.

The Broken-Ass RB Clause: If an owner submits one or more keepers prior to the keeper deadline that
are subsequently hurt or suspended during the pre-season and prior to the draft, that owner may

reselect a different eligible keeper from their roster to replace the injured/suspended player.
Alternatively, the owner may choose to keep the injured/suspended player to preserve that player’s
keeper value for future seasons (e.g., if an 11th round keeper is injured after keepers are submitted, the
owner may choose sacrifice a bench space for this player for the duration of the season in order to keep
them in the 9th round the following season when they are healthy). In this circumstance, the
injured/suspended player would not be eligible for IR at any point during the season. The owner may
also choose not to keep the injured/suspended player and draft normally in the round given up to keep
that player.

Teams will sacrifice draft picks according to the rules below in order to keep a player for the following
season:

 A team may elect to keep up to one player that was initially drafted or kept in the first, second,
or third round of the previous year’s Draft. If a team elects to keep this player, the team forfeits
their first round draft pick for the current season. This Keeper will be added to the team’s roster
before the Draft and the owner will not participate in the first round of the Draft.

o There will be no additional Keeper Penalties applied to a player that is kept in place of a
team’s first round draft pick. If a player choses to keep a First Round Draft Pick, that
player may be kept as a First Round Draft Pick indefinitely if an owner chooses.

o In the rare event that an owner chooses to keep two players that were drafted or kept
in Round 4 as well as a player that was drafted or kept in one of the first 3 Rounds of the
previous year’s draft, the owner will sacrifice their draft picks for the first 3 rounds of
the draft to keep these three players. To compensate for this adjustment, the owner will
be the last member to draft in the Fourth Round of the draft (regardless of finishing
position). After the Fourth Round, the normal draft order will resume.

 The order in which those players are kept in will be determined by their average
draft position, or ADP2, of the two Round 4 keeper selections. The player with
the higher ADP will be kept in place of the owner’s Round 2 Draft Pick and the
other in place of the owner’s Round 3 Draft Pick.

 A team may elect to keep up to three players that were drafted or kept between Round 4 and
Round 18 or any player that was initially picked up on free agency. Note that a player that was
drafted and subsequently dropped from a team and picked up on waivers or as a free agent by
another team (or the same team) is still considered a player that was drafted and is treated as
such. If a team elects to keep one or more of these players, the team forfeits the round that
player was drafted or kept in during the previous year’s Draft plus two rounds (e.g. if a team
chose to keep a player drafted or kept in the 10th Round of the previous year, the team will
forfeit their 8th Round Draft Pick in order to keep that player). If one of the players being kept
was initially picked up as a free agent or was initially drafted in Round 13 – Round 15, the team
will forfeit their 11th Round Draft Pick. If more than one player that was initially picked up on
waivers, free agency, or was drafted in Round 13 or later is kept, the team forfeits their 10th and
11th Round Draft Pick, or their 9th, 10th, and 11th Round Draft Pick. In this circumstance, the
player(s) with the higher ADP will be drafted in place of the earlier Round(s).

o If a team choses to keep a player that was drafted in the 13th Round or later as well as
one or more players picked up in free agency, the team will forfeit their 10th and 11th
Round Draft Pick or their 9th, 10th, and 11th Round Draft Pick to keep those players. In
this circumstance, the player(s) with the higher ADP will be drafted in place of the
earlier Round(s).

o If a team chooses to keep two players that were drafted or kept in the same Round
(Round 4 – Round 12) of the previous year’s Draft, ADP will be used to determine which
player is kept in the Round that is three rounds prior to where the player was drafted or
kept and which will be kept in place of the round two rounds prior to where the player
was drafted or kept (e.g. If two players that were initially drafted in the 11th round are
being kept, the player with the higher ADP will be kept in place of the 8th Round Draft
Pick and the other will be kept in place of the 9th Round Draft Pick).

 In the unlikely event that an owner chooses to keep three players that were
drafted or kept in the same Round (Round 4 – Round 12) of the previous year’s
Draft, ADP will be used to determine which player is kept in the Round that is
four rounds prior to where the player was drafted or kept, which will be kept in
the Round that is three rounds prior to where the player was drafted or kept,
and which will be kept in the Round that is two rounds prior to where the player
was drafted or kept (e.g. If three players that were initially drafted in the 11th
round are being kept, the player with the highest ADP will be kept in place of
the 7th Round Draft Pick, the player with the next highest ADP will be kept in
place of the 8th Round Draft Pick, and the other will be kept in place of the 9th
Round Draft Pick).

Note that each owner may keep a maximum of three players. If an owner chooses to keep a player from
the first, second, or third round of the previous year’s Draft, that owner may keep a maximum of two
players that were drafted in subsequent rounds (Round 4 – Round 18) of the draft. If an owner neglects
to keep a player from the first, second, or third round of the previous year’s Draft, that owner may elect
to keep up to three players that were drafted in subsequent rounds (Round 4 – Round 18). The previous
year’s draft order can be found in Appendix A.

Free Agents, Waivers, and Trades


Every week owners will be able to pick up players not currently owned by any team to add to their
roster. If a player was dropped by another team, that player is available on Waivers for 24 hours. This
makes it so that every owner has the opportunity to evaluate the player and decide whether or not they
are interested in adding that player to their roster. If more than 24 hours have passed since a player was
dropped or if that player has never been on a roster, a team may add that player as a Free Agent
immediately.

The Mehul Clause: There is no limit to the number of Waiver or Free Agent transactions made by a team
each week as long as the number and composition of players on a team’s roster is consistent with the
description in the Roster section.

Owners may not add free agents or make waiver additions to their rosters during the off season. Teams
will be locked one week after the Championship Matchup to ensure rosters cannot be adjusted based on

off-season changes or news. The team an owner finishes the season with is the team they are allowed to
select their keepers from.

The Corey Tehan Memorial Fantasy Football League determines the waiver order by inverse order of
standings. Each week, the waiver order is reset to match the inverse order of standings and remains a
rolling waiver order (owners that make a successful waiver claim go to the back of the order) until the
next week begins. This method is intentionally biased toward teams with the worst records to help
balance the league and increase competition.

Owners may choose to trade any number of players throughout the season until the trade deadline
which shall be before the start of Week 13 (November 27, 2019). After the trade deadline, teams may
no longer trade with each other but may still obtain players from Waivers and Free Agency. Owners also
have the opportunity to trade draft picks, but only for the following season. Owners may make as many
trades involving draft picks as they choose. However, owners my not have more than one additional
first, second, or third round draft pick to ensure balance and parity in the league for both the current
season and future seasons (i.e., an owner may never have more than four total picks in the first three
rounds of the draft and may never pick more than twice in each of the first three rounds). In a trade
involving draft picks, each owner must trade an equal number of draft picks so that no owner has more
or fewer than 16 draft picks. Trades involving only draft picks for one or both sides are not permitted.

Trades in the Corey Tehan Memorial Fantasy Football League are processed immediately and
subsequently evaluated by a Trade Review Board (within 24 hours of the trade). This board is composed
of 3 members with 3 alternates and is responsible for evaluating every trade that occurs to ensure there
is no collusion and neither owner was missing information before accepting the trade. The trade review
board will use only these two reasons for reversing a trade. The trade review board and their alternates
is a volunteer group of league members that will be finalized before the draft. The trade review board
must include 1 Commissioner and the other commissioner will be his alternate. Alternates are identified
and will be responsible for evaluating trades one or more of the board members is involved in.

Off-Season trading will be allowed in the Corey Tehan Memorial Fantasy Football League. Waiver and
free agent acquisitions will be suspended one week after the Championship Matchup and remain
deactivated until the following season’s Draft. Owners may not pick up free agents prior to the draft.
Trading will be activated at least two weeks prior to the Draft so that owners can trade with one
another prior to the draft. Trading will be suspended when Keeper Selections have been submitted to
the league managers and will resume after the Draft is complete.

Playoffs (Playoffs!?)
All of the teams participating in the Corey Tehan Memorial Fantasy Football League will participate in
post-season Playoff Bracket. The results of these Playoff Brackets will determine the winner of the Corey

Tehan Memorial Trophy (or what’s left of it after it was destroyed on the way to Garrett in Korea), 1st
and 2nd place prizes, the team with the first overall pick of the following year’s Draft, and the winner of
the Golden Potato Trophy. There will be three weeks of post-season play to occur during Week 14 -
Week 16.

Winner’s Bracket
The top six teams (determined by record, and total points scored in the event of identical records, at the
end of Week 13) will qualify to play for the Corey Tehan Memorial Trophy and 1st and 2nd, Place Prizes.
The two teams with the best regular season records (points scored being the tie breaker) qualify for an
automatic first week bye and will not play during Week 14. The Winner’s Bracket is played in a standard
single-elimination format. If a team playing in the Winner’s Bracket loses, that team is finished for the
season.

 The two teams that lose in Week 14 will finish in 5th and 6th place. Of the two teams, the team
that has the most points scored as of Week 13 will finish the season in 5 th Place and the other
will finish the season in 6th Place. These teams will not play in Week 15 or Week 16.

 The two teams that lose in Week 15 will finish in 3rd and 4th place. Of the two teams, the team
that has the most points scored as of Week 13 will finish the season in 3 rd Place and the other
will finish the season in 4th Place. These teams will not play in Week 16.

 The winner of the Championship Matchup in Week 16 will finish in 1st Place and be crowned the
champion of the Corey Tehan Memorial Fantasy Football League and be awarded the Corey
Tehan Memorial Trophy, the Burgundy. The loser of the Week 16 Championship Matchup will
finish in 2nd Place.

Skip Holtz (DAMN!) Bracket


The bottom six players (determined by record, and total points scored in the event of identical records,
at the end of Week 13) will qualify to play in the Skip Holtz (DAMN!) Bracket and a chance to make the
first pick of the following season’s Draft. Of the bottom six teams, the two teams with the best regular
season records (points scored being the tie breaker) qualify for an automatic first week bye and will not
play during Week 14.

 In Week 14 the team in 9th place will play the team in 12th place and the team in 10th place will
play the team in 11th place.

 The two teams that lose in Week 14 will play each other in Week 15. The loser of this matchup
will finish the season in 12th Place and be awarded the Golden Potato Trophy. The winner of this
matchup will finish in 11th place. These teams will not play in Week 16.

 The two teams that lose in Week 15 will finish in 9th and 10th place. Of the two teams, the team
that has the most points scored as of Week 13 will finish the season in 9 th Place and the other
will finish the season in 10th Place. These teams will not play in Week 16.

 The winner of the Skip Holtz (DAMN!) Bracket in Week 16 will finish in 7th Place and earn the
first overall pick of the draft (see below for more details). The loser of this matchup will finish in
8th Place.

Everyone in the Skip Holtz (DAMN!) Bracket will draft in a different position during one of the early
Rounds (Round 1, Round 2, Round 3, or Round 4) of the Draft than they normally would in any other
round of the draft. This is done to reward the top two teams in the Skip Holtz (DAMN!) Bracket with the
first overall picks in the draft.

 The winner of the Skip Holtz (DAMN!) Bracket will be awarded the first pick of the first round of
the Draft that he or she is not sacrificing to keep a player.

 The owner of the team that came in 8th place will be allowed the second pick of the first round
of the Draft that he or she is not sacrificing to keep a player.

 The owner of the team that came in 9th place will be allowed the third pick of the first round of
the Draft that he or she is not sacrificing to keep a player.

 The owner of the team that came in 10th place will be allowed the fourth pick of the first round
of the Draft that he or she is not sacrificing to keep a player.

 The owner of the team that came in 11th place will be allowed the fifth pick of the first round of
the Draft that he or she is not sacrificing to keep a player.

 The owner of the team that came in 12th place will be allowed the sixth pick of the first round of
the Draft that he or she is not sacrificing to keep a player.

In these unique Rounds the draft will take place normally with the expectation of the player(s) that are
drafting out of order. These players will automatically take the position (First, Second, Third, Fourth,
Fifth, or Sixth pick) in the earliest applicable Round and the Draft order will shift accordingly.

Winners
 The Winner of the Winner’s Bracket (1st place) will be awarded the Corey Tehan Memorial
Trophy, a jersey of their team’s MVP, and the sum of $2703.
o The Winner may select the player they believe was their MVP. This could be the player
that carried their team through the toughest parts of the season, the player that gave
them the extra push needed to win in playoffs, or just a homer pick of a player on their
roster that plays for their favorite team.
 The First Runner-Up of the Winner’s Bracket (2nd place) will receive a sum of $100.
 The Winner of the Skip Holtz (DAMN!) Bracket (7th Place) will be allowed the First Overall Pick of
the Draft (See Playoffs Section)
 The Loser of the Skip Holtz (DAMN!) Bracket (last place) will receive the Golden Potato Trophy.

3 $370 is reserved for the Winner. If the winner chooses a jersey that costs more than $100, the $270 cash
payout will be used to cover the additional cost of the jersey. If the winner chooses not to take a jersey for
their team’s MVP they are considered to be a greedy piece of shit by the rest of the league and will be
awarded the full $370 cash payout.
