Back Mountain Tie Recloser Scheme

The purpose of the tie recloser scheme is to transfer load from either Glenview or
Dallas Substations when a permanent transmission line fault occurs feeding
these subs. Bank breakers 361 or 368 will open and allow the tie reclosers to
close in restoring power to all the distribution feeders. The following events are
programmed to occur:

1. Breaker 361 or 368 will trip to lockout due to a permanent fault on the
transmission lines feeding into them.
2. At the same time when 361 or 368 trip, feeder breakers 350 on the Dallas
side or feeders 370 and 372 on the Glenview side trip out to lockout.
3. If Glenview 372 trips to lockout, the transfer scheme associated with circuit
372 will start (see its load transfer scheme specs).
4. Sensing a loss of voltage on either side of the reclosers, the tie reclosers will
close after a programmed time has expired.
5. At this point, either all of Dallas or Glenview feeders have been picked up by
the other sub. For a Dallas sub interruption, breaker 8004 picks up feeder
1930 and 1954. Breaker 370 will pick up feeder 350. For a Glenview sub
interruption, breaker 350 picks up feeder 370 and breaker 1930 picks up
feeder 8004. Breaker 372 remains open and its load is picked up by the
other transfer scheme.
6. To restore the system back to its normal configuration, both tie reclosers will
have to be reset manually and opened.
Note: If Huntsville feeder 242 is tied to feeder 1954 in Dallas, It will be necessary
to trip breaker 1954 when breaker 361 trips and prevent breaker 8004 from trying
to pick up Dallas feeders 1930,1954, and Huntsville 242.
