TOUR REPORT ON CAPACITOR BANK ISSUE AT JLM, JAGGAYYAPETA ON 07.11.

2023

The following are the observations during complete checking of Capacitor banks at JLM, Jaggayyapeta
on 07.11.2023 alongwith Sri. Devoji & 3 contract workers in the presence of Sri. B.U.V.N. Raju garu,
DGM(Mech) I/c JLM.

1. Two banks (1 & 4) were in ON position and balance 2 banks (2 & 3) are in OFF position.
2. Normal current of 60A is being drawn by capacitor bank & at that time plant is in Operation.
3. Instantaneous PF is around 0.99 lag (during plant operation).
4. After stopping of plant, the Capacitor bank stopped and complete cleaning was done.
5. On physical inspection, one Capacitor & 6 fuses of 31 A in bank no 3 are not available.
6. 2 lightening arrestors & 3 surge suppressors are also not available in bank no 3.
7. Gaskets of Series reactors of banks 2 & 3 are completely damaged and needs to be replaced to
arrest oil leakage from tank & bushings. Oil to be Filtered / replaced. As facilities for
replacement of gaskets & oil filtration are unavailable at JLM, approval may be sought for off-
loading the job.
8. Incoming cable of bank no 2 was in disconnected condition in series reactor.
9. The series reactor of bank 2 was meggered for finding healthiness of reactor and found one
phase (Extreme left when facing reactor terminal box) showing zero MΩ. Hence, this reactor has
to be rewinded. As facilities for rewinding and oil filtration are unavailable at JLM, approval may
be sought for off-loading the job.
10. Fuses of bank no 2 (06 nos) were checked and found in order.
11. Three capacitors of bank 02 & two capacitors of bank 03 were checked and found working.
12. RVT connections and busbar (for Delta connection and fuses installation were disconnected and
to be taken up in bank no 3 for bringing bank no 3 in to operation.
13. The capacitor bank room was very hot due to temperature emitted from reactors and the
available exhaust fans are to be brought into operation for healthiness of equipment.
14. Series reactors of Banks 2,3 & 4 are to be painted once to arrest damage of tanks due to
moisture.
15. One set of fuses are missing in Isolator panel no.3 and to be provided to operate bank no. 3.
16. After all required checks, again banks 1 & 4 were switched ON. The isolator of bank 01 is not
getting ON sometimes which may be maintained once for smooth operation.
17. The neutral displacement relays available for all 4 banks, but as the capacitors are connected in
Delta connection, neutral is not available for bringing these relays in to operation.
18. The reason for low PF in recent days may be due to oversight of Electricians on duty during plant
/ Wagon loading operations and not switching ON after the Power restoration from EB.
19. It is suggested to put one bank in ON during non-operating Plant / WL and two (02) banks in ON
during plant / WL operation to maintain desired PF 0.95 lag (minimum).
20. To avoid the low PF condition, it may be required to post an observer at MRSS during Plant /WL
operations to inform concerned to switch ON the Capacitor Bank after restoration of power
from EB.
