THESIS PROPOSAL
Abstract

TITLE : PROJECT AGILA (Philippine national space research and development center)
STUDENT NO. : 140-0099
DEGREE : BACHELOR OF SCIENCE IN ARCHITECTURE

I. BACKGROUND OF THE STUDY

The Philippines needs to address and embark on developing space technology to keep up for the rest of the world
and address national security issues. There is a need to develop local capabilities, both in terms of human resources
and infrastructure, to sustain space research and development. Developing space technology is highly beneficial
and advantageous for the economy and the nation in the long run. As of now Philippines are facing challenges on
space research and development; The Philippines has no direct access to space (e.g. satellites, launchers etc.),
Despite having two orbital slot allocations, we do not have any satellite in orbit, The country has a very small pool
of trained astrophysicists, space scientists and engineers, No existing full capability to develop rockets and payloads
to high altitudes and outer space, The Philippines is not a signatory to most international space treaties and currently
has no space agency to implement a cohesive space development strategy.
Hopefully last August 8 2019, President Rodrigo Duterte has signed into law the "Philippine Space Act," creating
the Philippine Space Agency to address all national concerns related to space science and technology. Under
Republic Act No. 11363, the Philippine Space Agency, or PhilSA, will be the central government agency addressing
all national issues and activities related to space science and technology applications.

II. PROJECT TITLE

PROJECT AGILA (Philippine National Space Research and Development Center)

III. PROJECT CONCEPT AND DESCRIPTION

The concept of the project is to create a facility that will serve as a center for space research and development
Focusing on space explorations that will utilize space science and technological advancements that will enhance
rapid scientific growth being aware on its value and benefits to enhance the country’s national security, to
enhance its hazard management and disaster mitigation strategy as well as ensure the nation’s resiliency to
climate change and etc. It will also increase the awareness of public on tis value and benefits.

IV. PROJECT RATIONALE

The proposed project will develop and utilize space science and technological facilities to enhance rapid scientific
growth that will focus on conducting research and development in vital areas of space science, technology and
allied fields. It aims to establish a sustainable pool of trained space scientists, engineers and communicators that
will be critical for the country’s future space program and increasing public awareness on its value and benefits.
Therefore the Philippines can preserve and enhance the country’s national security and promote development that
is beneficial to all Filipinos.
