Site Index 2.3 Develop Schematic Design Alternatives

Utilizing Final Design Concepts, develop Schematic Design Alternatives that meet all Project Program and
Sustainability requirements, address contextual parameters, and do not exceed available construction
funding.

Prepare the Class C Construction Cost Estimate for each Schematic Design Alternative using the Class C
Construction Cost Estimate Template and Instructions.

2.4 Prepare Draft EA or EIS

When directed, prepare draft EA or EIS document and related compliance documentation (Biological
Assessment, Statement of Findings for Wetlands and/or Floodplains), as required.

When directed, prepare draft Memorandum of Agreement (MOA) or Programmatic Agreement (PA) for State
Historic Preservation Officer (SHPO) / Tribal Historic Preservation Officer (THPO) and, if necessary, Advisory
Council on Historic Preservation (ACHP).
