VIII. Rationale:

The Provincial Development and Physical Framework Plan (PDPFP) provides a


basis for the medium-term development planning and annual budgeting for judicious
spending of scarce resources. With the PDPFP in place, the Executive-Legislative
Agenda (ELA) can be considered as one of its implementing instruments. This ELA is a 3-
year program of action crafted based on the priorities and thrusts of newly or re-
elected Local Chief Executive and Sanggunian Members in the context of the vision,
goals and objectives of the Local Government Unit (LGU). Likewise, this will serve as a
guide to LCE and Members of the Sanggunian in the development of the province for
the duration of their 3-year term of office.

However, before the ELA will be formulated, approved and adopted both the
Executive Agenda (EA) and the Legislative Agenda (LA) will have to be formulated,
approved and adopted by both the executive and legislative offices of the provincial
government of La Union and reconciling them into the ELA.

With the executive offices workshop on the formulation of the EA during the
second week of August, 2019, the Sangguniang Panlalawigan through the Offices of
the Vice Governor, all the 13 Sangguniang Panlalawigan Members and SP Secretariat
will conduct a the workshop on the formulation of the LA and set the same as the
pakage of priority policies and legislative measures designed to support local
development priorities, particularly those contained in the EA for 2019-2022. It will serve
as a roadmap to guide the Sangguniang Panlalawigan in identifying, analyzing and
formulating solutions to problems and issues requiring public policy action. Since the LA
is a list of prioritized ordinances and resolutions for enactment for CY 2019-2022, it will be
used as the focus of work of the Sangguniang Panlalawigan during the said period and
to synchronize and converge legislative actions with the EA priorities.

Moreover, pursuant to Section 106 of the Local Government Code of 1991


mandating each local government unit to prepare a comprehensive multi-sectoral
development plan to be initiated by its local development council and approved by its
Sanggunian. This is further strengthened under DILG Circular 2019-96, which directs the
participation of all elected officials in the 2019 Program for Newly Elected Officials and
under its 3rd component is the creation of the roadmap for LGU development. These
reasons require therefore that the Sangguniang Panlalawigan conducts this seminar-
workshop of legislative agenda formulation.

IX. Objectives:

At the end of the series of workshops and consultations, the participants shall
have:
1. been able to revisit the vision/mission and strategic thrusts of the province;
2. been able to re-formulate policies, strategies, goals and objectives
responsive to current situation and with due consideration given to the
priorities of the LCE and the Sanggunian and to consider its alignment to
regional, national and international priorities;
3. been able to identify and prioritize legislative measures needed in the
implementation of programs and projects within the term of the local
elective officials as well as other priority policies and policy
recommendations based on the assessment on the implementation of
previous ordinances; and
4. been able to review the immediate past legislative agenda and identify
new, additional or revise legislative requirements and actions to make
them consistent with the goals, objectives, thrusts and priorities of the LCE
and the Sanggunian.

X. Methodology:

The objectives will be realized through a series of public consultations and


workshops involving the members of the different standing committees of the
Sangguniang Panlalawigan and their counterparts in the Governor’s Cabinet, Line
Agencies/Civil Organizations/NGOs and Sector Technical Representatives as follows:

a. Focus Group Discussions of SP Committees by FERO Sector; and


b. Legislative Agenda Formulation Workshop;
