1.1 Project Location and Area


1.1.1 Project Location
Ang Panay River Basin Integrated Development Project ay isang pangkaunlarang plano sa dakong
hilagang-silangan ng Isla ng Panay na nabibilang sa Rehiyon 6 o Kanlurang Bisaya. Ito ay
sumasakop sa malaking bahagi ng Capiz at ilang munsipalidad sa lalawigan ng Iloilo. Ang nasabing
basin na pangunahing konsiderasyon sa proyekto ay siyang nagdurugtong sa katimugang Iloilo at
kanlurang bahagi ng Panay. Ito rin ang nagsisilbing “boundary” ng naunang dalawang nabanggit na
lalawigan sa probinsya ng Antique.

1.1.2 Accessibility of Project Site


The Project Area is accessible from either Roxas City in the Province of Capiz or Iloilo City. From
Iloilo City, the Project Area is approximately 3 hours via land route passing through either the Iloilo-
Capiz Road passing though the Municipality of Jamindan or the Municipality of Dumalag. From Roxas
City, the Project Area is approximately 1.5 hours via land travel passing though the Municipality of
Jamindan or the Municipality of Dumalag. Public transport from the project area to the Poblacion of
the Municipality of Tapaz is limited to jeepney with a limited number of trips. Road leading to the
Project Area from the National Road is mostly unpaved and sometimes impassable during heavy
rains.

1.1.3 Direct and Indirect Impact Areas


Ang lugar ng pag-aaral ay sumasaklaw sa tinukoy na mga direktang lugar ng epekto tulad ng
lokasyon ng mga iminungkahing dam, ang lugar ng reservoir, at ang kahabaan ng mga kanal. Ang
mga iminungkahing service area ng proyekto ay isinasaalang-alang din bilang mga sekundaryong
lugar na maapektuhan ng proyekto.

1.2 Project Rationale

Marami nang pagaaral ang ginawa para sa Panay River Basin tungkol sa tubig, agrikultura, pag
control sa baha, multipurpose dam, hydropower at supply ng tubig. Ang pinakaunang ginawang
pagaaral ay makikita sa Japan International Cooperation Agency (JICA) Integrated Master Plan nung
taong 1985. At ang pinaka huling pagaaral ay ginawa noong Disyembre taong 2014 sa Integrated
Management and Devlopment Master Plan para sa Panay River Basin. Sa taong 2015 ay binuo ng
NIA ang Feasibility Study para sa pag taguyod ng irigasyon at pagkontrol ng baha. At sa taong 2016
ay binuo naman ang Feasibility Study para sa Dams at Canals para sa PRBIDP.

Ang mga istrukturang itatayo na nangangailangan ng Environmental Compliance Certificate base sa


Philippine EIS System. Ang proyekto ay magkakaroon ng mga sumusunod:

 Pagtayo ng High Dam at appurtenant structures;


 Pagtayo ng Afterbay Dam
 Pagtayo ng irrigation at drainage facilities na magbibigay serbisyo sa 26,800 ha na mga
taniman na lupa;
 Pagtayo ng kalsada para sa pagdelbver ng produktong pangagrikultura. agricultural products.

Magbibigay din ng tubig para sa pag develop ng fisheries, kuryente at karagdagang supply ng tubig.

1.3 Resource Utilization

Ang proyekto ay kukuha lamang ng alternatibong pinagkukunan ng kuryente, tubig at materyales


pangkonstraksyon sa oras ng pagbuo ng mga dam at kanal. Ang mga materyales ay binubuo ng clay
at rockfill na kukuhanin sa mga proposed quarry site malapit sa mga dam site. Siyam (9) na
possibleng lokasyon para pagkuhanan ng materyales ang naisaad sa report

1.4 Project Components

Ang proyekto ay binubuo ng maraming components at ipinapakita sa Error! Reference source not
found.. Ang development plan para sa proyekto naman ay ipinapakita sa Figure 1-3 at ang mga
impact areas naman ay ipinapakita sa Figure 1-2.

1.4.1 Irrigation
Ang proyekto ay magbibigay ng irigasyon sa lupang may sukat na 26,800 ha sa tagulan at 18,773 ha
naman sa taginit.

1.4.1.1 Dams and Reservoir


Ang Panay High Dam ay isang multipurpose dam na magsisilbing imbakan ng tubig para sa irigasyon,
tubig na ginagamit sa bahay, kuryente at pag pigil ng baha. Ang dam ay isang Rockfill type dam na
may taas na 112 meters and taas mula sa ilog na 102 m. Ang afterbay dam naman ay magsisilbing
tagaregulate ng tubig para sa mga nasabing components ng proyekto. Ito ay isang Roller Compacted
Concrete na may taas na 34 m mula sa tubig ng ilog at kabuoang taas na 40 m.

1.5 Process Technology

Ang pamantayan sa pagtukoy ng mga opsyon para sa dam siting at disenyo ay topology, pedology at
heolohiya. Kabilang sa iba pang mahahalagang kansiderasyon ay ang laki ng reservoir, mga
nakapalibot na istruktura at gastos. Ang Panay River Basin Updated Master Plan ay nagpakita ng
walong posibleng mga lokasyon ng dam. Ang mga alternatibong lugar ay matatgpuan sa itaas na
bahagi ng Panay River, Badbaran River, Mambusao River at Maayon River.

Ang ipinanukalang lugar ng mga dam at mga kanal ay batay sa pag-aaral ng pagkontrol ng baha na
isinagawa ng Department of Public Works and Highways (DPWH) noong 1985 na may teknikal na
tulong mula sa Japan International Cooperation Agency na may layuning magbigay ng patubig,
domestic water supply at Pagkontrol ng baha sa lugar ng proyekto.

Lokasyon ng Dam - Ang ipinanukalang lokasyon ng high dam at afterbay dam ay pinili dahil mayroon
itong pinakamaliit na seksyon at pinakamataas na imbakan ng reservoir.

Development Design. Ang ipinanukalang lokasyon ng High Dam ay isang makitid na bangin na may
matigas na dalisdis sa parehong abutments. Ang mga katangian ng site na ito ay angkop para sa
isang sementadong uri ng dam. Gayunpaman, ang pagsisiyasat sa geologic na katangian ng lugar ay
nagpapakita na ang itaas na bahagi ng rock formation ay nasa ilalim ng 10 hanggang 15 metro ang
kapal ng deposito ng alluvial at may mababang kapasidad ng 300 hanggang 600 kPa na kung saan
ay nangangailangan ng roller compacted concrete dam o rockfill type ng dam.

Ang taas ng dam at sukat ng reservoir ay dinisenyo batay sa resulta ng rainfall data simulation sa
loob ng 37 taon para sa iba't ibang mga elevation ng surface water, mula sa 145 hanggang 160 masl.
Ang iba pang mga konsiderasyon ay ang pangagaialngan ng tubig ng mga pananim at pagtatasa ng
hydrology.

1.6 Project Size

Ang proyekto ay magbibigay ng irigasyon sa lupang may sukat na 26,800 ha sa tagulan at 18,773 ha
naman sa taginit.

2 SUMMARY OF MAJOR IMPACTS

Ang mga pangunahing epekto ng proyekto at ang mga posibleng epekto pagkatapos maisakatuparan
ang mga mitigating measures ay ibinuod sa bawat yugto ng proyekto at makikita sa Table 6.

Ang bahagi ng konstruksiyon ay binubuo ng pagtatayo ng mga dam at mga kanal. Ang mga
pangunahing epekto ay nauugnay sa mga gawaing pagtatayo tulad ng pagka-aalis ng mga halaman,
epekto ng paghahatid ng mga materyales at kagamitan sa konstruksiyon, at pagguho ng lupa.

3 PROJECT STAKEHOLDERS

Ang mga maapekjtuhan ng proyekto ay ang mga sumusunod:

4 PROJECT PROPONENT'S STATEMENT OF COMMITMENT

Bilang isang ahensya ng gobyerno na binigyang mandato para makagawa ng Dam at Irrigation
Projects, ang National Irrigation Administration ay mayroong angkop at sapat na kakayanan upang
ipatupad ang mga mitigating measures para maiwasan o malimitahan ang mga epekto ng mga
negatibong impacts ng Panay River Basin Integrated Development Project.
