II. RATIONALE

Barangay Palili is one of the coastal barangays located in the eastern portion of the Municipality of Padada.
It is resided with 264 households where the main source of living of the household heads is fishing, livestock or
value crops production. The major crops in the area are coconut and underneath are planted to variety of value
added crops such as banana and mango. Large track of lands located near the seashore were developed into
fishponds and every year it will harvest tons of milk fish and tilapia.

This barangay has a total barangay road network of about 10 kilometers. It has one major road which is the
main entrance and exit of the residents, the Ciriaco Lanticse Road. It has a total length of more or less 3 kilometers
that stretches from Makar National Highway down to the end border which is a fishpond area. This road can be
passed by transport vehicles ranging from 2 to 18 wheelers. In general, this road is used by the barangay for their
economic and social endeavors.

As per experienced, Palili is constantly flooded during heavy rainfall and would took few weeks before it
will subside. This causes the roads to be damaged due to the presence of stagnant water. Not only the roads but a
critical damaged to livestock, coconut and other crops resulted to income deficiency. Skin diseases and dengue
cases due to flooding incidence in the area were also revealing based on the records coming from the Padada
Municipal Health Office.

In order to address flooding problem the municipality is aiming to concrete the Ciriaco Lanticse Road
design with a drainage canal. A cross drain from a higher level ground will be installed where water will flow down
to the drainage canal alongside the concrete road. The plan is to drain the flood water to the dikes of fishponds
going to the sea.

This proposal is in line with the disaster and calamity preparedness program of LGU Padada. Hence, this is
presented for funding support from national government.

III. PROJECT SCOPE

The scope of the project is the concreting of Ciriaco Road at Barangay Palili, Padada Davao del
Sur. The construction will start from the national highway down to the end border of the road which is a
fishpond area. The total road concreting and drainage canal construction is about 3 kilometers in length
and more or less 20 meters in width. Completion of the project will accommodate transportation service
of the neighboring coastal Barangays of Lower Limonzo and Barangay Palili, Sulop, Davao del Sur.

The project is infrastructure in nature hence manpower, equipment, engineering works and
designs is very significant to the completion of the project.

IV. PROJECT OBJECTIVES


The general objective is to mitigate if not resolve totally the flooding occurrence of Barangay
Palili and uplift the economic and social conditions.

Specifically it aims for the following:

1. to construct a concrete road network with a drainage canal;


2. to diminish flooding incidence in the barangay;
3. to have a passable road at all weather conditions;
4. to save coconut trees, other value crops and livestock from further loss; and
5. convenient travel of barangay residents outside and vice versa with lesser time consumed;

V. FINANCIAL ASPECT

The proposed project requires an estimated amount of P50,000,000.00 for the concreting,
gravelling, drainage canal and installation of culverts activities. Detailed Program of Works is hereto
attached for perusal. Funding for the said amount will be sourced-out from the National Government.

VI. MANAGEMENT ASPECT

During the construction phase, it is expected that the LGU will hire a contractor to do the
construction activities because of the scarcity of heavy equipment. The municipal engineering office will
provide the structural design and program of works as part of the whole project plan that will be
followed by the contractor.

Inspection and monitoring of the project will be jointly participated by the funding agency and the
LGU. Physical accomplishment will be the basis for the release of payment for the billing of the
contractor.

When the project will be completed, the maintenance will be jointly shouldered by the Local
Government Unit of Padada and the Barangay Government of Palili.

VII. SOCIO-ECONOMIC DESIRABILITY

In general, the construction of a concrete road with drainage canal will have a great impact to
the people of Palili because it will improve their economic and social endeavors. High flooding incidence
will be lessen and damaged to crops and properties will be prevented. Fish and agricultural crops farmers
will be eased from their labors of transporting their fish, coconut and livestock produce. Aside from this,
farmers will probably save time and effort of delivery because traders will possibly be encouraged to go
to the harvest area once the road is concreted.

Business opportunity in the barangay will be trending since the concreting of road with a
drainage canal will free the barangay from the hazard of flood effects. As a consequence it will definitely
influence businessmen to establish business center at Barangay Palili.
