Introduction

A Juvenile means a child or a minor. They are the ones who’s not over 21 years
of age. They also cannot be regarded as an adult. At this age, children should be
enjoying their youth, free, and maturing. But according to Philippine National Police
(PNP) due to poverty, a lot of youth here in the Philippines are involved in crimes.
Children who committed a crime are called CICL (Children In Conflict with the Law).
Minimum Age of Criminal Responsibility in the Philippines is 15 years of age. Children
Below the Age of Criminal Responsibility shall be exempt from criminal liability & shall
be immediately released to the custody of his/her parents or guardian. Children at the
Age of Criminal Responsibility which is 15 to 18 years of age. Children will be taken into
custody and will be brought to a correction center or a rehabilitation center. They shall
undergo diversion programs while undergoing court proceedings.

Sonoma County Sierra Juvenile Center
Santa Rosa, California
This project was designed by The Design Partnership Firm (Architects + Planners).
The Sierra Center was developed and running in 1970 at the Sonoma Country
Adolescent Program. This unique center is a ranch/camp program that is designed
especially for female juvenile offenders from ages 12-18. As the center proved great
success, it was recommended that they also accommodate male offenders. By, 1981,
the center was open to both female and male offenders.
The purpose of the center was aiming to encourage involvement between the juveniles
and the residents of the community to provide a unique interaction between them. This
interaction demonstrated to be highly successful and thus encouraged the development
of aftercare programs. The program provide support, structure, and accountability to the
juveniles and their families to motivate them to have a better future and guarantee an
easy transition to homes.
