3Ks “Kaunlaran ng Kasaysayan at Kultura”: A Historical and Cultural Hub

“An integrated Cultural Education and Cultural Complex in Arts and

Culture”

Abstract

Calabarzon, formally known as Southern Tagalog Mainland and

designated as Region IV-A, is an administrative region in the Philippines.

The region comprises five provinces: Cavite, Laguna, Batangas, Rizal, and

Quezon; whose names form the acronym CALABARZON. Its regional

center is Calamba in Laguna.

It is situated just south of Metro Manila in southwestern Luzon,

the region is the most populous in the Philippines, having 14,414,774

inhabitants in 2015, and is also the country’s second most densely

populated. Prior to its creation as a region, Calabarzon, together with

Mimaropa, formed the historical region known as Southern Tagalog, until

they were separated in 2002 by virtue of Executive Order No. 103.

The region is home to some of the most important Philippine

historical figures, most notable of which is the Philippines’ national hero,

Jose Rizal, who was born in Calamba.

The Calabarzon Region is rich in tangible and intangible cultural

resources. Whereas, the tangible cultural heritage are the physical

artifacts, historical places, structures, and monuments that is considered

worthy of preservation while the intangible cultural heritage is seen from

the practices, representations, expressions, knowledge, and skills that

communities and groups recognized as part of their cultural heritage.

Despite of its rich and abundant culture, there is a limited

awareness and low appreciation on the culture heritage that leads to

limited participation of community in advocating the culture. Also, due to

the lack of coordination, promotion and programs of the cultural heritage

that inhibits it from progressing.

Under of our president Duterte’s program, the enhancing the

social fabric “pagmalasakit” which promotes the Philippine culture and

values, the researcher follow the said program to enrich and promotes the

region’s cultural resources through proposing a historical and Cultural Hub

that integrates the education about the culture and showcasing and

promoting the culture and indigenous people of different provinces that

will accommodate the whole region of Region 4- Calabarzon.

The proposal is composed of cultural education and training

facilities that provides and promotes knowledge in the visual arts, dance,

drama and music, media, literature and heritage. Also, culture-related

entertainments facilities like auditorium, theatres, exhibition and galleries

to showcase the arts and cultures to audience and community.

The proposal will help to increase the culture’s recognition and

development as well as it adds to the economy value. Moreover, the

project will conserve and preserve of the cultural and traditional practices

over the generation that will gain more awareness and appreciation from

the fellow Filipinos especially with younger generation.

KKK (Kaunlaran, kasaysayan at kultura): A Cultural Hub

“An integrated Hub for Education, Culture & Arts”

Abstract

The proposal provides education about the culture. This offers

classes for visual arts, dance, drama and music, media, literature and

heritage of region’s provinces. There will be facilities for education for arts

and culture that will compose of classrooms, studios, libraries, and

workshops. This is for the people who are interested in knowing the arts

and culture of country, it may locals or tourists.

The proposal also intends to make the indigenous people or

ethnic tribes to spread their own heritage to make the local people

especially the youth to learn about them and their tradition. This could be

their tangible and intangible cultures.

Other components for the cultural-entertainments are

auditorium, theatres, exhibition, amphitheatre, halls and galleries to

showcase and exhibit the performance and creation to audience and

community. This will be the gateway to introduce, recognize and exhibit

more of their arts and crafts and also their skills and talents. In addition,

this will attracts tourist and increase the tourism of the region that will

help its economy value and social impact.

Site

The site for this proposal is located on the central province of

the region Calabarzon which the Laguna. It will be placed specifically in

the municipality of Calamba. The city is called officially the City of

Calamba or simply as Calamba City is a 1st class city in the province of

Laguna, Philippines. It is the regional center of the Calabarzon region. It is

situated 51 kilometres south of Manila, 37 kilometres west of Santa Cruz,

Laguna and 31 kilometres north of San Pablo, Laguna.

Calamba lies on the northern slopes of Mount Makiling, a

dormant volcano. The southern terminus of the South Luzon Expressway

is in Calamba and this geographic position makes the city a gateway to

the southern provinces of Luzon. The highway at the end of the South

Luzon Expressway leads east to the other towns of Laguna and south

towards the provinces of Batangas and Quezon.

Calamba covers a total land area of 14,950 hectares, making it

is the 2nd largest city in Laguna province in terms of land area after San

Pablo. There are barangays within the municipality that has zoning

classification with urban redevelopment and its total is 2,080 hectares.

This is where the proposal may be placed. Considering the selected site

that is not highly susceptible with floods and hazards.

One of the issue is there is limited awareness and low

appreciation on the culture heritage. Technology made locals exposed to

other cultures of other nations that caused confusion and under-

appreciation of the culture. This leads to limited participation of

community in advocating the culture. Through education, the knowledge

about the heritage and culture could promote and encourage the people

for enhancing culture using different media to show to the community.

Another is the lack of promotion and programs of the cultural heritage

that inhibits it from progressing. Therefore this project will have cultural

programs and promotion through providing educational, entertainment,

and exhibit facilities.

In terms of funds, the researcher arise will come to government

agency for culture and arts which is the National Commission for Culture

and Arts (NCCA) and Commission on Higher Education (CHED) for cultural

educational programs and activities and facilities with accordance of a

private funder in order for constructing the other infrastructures and

components.
