PROPOSED TITLE

A proposed Multi-Cultural Hub and Tourism Complex Strengthening Palawan’s

Identity Through Biophilic Design

RATIONALE OF THE STUDY

Palawan, one of the best places to visit in the Philippines, is consistently ranked

as one of the best islands in the world. It is known for its white sand beaches and islets,

pure blue waters, a diverse array of marine life, shipwrecks, and dramatic towering cliffs.

Aside from the breathtaking scenery, Palawan is also home to 87 distinct cultural groups.

Its distinct cultural legacy is comprised on a fusion of tribal traditions. Its unique cultural

heritage consists of a blend of tribal traditions.

Domestic and foreign tourists visiting Palawan encounter a number of challenges,

including high travel costs. Due to high travel cost and lack of province development, it

is impossible to explore each destination in a single trip, some tourists leave the province

before fully experiencing everything that Palawan has to offer. As a result, the researcher

identified to proposed a Multi-cultural Hub and Tourism Complex that will showcase every

munipalities’ majestic sceneries, culture, and crafts.

The proposed multi-cultural complex was inspired by the Dubai Exhibition Center

in the United Arab Emirates. The exhibition center allows travelers to immerse

themselves in cultural experiences and learn about what makes each nation special as

they tour hundreds of pavilions all in one location. Furthermore, each pavilion was

subdivided into districts such as the Sustainability District, Mobility District, and

Opportunity District.
The concept of the research proposal is to unite Palawan into one place. Creating

a convenient place for every tourists to experience everything that the province can offer.

The said proposal focuses on showcasing and exhibition. The project will house different

amenities providing the needs of the residents of Palawan in terms of cultural awareness,

endorsing local products and various tourist destination. Aside from the concept of

creating a place to unite Palawan into one, the proposed project will address various

challenges related to the tourism of the province such as transportation, sprawl of tourist

destination development in the province which can lead to the distraction of the

preservation of the environment of Palawan as the last ecological frontier of the

Philippines. The proposed structure is intended to serve as a forum for the free and open

exchange of new ideas and innovations. This will also serve as a new gem for Palawan to

attract both local and international tourist and create several opportunities to expand the

business and expand people’s awareness about what Palawan can market.

STATEMENT OF THE PROBLEM

The specific problems are discussed below:

A. High travel cost

Palawan is the largest province in the Philippines. It has 23 municipalities

that offer different itineraries and products. Due to the distances between

municipalities, tourists find it hard to move from one place to another and this

costs big bucks and hinders middle class travelers to explore the whole

province in a single trip.

B. Sprawl of tourist destination development had led to the destruction of

the preservation of the environment of Palawan.


Palawan is a tourism-growth province that focuses on natural

environmental attractions. Nonetheless, the Palawan provincial government

has neglected the potential environmental consequences of tourist growth.

The rapid expansion of tourism has harmed water quality, reduced biodiversity,

and destroyed other ecological environments.

C. Lack of tourist facilities and amenities to cater the demand of travelers

that can provide full-service experience.

There is a problem with the availability of services and amenities existing

in Palawan. Apart from its natural environmental attraction, it doesn't have

much more to offer. After a long day of city tours and island hopping, the

province lacks facilities to give optimum service and satisfaction to visitors.

C. There is no solid establishment to provide opportunities for the

promotion of local cultures and local crafts.

Local crafts are a component of every province's culture, which is

increasingly fading due to technology and modernization. As part of

globalization, traditions and trademarks of each province should be preserved

even as development continues.

Objective/s of the Study

The specific objectives are the following:

A. Develop a multi-cultural hub and Tourism Complex

To accommodate tourists who have limited financial capacity to go from one

tourist spot to another. Aims to highlight the tourist attractions in the

province and attract local and foreign tourist by providing them spaces which

they could enjoy. It also aims to create opportunities for interconnectivity and

innovation.
B. Provide another type of platform for general local entertainment by

offering a sustainable interactive environment

Facilities aside from natural environmental attractions such as

culturally-inspired parks representing each municipality, interactive museums

(hologram museum), and other recreation facilities. Whereas, this is meant

to be one of the province's new attractions.

C. Education and Recreation

To educate the public about the the cultural diversity in the province and

raise awareness of environmental preservation and conservation through

engaging visitors with interesting cultural-related activities.

D. Provide adequate facilities for the promotion of local crafts and culture.

Promote the various culture, arts, and crafts each municipalities in Palawan

has to offer. Aims to serve as an income-generating development for the locals

of Palawan by providing work opportunities.

PROPOSED TITLE

A proposed City Disaster Risk Reduction and Management promoting Adaptive

and Disaster Resilient Filipino Community

RATIONALE OF THE STUDY

According to Puerto Princesa's local government, the city is vulnerable to

climate-related hazards such as flooding, storm surges, and landslides. Several typhoons

have hit the city in recent years, causing significant damage to the community and its

people. A disaster that also affects people's livelihoods, public health, the environment,

and infrastructures, and which develops into an issue or problem during and after the

event. "Bagyong Oddette and the recent typhoon Egay" are examples of disasters that

cause significant damage in the city, where rivers and bridges in the northern part of the

city overflowed, heavy rainfall caused landslides and severe flooding in some areas, and

families living in the city's rural barangays were evacuated to safer locations.

The city requires a disaster relief management center considering it is subject to

almost all types of disasters. Every country needs emergency management or disaster

relief centers. A disaster management center that will educate the public and assist them

in preparing for various disasters. These organizations are present in the area, such as

the City Disaster Risk Reduction and Management Office (CDRRMO). It is currently on

display at the Puerto Princesa City Coliseum. However, the alarming inadequacy of site

allocation impedes timely emergency response. In addition, a lack of facilities remains an

issue. People's evacuation centers, disaster relief personnel training facilities, parking
spaces for emergency response vehicles, and proper flow for quick emergency response

are all lacking.

The main goal of the proposal is to relocate CDRRMO and have their own

sustainable office building, which necessitates a timely and relevant design solution

because data from existing CDRRMO facilities and programs conclude that the current

Center for Disaster Risk Reduction and Management in Puerto Princesa is inadequate in

facilities, size, and preparedness. The goal of this project is to raise awareness among

the people of Puerto Princesa City in order to assist them in mitigating the effects of

disaster for the benefit of their own community. The primary users of this proposal will be

disaster responders and other administrative personnel, while the secondary users will be

the victims who will occupy the evacuation center and other people who require the

assistance of this facility.

Statement of the Research Problem

The specific problems are discussed below:

A. The City Risk Reduction and Management Department lacks of separate

site and office structure.

CDRRMO doesn’t have a proper location. This effects the function and

ability of the organization to provide timely and efficient disaster

management services to the community.

B. Lack of Facilities

According to CDRRMO administration, the facility lacks training grounds, a

warehouse for storing emergency supplies and equipment, and parking spaces

for emergency response vehicles.

C. Lack of integration and coordination


A lack of integration and coordination within a CDRRMO can impede its

ability to respond to disasters in a timely, efficient, and effective manner,

potentially resulting in increased damage, loss of life, and negative social and

economic impacts on the community.

Objective/s of the Study:

The specific objectives are the following:

A. Strategic Location

To identify potential strategic locations for a CDRRMO that will improve the

efficiency and safety of the facility.

B. Provide adequate facilities and efficient service

Determine existing and additional spaces and develop a design solution that

will maximize office efficiency. Also, to carry out its responsibilities effectively,

such as disaster response, preparedness, coordination, and community

engagement.

C. Implementing Integrated Technology System to the proposed facility

This will enable real-time data sharing and communication. This could

include centralized command center, a common communication platform,

and tools for information visualization and analysis

PROPOSED TITLE

PALAY: Narra Agricultural Livelihood Complex Promoting Farm Diversification

through Agri-Eco Tourism.

RATIONALE OF THE STUDY

Narra is part of the "Agri-Business and Eco-Adventure Tourism Investment Zone of

Palawan" and serves as the zone's agricultural, trading, commercial, and tourism hub.

Narra is known as "The Rice Granary of Palawan" because it is the main rice producer in

the Province of Palawan (Wikiwand-Narra, n.d.). As the local government unit, the

Municipality's primary goal is to provide basic services to its constituents. To provide the

development of an environmentally friendly innovative center, improved agricultural

production, a healthy environment, and improved and adequate infrastructure facilities.

Agriculture is the backbone of the Philippine Economy. However, why is agriculture

often neglected and ignored? Why are Filipino farmers still the poorest and most

disadvantaged group in society? Starting in the municipality of Narra, Palawan, this

project proposal aims to redefine agricultural development in order to improve the quality

of life of Palaweno farmers. The proposed project entails the development of a

multifunctional agricultural facility that not only supports farming livelihoods but also

incorporates ecotourism activities. This strategy is intended to promote sustainable

agriculture, improve rural livelihoods, and educate visitors about agricultural practices

and environmental conservation. This proposal takes a comprehensive approach,


combining traditional farming practices with ecotourism to create a diverse and

sustainable rural economy. The complex acts as a hub for agricultural production,

processing, training, and agri-ecotourism, promoting economic growth, community

development, and environmental awareness.

STATEMENT OF THE PROBLEM

The specific problems are discussed below:

A. Poor market linkage

Poor market linkage is affecting local farmers' livelihoods and obstructing

the area's overall economic development.

B. Poor agricultural practices (innovation, modern farming techniques)

Outdated and unsustainable farming methods, as well as a lack of

knowledge about modern techniques, contribute to lower yields, soil degradation,

and lower farmer income.

C. Lack of climate resilient strategies

The lack of climate-resilient strategies puts local farmers at risk and

threatens agricultural practices' long-term viability.

D. Lack of platform for argricultural innovation

The municipality of Narra focuses solely on agriculture and does not fully

utilize its potential Inadequate and outdated infrastructure makes it difficult

to accommodate visitors and provide engaging educational and recreational

activities.

OBETIVE/S OF THE STUDY

The specific objectives are the following:

A. Farm Diversification
To encourage the farmers to divesify their crops and activities, reducing

reliance on a single crop and enhancing resilience against market

fluctuations and climate risks. Different types of crops, livestock, and

agroforestry practices can be integrated. Through this, this will serve as a

platform to attract larger buyers and help access larger market.

B. Promote Sustainable Farming Techniques and develop training programs

Introduce sustainable practices such as crop rotation, intercropping,

agroforestry, and organic farming to enhance soil health and diversify

agricultural systems. Educate the local farmers through workshops in

order to enhance their skills and knowledge in modern agricultural

techniques, management, and sustainable practices.

C. Climate-Resilient Crop Selection and Sustainable Water Mangement

-Promote the adoptation of climate-resilient crop varieties that can

withstand temperature fluctuations, water stress, and pest pressures.

- Introduce water-efficient irrigation systems and encourage rainwater

harvesting and storage to ensure water availability during dry spells.

D. Unlocking the Full Potential of the Agricultural Livelihood Complex

-Infrastructure Enhancement: To invest in upgrading facilities and amenities to

ensure visitor comfort, safety, and engagement. This will boost the market,

economic viablity and sustainability of the Argricultural Livelihood Complex
