IMPLEMENTING RULES

AND REGULATIONS IN
THE CONDUCT OF THE
CREATIVE PHOTOGRAPHY
CONTEST
IRR 1.0 BACKGROUND
IRR 1.1 The Creative Photography Contest is an annual non - academics
event conducted during the Regional Mid Year Convention. It is an
extension of conventional photography into creative art. Its purpose
is to stimulate creative thoughts and encourage experimentation
with new ideas going beyond a simple photograph

IRR 2.0 OBJECTIVES


IRR 2.1 To showcase the talents and to increase the interest of NFJPIANs in
non -academic competitions.
IRR 2.2 To be able to integrate creativity into a simple object.
IRR 2.3 To be able to encourage experimentation with new ideas going
beyond a simple photograph.
IRR 2.4 To give an avenue for those creative photographers to showcase

IRR 3.0 GENERAL QUALIFICATIONS


IRR 3.1 The Creative Photography Contest is open to all the bona fide
members of the NFJPIA FY 2019-2020.
IRR 3.2 Each local chapter may send a maximum of two participants.
IRR 3.2 The champions and the winners of a particular Non - Academic
Event in the prior year(s) can still participate in the same event.

IRR 4.0 GENERAL CONTEST RULES AND MECHANICS


IRR 4.1 The photos that will be taken shall coincide with the theme of the
20th Regional Mid-Year Convention.
IRR 4.2 Entries should not be published or uploaded in any social media
sites before the date of submission. Failure to do so shall be
subjected for deductions.
IRR 4.3 Photos must not violate another person’s rights, including but not
limited to copyright or of which are highly immoral, and in violation
of public morals.
IRR 4.4 Participants may use any digital or film-based camera.
IRR 4.5 Manually retouched and/or painted over print outputs are allowed.
Simply stating, photo manipulation is allowed. Creative effects done
with the camera at the time of exposure (e.g. multiple exposures,
flash fill, filtration, etc.) are also allowed.
IRR 4.6 Digital retouching on density, contrast adjustments, minor cropping,
burning, dodging and any major manipulation of main images are
allowed.
IRR 4.7 No name shall or any mark identifying the photographer shall be
included in the photo itself. Upon submission, all entries shall bear
its entry number only.
IRR 4.8 Any violation of the aforementioned rules is subject to a deduction
of 5 points in the overall average score.
IRR 4.9 The photos should be sent to the corporate email of the Regional
Vice President for Non Academics:
nfjpia1920.r5vpnonacademics@gmail.com with the file format:
CreativePhotography_LocalChapter on or before the first day of
RMYC.
IRR 4.10 All entries must have the date format of October 18, 2019.
IRR 4.11 All entries will be shared on the official NFJPIA Facebook Page.

Relevance to the Theme 40%
Creativity 30%
Technical Quality 30%
TOTAL 100%

IRR 6.0 AWARDS


IRR 6.1 The top three contestants with the highest score shall be declared
as 1st place, 2nd place and 3rd place respectively.
IRR 7.0 AMENDMENTS OR REVISIONS
IRR 7.1 The Federation shall be vested with the exclusive power to revise
and amend the Implementing Rules and Regulations.
IRR 7.2 Any amendments or revisions to this Implementing Rules and
Regulations may be proposed by any member of any Local Chapter
upon a written request of such member, stating the reasons thereto.
IRR 7.3 Any request for amendments and revisions as well as proposed
amendments must initially be reviewed by the Regional Vice
President for Non - Academics then forwarded to the Regional
Executive Officers for discussion, editing, and final approval and to
be noted by the Regional Adviser.
IRR 7.4 The Regional Executive Officers shall have the right to deny any
proposed revisions and amendments, submitted to them by the
Regional Vice President for Non- Academics, which are deemed
unnecessary. The final decision on any inclusions and exclusions to
this Implementing Rules and Regulations must be determined by a
majority vote of the Regional Executive Board in which the Regional
Vice President for Non - Academics is included.
IRR 7.5 Amendments to particular provisions in this Implementing Rules
and Regulations shall be allowed provided that such amendments
will be communicated to stakeholders at least two weeks before it
could take effect.

IRR 8.0 SEPARABILITY CLAUSE


IRR 8.1 If any clause, provision, paragraph, or part of this Implementing
Rules and Regulations shall be declared unconstitutional or invalid,
such judgment shall not affect, invalidate, or impair any other part
hereof, but shall be merely confined to the clause, provision,
paragraph, or part directly involved in the controversy in which such
judgment has been rendered.
IRR 9.0 REPEALING CLAUSE
IRR 9.1 Any rule and regulation or resolution or part(s) thereof inconsistent
with the provisions of this Implementing Rules and Regulations are
hereby repealed or modified accordingly.

IRR 10.0 EFFECTIVITY


IRR 10.1 This Implementing Rules and Regulations shall take effect
immediately after its presentation and approval from the Regional
Executive Board. Promulgated in the City of Naga this August 18,
2019.
