IMPLEMENTING RULES

AND REGULATIONS
(IRR) IN THE
CONDUCT OF JPIA
CUP – QUIZ BEE
IRR 1.0 Rationale
IRR 1.1 This activity shall be called “JPIA Cup – Quiz Bee”.
IRR 1.2 This is an online quiz bee initiated by the Junior
Philippine Institute of Accountants – PHINMA UPang
Chapter.
IRR 1.3 This event will be utilized for us to witness as students
display their integrity, ingenuity, analytical ability and
knowledge.

IRR 2.0 Objectives


IRR 2.1 Encourage students to expand their knowledge while having
fun.
IRR 2.2 Promote greater interest and appreciation of the different
subjects under the programs course of Accountancy, as well
as with the knowledge outside it.
IRR 2.3 Test their mastery in the different topics of accounting
subjects and non-accounting topics.
IRR 2.4 Provide students with an opportunity to interact among the
members through online platform.
IRR 2.5 Identify and recognize students who exhibit exemplary
performance in quiz competition.

IRR 3.0 General Guidelines


IRR 3.1 This activity is open to all students enrolled under
BSA/BSAIS/BSMA this 1St Semester of AY 2020-2021 in PHINMA
University of Pangasinan.
IRR 3.2 The competition is divided into four categories: Cup 1, Cup
2, Cup 3 and General Knowledge. All of the categories are
simultaneously held.
IRR 3.3 The Cup 1 will be open for 1st Year BSA/BSAIS/BSMA students.
Cup 2 will be open for 2nd Year BSA/BSAIS/BSMA students. Cup
3 will be open for 3rd Year BSA/BSAIS/BSMA students. General
Knowledge will be open for all BSA/BSAIS/BSMA students.
IRR 3.4 Each section from different year levels must have
representatives in their respective cup. Pertinent data as
follows:

General Knowledge will have a maximum of 40 students as its


participants.
IRR 3.5 The Cup 1 will cover Fundamentals of Financial Accounting &
Reporting. Cup 2 will cover (1) Fundamentals of Accounting
which includes the Conceptual Framework for Financial
Reporting, (2) Partnership & Corporation, (3) Law on
Obligations & Contracts, and (4) Intermediate Accounting.
Cup 3 will cover (1) Advance Accounting, (2) Business Law
(RFBT), and (3) Business Taxation. General Knowledge will
cover tantamount of vast concepts both simple and profound
to further cultivate and explore diverse characteristics of
each subject matter — knowledge as its fortified
underpinning.
IRR 3.6 Pre-registration will be done on the official page of JPIA
PHINMA UPang Chapter.
IRR 3.7 The quiz bee will be conducted on Zoom. Participants are
advised to download the app before the event proper to
avoid conflicts during the quiz day.
IRR 3.8 Questions may be multiple choices, identification, true or
false, enumeration and/or problem solving.
IRR 3.9 The contestants should ensure a stable internet connection.
The organization waives its liability to any undesirable
events that may happen due to connection problems.
IRR 3.10 Each participant must provide himself with a laptop or
smart phone to be used during the online quiz bee. Also,
they should provide their own basic calculators, ball pen
and a clean sheet of short coupon bonds for computations
which must be shown before the quiz starts.
IRR 4.0 QUALIFICATIONS & REQUIREMENTS
IRR 4.1 Students who will join for the JPIA Cup –Quiz Bee must be a
BSA/BSAIS/BSMA student of any year level who is currently
enrolled in PHIMA University of Pangasinan for AY 2020-
2021.
IRR 4.2 To be a qualified Contestant, the following requirements
must be complied with:
A. Duly Accomplished Online Registration Form
B. Scanned copy of School ID and COM attached to requirement

IRR 4.3 The requirements presented under IRR 4.0 must be submitted
on or before December 14, 2020.
IRR 4.4 The JPIA 2nd Year Representative shall NOT accept
applications after the required date of submission of
requirements.
IRR 4.5 The JPIA 2nd Year Representative shall check and review the
files of the participants if he/she id enrolled in the AY
2020-2021.
IRR 4.6 If in case the number of registrants exceeds the maximum
number of participants, the first come, first served basis
will take effect.
IRR 4.7 The official list of participants will be posted on
December 14, 2020.

IRR 5.0 GENERAL CONTEST RULES


IRR 5.1 The Quiz Masters must be the Vice President for Academic
Affairs, 2nd Year-Junior Vice President for Academic
Affairs, 3rd Year-Junior Vice President for Academic
Affairs, Vice President for Non-academic Affairs, 2nd Year-
Junior Vice President for Non-academic Affairs, and 3rd
Year-Junior Vice President for Non-academic Affairs.
IRR 5.2 Participants are expected to join the Zoom meeting 10
minutes before the starting time. The Zoom will be closed
after the 10-minute timer. Hence, late comers will not be
entertained once the Quiz bee started.
IRR 5.3 The quiz masters shall read the Implementing Rules and
Regulations before the Quiz starts.
IRR 5.4 The quiz masters shall introduce the participants before
starting the quiz bee proper.
IRR 5.5 The Board of Judges (BOJ) shall be composed of three (3)
members who will convene to resolve any issue that may
arise during the conduct of the competition.
IRR 5.6 At least one member of the BOJ must be a Certified Public
Accountant for the purpose of giving intelligent and
independent decision.
IRR 5.7 The BOJ is composed of VP for Communications and Public
Affairs, VP for Academic and Affairs and the JPIA adviser.

IRR 5.8 The Board of Judges will be vested with the power to give
sanction to any contestant he/she have witnessed any of
the said provisions in this implementing rules and
regulations. The decision of the BOJ is final and
irrevocable.
IRR 5.9 The Board of Judges shall have the sole and exclusive
authority to clear or answer any protest/ clarification
made by the contestant. The Board of Judges’ decision is
final and irrevocable.
IRR 5.10 Only the official quizzers are allowed to file a protest.
IRR 5.11 Protest to be made by the participant is done by
immediately sending a hand on the chat window before the
next question is presented. The participant will be asked
to chat his concerns and the quiz master (BOJ if necessary)
will settle the issue.
IRR 5.12 Before proceeding to the next question, an allotted time of
ten (10) seconds will be given for the contestants to
decide whether they want to raise a protest, to change
their calculators, pens, and scratch paper. After the
allotted time has elapsed and the quizmaster starts reading
the next question, no more protests, clarification or
concern will be entertained.
IRR 5.13 Any contestant caught cheating will be disqualified in the
competition.
IRR 6.0 MECHANICS
IRR 6.1 Each Cup is composed of three (3) levels namely: Easy,
Average, and Difficult. The corresponding points, time
allotment, and number of questions are as follows:

IRR 6.2 Easy Round shall be an elimination round. Students with


wrong answers will be removed from the meeting after the
correct answers are given and discussed/clarified, in case
of protests.
IRR 6.3 Average and Difficult Round will be an accumulating round.
IRR 6.4 Questions shall be displayed on the shared screen and be
read by the quiz master once before giving the GO-signal to
commence answering the question.
IRR 6.5 Answers will be sent through the chat window. Quizzers will
type their answers into the chat box and click on the drop
down next to ‘To:’ to send the message to a specific person
which is the quiz master. Participants are not allowed to
answer until the go signal is flashed on the shared screen
IRR 6.6 Manipulation of Calculators before the GO-signal is
prohibited.
IRR 6.7 Late answers shall be considered wrong.
IRR 6.8 The Quiz Bee will be recorded from the start until it ends.
The recorded video will only be used by the BOJ when a
complaint is filed.
IRR 6.9 Incomplete Answers or answers with wrong spelling and
capitalization are considered incorrect.
IRR 6.10 The BOJ has the authority to override the answers if
necessary.
IRR 6.11 For items which will require multiple answers, a comma must
be used to separate each item.
IRR 6.12 Only basic calculators are allowed for questions that
require computations. Final answers must be in double rule.
IRR 6.13 After each question under the Average and Difficult Round,
the quizzers are given appropriate scores. Accumulated
scores for the end of each round will be presented on the
shared screen.
IRR 6.14 At the end of the difficult round, the top three (3)
contestants accumulating the highest points will be ranked
based on their scores and shall be declared as winners for
this Cup.
IRR 6.15 In case there are participants that tied for the top spot,
these participants shall be subjected to a Sudden Death
using Difficult Questions. The participant will be given
series of questions, he who answered the given question
incorrectly will be eliminated.

IRR 7.0 VIOLATION AND SANCTION GUIDELINES


IRR 7.1 The above-mentioned Implementing Rules and Regulations are
intended for the JPIA–PHINMA-UPang Chapter and for related
persons’ information exchange only. The Executive Board
shall maintain the relevance and reliability of this
document through the strict implementation of its rules and
regulations.
IRR 7.2 Any questions raised by the contestants that are not
included in this IRR shall be subjected to the jurisdiction
of the Vice President for Communications and the Executive
Officers. The decision of the Vice President for
Communications and the Executive Officers shall be final
and irrevocable.
IRR 8.0 ENFORCEMENT OF THE IMPLEMENTING RULES
AND REGULATIONS
IRR 8.1 It shall be the primary duty of the Vice President for
Communications and the Executive Officers to effectively
enforce the provisions of this Implementing Rules and
Regulations. The Executive Officers also has the sole right
to interpret the contents of this Implementing Rules &
Regulations. Their decision shall be binding and
irrevocable.
IRR 8.2 The JPIA Adviser shall act as the legal adviser to the Vice
President for Communications and the Executive Officers and
shall render legal assistance as may be necessary, in
carrying out the provisions of this Implementing Rules and
Regulations.

IRR 9.0 AMENDMENTS OR REVISIONS


IRR 9.1 The Executive Officers shall be vested with the exclusive
power to revise and amend this Implementing Rules and
Regulations, both for purposes of the current & future JPIA
Cup – Quiz Bee
IRR 9.2 Any amendments to or revisions to this Implementing Rules
and Regulations may be proposed upon a written request,
stating the reasons thereto.
IRR 9.3 Any request for amendments and revisions, as well as
proposed amendments, must initially be reviewed by the Vice
President for Communications then to be forwarded to the
Executive Officers for discussion, editing, and final
approval and to be noted by the JPIA Adviser.
IRR 9.4 The Executive Officers shall have the right to debunk any
proposed revisions and amendments, submitted to them by the
Vice President for Communications, which are deemed
unnecessary. The final decision on any inclusions and
exclusions to this Implementing Rules and Regulations must
be determined by a majority vote of all the Executive
Officers in which the Vice President for Communications is
included.
IRR 9.5 Amendments to particular provisions in this Implementing
Rules and Regulations shall be allowed provided that such
amendments will be communicated to stakeholders at least
two weeks before it could take effect.

IRR 10.0 SEPARABILITY CLAUSE


IRR 10.1 If any clause, provision, paragraph or part of this
Implementing Rules and Regulations shall be declared
unconstitutional or invalid, such judgment shall not
affect, invalidate, nor impair any other part hereof, but
shall be merely confined to the clause, provision,
paragraph or part directly involved in the controversy in
which such judgment has been rendered.

IRR 11.0 REPEALING CLAUSE


IRR 11.1 Any rule and regulation or resolution or part(s) thereof
inconsistent with the provisions of this Implementing Rules
and Regulations are hereby repealed or modified
accordingly.

IRR 12.0 EFFECTIVITY


IRR 12.1 This Implementing Rules and Regulations shall take effect
immediately after its presentation to and approval from the
necessary approving authority. Promulgated this 26th of
October 2020.
