IRR 1.0 – BACKGROUND

The 20th Nicanor Reyes Sr. Cup (NRSC) is an Annual Nationwide Academic Competition
of the Far Eastern University – Junior Philippine Institute of Accountants (FEU-JPIA), Manila
Chapter. As this year’s installment aims to prosper the knowledge, intellectual, and analytical skills
of young full-potential delegates from different participating Local Chapters nationwide, a thrilling
Case Competition is now officially included in the longest running legacy of the Far Eastern
University – Junior Philippine Institute of Accountants.

IRR 2.0 – OBJECTIVES

▪ To promote academic excellence and competence among the participating students


nationwide.
▪ To serve as a ground and a platform for exhibiting the accounting wit and intelligence of the
most cultivated, prodigious and bona-fide accountancy students across the nation.
▪ To allow the participants to assess and test their knowledge, strategies, and efficiency in
answering board examination type of questions.
▪ To help participants evaluate their areas of improvement which calls for further practice and
improvement gearing towards their preparation for the actual CPA Licensure Examination.
▪ To develop sense of competitiveness and instill the value of camaraderie and sportsmanship
among the participants, and
▪ To continue the brave legacy of the pioneer of the Accounting Profession in the Philippines,
Dr. Nicanor Reyes Sr.

IRR 3.0 – QUALIFICATIONS

IRR 3.1 The 20th Nicanor Reyes Sr. Cup is open for application to students who are pursuing
Accountancy, Internal Auditing or any other accounting-related programs.

IRR 3.2 The local chapter representative should be a Third Year to Fourth Year student in a four
(4) year degree program or a Fifth Year student in a five (5) year degree program. In the
event that this qualification is not applicable to a particular Local Chapter due to their
special curriculum, the committee may decide whether to allow or not to allow the Local
Chapter to join, provided they will submit a substantial proof (i.e. BSA curriculum
applicable to participants) to substantiate their claims.

IRR 4.0 REQUIREMENTS

IRR 4.1 Each participant must comply with the following requirements:
a. A duly accomplished Application Form.
b. An Endorsement Letter certifying that the participant is an official representative by
his/her respective Local Chapter, signed by the Local Chapter’s Vice President for
Academics/Vice President for External Affairs and Local Chapter President. The
endorsement letter must be noted by the Local Chapter Adviser and College Dean or
Program Head.
c. A copy of Certificate of Registration/Enrollment Form certifying that the participant
is currently enrolled in the Local Chapter’s current semester.
d. A duly accomplished Data Privacy Consent Form.
e. A copy of Curriculum Vitae of each participating student.

IRR 4.2 The aforementioned requirements must be saved in .pdf format and sent to
nrscup@gmail.com on or before April 17, 2021 with the subject NRSC APPLICATION - Local
Chapter. (e.g. NRSC APPLICATION - Far Eastern University Manila)

IRR 4.3 Attachments should be of the following format:


a. For the application form, it should have a file name NRSC Application Form, followed
by the name of the school.
(e.g. NRSC Application Form - Far Eastern University Manila)
b. For the endorsement letter, it should have a file name NRSC Endorsement Letter,
followed by the name of the school
(e.g. NRSC Endorsement Letter - Far Eastern University Manila)
c. For the copy of the Certificate of Registration (COR)/ Enrollment form, it should have
a file name NRSC COR, followed by the name of the school and the surname of the
participant.
(e.g. NRSC COR - Far Eastern University Manila – Reyes)
d. For the copy of the Data Privacy Consent Form, it should have a file name NRSC
Consent Form, followed by the name of the school and the surname of the
participant.

e. For the copy of each Participants’ Curriculum Vitae, it should have a file name NRSCC
CV, followed by the name of the school and the surname of the participant.

IRR 4.4 Change of participants representing a local chapter or any changes in the composition of
the team shall be allowed one week before the day of the competition, provided they
submit all pertinent soft copy requirements three (3) days before the actual event. To
ensure the acknowledgment of the request, a local chapter representative should also
notify the Vice President for Academic Affairs through email at
vpacademics.feujpia2021@gmail.com.

IRR 4.5 The deadline for registration will be on April 17, 2021 at 11:59 PM.

IRR 4.6 Official list of participants shall be posted in Nicanor Reyes Sr. Cup’s official Facebook page
on April 19, 2021.

IRR 4.7 Only the first Forty (40) teams to register and comply with the requirements will be
accommodated to join the 20th Nicanor Reyes Sr. Cup.
IRR 5.0 ARBITERS AND BOARD OF JUDGES

IRR 5.1 For the purpose of presenting an independent and intelligent decision, members of the
Board of Judges shall consist of Certified Public Accountants. For Regulatory Framework
for Business Transactions & Taxation, lawyers shall be allowed to be part of the Board.

IRR 5.2 The Judge or the Board of Judges shall have the sole and exclusive authority to clear or
answer any protest/clarification made by the participant. Any question raised shall be
limited to a 5-minute discussion only. This is to protect the proceedings of the time of the
contest.

IRR 5.3 In case of non-settlement within the 5-minute time allotted, the contest will continue to
proceed while further discussion is made by the Board of Judges. Decision will be
announced as soon as the verdict is available. The contest should strictly proceed to the
next round.

IRR 5.4 The Board of Judges’ decision is final and irrevocable.

IRR 6.0 – GENERAL GUIDELINES

IRR 6.1 20th Nicanor Reyes Sr. Cup will be conducted via Zoom Cloud Meetings.

IRR 6.2 Participants must have installed the Zoom application on their laptop/devices.

IRR 6.3 The link to the Zoom Cloud Meeting will be sent to respective emails of the participants
three (3) days before the actual competition.

IRR 6.4 If a participant has not received the meeting link, the participant has two (2) days to
contact the FEU-JPIA Vice President for Academic Affairs regarding his/her concern.

IRR 6.5 On April 21, 2021 (Sunday), the 20th NRSC Committee, together with the participants,
shall have a final dry run and discussion of the IRR to make sure that everything is set for
the actual competition. The dates for the other dry runs are to be announced via email
and a group chat which will be facilitated by the NRSC Committee.

IRR 6.6 Participants must access the online platform link – Zoom Cloud Meetings, at least 30
minutes before the scheduled time to avoid inconveniences to parties of NRSC Committee
and the participants.

IRR 6.7 Only the gadget for the platform, ballpen/pencils, calculators, and clean papers are
allowed to be on the desk of the participant during the competition. Integrity as an
aspiring Accountants must already be practiced by the participants.

IRR 6.8 Participants are strictly required to be in their smart casual attire during the competition.
Informal clothing shall be strictly prohibited. Noncompliance of the conduct as to proper
attires shall prohibit the participant/s to join the competition.
IRR 6.9 Participants should observe proper behavior during the contest proper. Any
questions/clarifications must be initially addressed to the quizmaster through chat or in
the form of the “Raise Hand” function in the Zoom Conference.

IRR 6.10 To ensure a just and fair competition each participants is required to turn on their
cameras but muted at all times unless otherwise called upon by quizmaster or raising a
question/concern.

IRR 6.11 Any participant who violates IRR 6.10 shall be given a warning for the 1st offense. On the
2nd offense, the participant shall be given a sanction of accumulating only 30% of his/her
total score garnered in all rounds. On the 3rd offense, the participant shall be disqualified
in the competition.

IRR 6.12 The entire competition will be recorded for control and documentation purposes only.
This provision is deemed permitted upon signing the Data Consent Form.

IRR 6.13 Any form of cheating will not be tolerated by the Committee. Doing so, if caught and
proven will automatically be disqualified. Cheating includes, but not limited to,
exchanging of answers, asking for external help, and communicating to other participants
regarding their answers.

IRR 6.14 Participants must secure a stable internet connection to join the competition.
Participants who failed to answer the question/s due to connectivity issues will no longer
be allowed to answer the question/s missed.

IRR 6.15 After reading the contest rules and mechanics during the dry run on April 21, 2021
(Sunday), participants are given the chance to raise questions/clarifications regarding the
whole Implementing Rules and Regulations. Any questions/clarifications regarding the
said rules and mechanics will only be allowed during the dry run and will not be
entertained on the event proper will not be entertained. It shall be the sole responsibility
of those who are unable to attend to be informed about the competition.

IRR 6.16 In case of any concern, clarification, or protest which is not governed by the
Implementing Rules and Regulations (IRR) of the said provision, the FEU-JPIA Vice
President for Academic Affairs shall have the absolute power to objectively decide, upon
consultation to FEU-JPIA Adviser, on matters which are deemed necessary to preserve
and protect the integrity of the event. His/Her decision is final and irrevocable.

IRR 6.17 Any member of the Board of Judges and NRSC Committee shall be vested with the power
to give sanction to any participant he/she has witnessed violating any of the said
provisions in this IRR.

IRR 6.18 An evaluation form through Google forms which will be disseminated after the event is
required in order to get the e-certificates.
IRR 7.0 CONTEST RULES AND MECHANICS – 20th NICANOR REYES SR. CUP

IRR 7.1 The 20th Nicanor Reyes Sr. Cup shall be comprised of the following rounds:
A. Elimination Round
- Individual Quiz Bee Round
B. Semi-final Round
- The Vicennial Round
C. Final Round
- The Brave Battle Round

IRR 7.2 The Elimination and Final Round will cover the CPA Board subjects:
a. Financial Accounting and Reporting
b. Advanced Financial Accounting and Reporting
c. Taxation
d. Auditing
e. Management Advisory Services
f. Regulatory Framework for Business Transactions

IRR 7.3 Each participating Local Chapter may only send one (1) team composed of three (3)
representatives.

IRR 7.4 Quizzer numbers and assigned breakout rooms shall be given to the participants prior to
the event and will be sent to the participants’ official group chat with the NRSC
Committee.

IRR 7.5 Each question, whether theory or problem requiring computation, shall only be read once.

IRR 7.6 Participants will be assigned to send their answers privately to an organizer based on their
quizzer number. (i.e. Quizzers 1-10 shall send their answers to assigned organizer named
NRSC Com 1-10, in case that the receiver got disconnected, the quizzer shall send his/her
answer to the assigned floaters with same corresponding number)

IRR 7.7 Only the first answer sent by the quizzer shall be accepted.

IRR 7.8 The quizmaster will allow a 3-second window after the timer to reflect the delay in sending
the answers. Any answers beyond the 3 seconds provided will not be given any point. This
grace period will be added to the initial timer of the respective questions. Late answers
will not be considered once the quizmaster says, “TIME’S UP.”

IRR 7.9 Wrong spelling and typographical errors will not be accepted and will be considered
wrong. The participants are also not allowed to abbreviate the answers. Reasonable time
is ensured per question to type in the answers.

IRR 7.10 For questions requiring computations, final answers should be rounded off to the nearest
hundredths unless the question specifically states otherwise.
IRR 7.11 Questions will also be sent to the Zoom chat room while simultaneously flashing them
through a screen-shared PowerPoint Presentation.

IRR 7.12 Any participants who will be caught cheating will automatically be disqualified from the
competition.

IRR 7.13 All the materials in the competition are deemed confidential. Participants are strictly
prohibited to copy, picture, screenshot, or any of the like the questions and other
materials all throughout the event proper. Those who are proven guilty of violating this
provision shall be disqualified.

IRR 7.14 Participants will be given 10 seconds to raise their protests and/or clarification before
moving to the next question. Failure to do so will not honor the protest unless the Board
of Judges decided to defer the resolution of the contested question. Moreover, only the
participants shall be allowed to raise questions.

IRR 7.15 The Judge or the Board of Judges has the sole and exclusive authority to clear or answer
any protest/clarification raised by the participants relating to the questions. The decision
of the Board of Judges is final and irrevocable.

IRR 7.16 In case of a tie, clincher questions shall be asked until the deadlock is broken. The word
“GO” will be sent immediately after the quizmaster starts reading the question.
Participants may begin to answer while the question is being read. Whoever sends the
first correct answer “to everyone” will advance to the next round or declared as the
winner of the tie-breaker.

IRR 8.0 – SPECIFIC CONTEST RULES AND MECHANICS – 20th NICANOR REYES SR. CUP

I. ELIMINATION ROUND

IRR 8.1 Participants of each participating Local Chapter will be sent to separate Zoom Breakout
Rooms for their respective Elimination Round.

IRR 8.2 Elimination Round is an individual competition and each participant will be competing
with other quizzers within the same Breakout Room.

IRR 8.3 Each Breakout Rooms will be screen sharing the same set of questions which are all
randomized per Room. This is to avoid outside communication pertaining to the same
question as participants are dealing with different questions.

IRR 8.4 The Quizmaster of each Breakout Room will read the questions through the share-screen
function of Zoom. Quizmaster shall say the word “SWIPE” to signal the start of reading
the questions. The questions will also be sent through the chat room on Zoom.

IRR 8.5 The Quizmaster will read the questions only ONCE.
IRR 8.6 The participants should only start sending answers to their respective receiver after the
Quizmaster finished reading the questions and said “GO.”

IRR 8.7 Before the time allotted for each question had lapsed, each participant should have sent
their answers to their assigned organizer.

IRR 8.8 When the bell rings signaling the lapse of time allotted, NRSC Chat Moderator will send a
time’s up line (e.g. -----------------) on the chatroom signaling that answers sent beyond the
line will no longer be accepted for counting.

IRR 8.9 All answers sent after the “TIME’S UP LINE” shall not be counted.

IRR 8.10 Only the first answer submitted by the participants will be considered by the organizers.

IRR 8.11 NRSC Committee shall record or document the answer of the participants in each
question. This shall be used in case disputes/protests are made on a certain question.

IRR 8.12 The Elimination Round is composed of three (3) subset levels namely; Easy, Average, and
Difficult. There will be 10 questions per level. Corresponding points, time allotments and
number of questions for Elimination Round are as follows:

IRR 8.13 After the tally of scores from the three breakout rooms, the scores of each Local Chapter
participant will be combined to his/her teammates from the other breakout room. The
top 10 participating Local Chapters garnered the highest points shall advance to the semi-
final round.

IRR 8.14 In case that a question was voided upon the recommendation of the Board of Judges,
questions coming from those reserved in anticipation of a clincher round shall be
arbitrarily taken to replace the voided question. The question shall be read ONCE by the
Quizmaster.

IRR 8.15 In case of a tie, a clincher question shall be provided to the concerned participants to
break the deadlock. The first participant to raise the correct answer shall win the Clincher
round. Clincher round questions shall have no bearing on the cumulative scores of the
participants.

II. SEMI-FINAL ROUND – THE VICENNIAL ROUND

IRR 8.16 The semi-final round shall be called “THE VICENNIAL ROUND.”
IRR 8.17 The Vicennial round will be a group competition of the Top 10 teams from the
elimination round and all the scores shall be reverted back to zero.

IRR 8.18 Each team will be given an assigned Team Number to be used in the semi-final round.
The team number will depend on the rank of the Local Chapter in the elimination round.

IRR 8.19 Each team shall assign a Representative who will be responsible in sending the team’s
answer to the assigned receiver.

The chosen representative of the group shall change his/her meeting nickname with the
following format:
Rep_Team Number_ Region_LocalChapter_Surname (e.g., Rep_01_NCR_FEU_Reyes)

The team members shall change their meeting nicknames with the following format:
Team Number_Region_LocalChapter_Surname (e.g., 01_NCR_FEU_Reyes)

IRR 8.20 In case that the team representative got disconnected, a team member may substitute
the team representative and shall inform the assigned receiver by sending the word
“SUB” before the answer. The substitute representative must be the sender of team’s
answer until the end of the Cup. This rule shall also be applied to the final round.

IRR 8.21 The Team has the discretion on how they will communicate as a team.

IRR 8.22 The Vicennial Round is a time pressure round which will challenge the accounting wit of
the team. In this round, the team has to send correct answers as many as possible. The
20 questions in this round will only be flashed every 20 seconds.

IRR 8.23 No “GO” signal is necessary for the team representative to send the team’s answer to
their respective receiver.

IRR 8.24 Answers must be sent to the assigned receiver before the end line appears in chat box
which will be sent by the NRSC Chat Moderator named NRSC_Chat_Moderator

IRR 8.25 In the last 5 questions of this round, the 20 second timer will only start after the
Quizmaster reads the question, this is where the “GO” signal will be necessary again in
sending the team’s answer to a respective question. A reminder about this shall be
announced by the Quizmaster.

IRR 8.26 The Vicennial Round is composed of two (2) subset levels, the theories and problem
solving questions. Time allotments, number of items, and corresponding points for the
Vicennial Round are as follows:

IRR 8.27 In case of a tie, a clincher question shall be provided to the concerned participants to
break the deadlock. The first participant to send the correct answer to the NRSC_Project
Head, provided that the clincher question is a running-time question, shall win the
Clincher Round. This shall have no bearing on the cumulative scores of the participants.

IRR 8.28 At the end of the Vicennial Round, the top 3 teams who garnered the highest points shall
advance to the Championship round named “The Brave Battle Round.”

III. FINAL ROUND – THE BRAVE BATTLE ROUND

IRR 8.29 The Final and Championship round shall be called “THE BRAVE BATTLE ROUND.”

IRR 8.30 The Brave Battle Round will be the championship ground of the Top 3 teams of the semi-
final round and all the scores shall be reverted back to zero.

IRR 8.31 The remaining teams will be given an assigned Team Number to be used in the final
round. The team number will depend on the rank of the Local Chapter after the semi-final
round.

IRR 8.32 The assigned representative in the semi-final round shall be the same representative of
the team. The zoom name format shall be the same with the semi-final round.

IRR 8.33 The Brave Battle Round is a challenge of accounting wit and team strategies. In the
beginning of the round, Possession Question will be flashed in the screen, this will
determine the order of the remaining 3 teams to answer the 21 questions of this round.
The first team to send the correct answer to the NRSC_Project Head will get the privilege
to answer the questions of this round. Another possession question will be flashed to
determine the second and the last team to answer.

IRR 8.34 It shall be noted that the privilege to answer first is limited to three (3) consecutive
possessions only. Hence, the next question after three consecutive possession must be
given to the next team of possession order.

IRR 8.35 If the team with possession answered incorrectly, a chance of steal will be open for the
2 remaining teams. The team representative must wait for the “STEAL” signal of the
Quizmaster and “STEAL” message of the Chat Moderator to everyone before sending
their answer directly to the NRSC_Project Head. It shall be noted that there is no need to
send a “steal” code to steal the point, answer for the question incorrectly answered by
the team with possession shall be sent directly to the aforementioned receiver.

IRR 8.36 The Quizmaster shall announce who among the 2 teams with privilege to steal the point
got the corresponding point of that question.

IRR 8.37 Subsequent to sending an incorrect answer of the team with possession, the possession
shall be given to the next team in order regardless of who earned the points in the steal
point privilege.
IRR 8.38 Advantages will be earned by answering the selected questions with attached power-
ups correctly. Earned power-ups can only be used in the subset level where it is earned.
Power-ups are as follows:

• Two/entieth – if the question with an attachment of this power-up answered


correctly, the team shall receive twice of the corresponding points equivalent to that
question. It shall have an automatic effect to the score of the team who got the
correct answer, no activation is necessary to benefit in this power-up.

• Reversed Era – if the question with an attachment of this power-up answered


correctly, the team shall have the power to reverse the rotation of the possession
order. The team earning this has the discretion when to activate this power-up.

• Steal – this power-up shall give the team a chance to secure the privilege of getting
the steal point. It shall be activated by the team with no possession after revealing of
the category and before the question flashed and read by the Quizmaster. The team
earning this has the discretion when to activate this power-up.

• Immunity Buff - if the question with an attachment of this power-up answered


correctly, the team shall be immune to advantages of the other teams. The team
earning this has the discretion when to activate this power-up.

• Vicennial Marble - if the question with an attachment of this power-up answered


correctly, the team shall earn thrice of the corresponding points and the 2 other
teams will be deducted an equivalent point of that question; 5 points for Easy, 8
points for Average, and 10 points for the Difficult Round. However, if the team earning
this power-up opt to not automatically benefit from the advantage, they have the
privilege to reserve the effect and has the discretion when to activate this power-up.
This is to ensure that the additional points to be earned by the team would have an
effect to the other teams.

IRR 8.39 To activate an earned power-up, the team representative shall send the activation code
to “everyone” and follow the prescribed format of Team Number_Power-up.

IRR 8.40 The Championship Round is composed of three (3) subset levels namely; Easy, Average,
and Difficult. There will be 7 questions per level. Corresponding points, time allotments
and number of questions for Championship Round are as follows:

IRR 8.41 In case of a tie, a clincher question shall be provided to the concerned participants to
break the deadlock. The first participant to send the correct answer to the NRSC_Project
Head shall win the Clincher Round. This shall have no bearing on the cumulative scores of
the participants.

IRR 8.42 After concluding the results of the final round, the 3 teams shall be distinctly awarded as
the 20th Nicanor Reyes Sr. Cup Champion, 1st Runner-up, and 2nd Runner-up.

IRR 10.0 ENFORCEMENT OF THE IMPLEMENTING RULES AND REGULATIONS

It shall be the primary duty of the FEU-JPIA Vice President for Academic Affairs to effectively
enforce the provisions of this Implementing Rules and Regulations. The aforementioned officer
has the sole right, individually or collectively, to interpret the contents of this IRR and its decision
will be binding and irrevocable.

IRR 11.0 AMENDMENTS OR REVISIONS

IRR 11.1 The FEU-JPIA Vice President for Academic Affairs shall be vested with the exclusive power
to approve any amendment to the Implementing Rules and Regulations.

IRR 11.2 The succeeding Vice President for Academic Affairs of the FEU-JPIA may request for
amendments and revisions of this Implementing Rules and Regulations and forward to
the former FEU-JPIA Vice President for Academic Affairs for discussion and consideration.

IRR 11.3 The Organizers shall have the right to debunk any proposed revisions and amendments,
which are deemed unnecessary. The final decision on any inclusions and exclusions to this
IRR must be determined by the FEU-JPIA and Vice President for Academic Affairs.

IRR 11.4 Amendments to provisions in this Implementing Rules and Regulations shall be allowed
provided that such amendments will be communicated to stakeholders at least two
weeks before it could take effect.
IRR 12.0 SEPARABILITY CLAUSE

If any clause, provision, paragraph or part of this IRR shall be declared unconstitutional or invalid,
such judgment shall not affect, invalidate, or impair any other part hereof, but shall be merely
confined to the clause, provision, paragraph or part directly involved in the controversy in which
such judgment has been rendered.

IRR 13.0 REPEALING CLAUSE

Any rule and regulation or resolution or part/s thereof inconsistent with the provisions of this IRR
are hereby repealed or modified accordingly.

IRR 14.0 EFFECTIVITY

This Implementing Rules and Regulations shall take effect immediately after the approval of the
Local Chapter President.
