IRR 1.0 BACKGROUND
The Academic Convention 2018 is an annual event of the Junior Philippine Institute
of Accountants of Asian Development Foundation College (JPIA – ADFC CHAPTER), which
exists to complement the academic curriculum. It aims to uphold academic excellence
through creative and exciting competitions. Best representatives from each teams are
gathered to showcase their wits and abilities to solve different problems that are based on
CPA board subjects, and other related topics. This is in line with the accomplishment of a
component of one of the major goals of the officers this year, which is to promote academic
excellence.

IRR 2.0 OBJECTIVES


IRR 2.1 To promote academic excellence among JPIA students that will help them deepen
their knowledge in the field of accounting;

IRR 2.2 To allow students to showcase and test their knowledge against one another in a
friendly, fun, and competitive atmosphere;

IRR 2.3 To help participants discover their strengths and be aware of their weaknesses in
different board-related subjects through different academic competitions;

IRR 2.4 To promote camaraderie, familiarity and sportsmanship among the participants from
the different teams in order to establish a unified JPIA – ADFC.

IRR 2.5 To increase the involvement and participation of the students and also to promote
meaningful social development through diverse competitions.

IRR 3.0 ACADEMIC COMPETITIONS


IRR 3.1 The Academic competitions in the Academic Convention 2018 shall composed of the

IRR 4.0 GENERAL QUALIFICATION


IRR 4.1 The Academic competitions for the Academic Convention 2018 is open to all bona
fide members of the ADFC Junior Philippine Institute of Accountants which is composed of
Bachelor of Science in Accountancy and Bachelor of Science in Accounting Technology
enrolled AY 2018-2019.

IRR 4.2 There is no limit as to the number of each member participates as long as it is not
conflict with the time schedule of the other events they intend to participate.

IRR 4.3 Each contestant shall be given the privilege to join a maximum of two (2) academic events
in the Academic Convention. This is to minimize the possibility of conflicts as to schedule.

IRR 5.0 GENERAL REQUIREMENTS


IRR 5.1 Each participant must comply with the following requirements:

 Xerox copy of their academic load slip AY 2018-2019.


 Xerox copy of their respective school identification; and
 Completed application form for the competitions they intend to participate.

IRR 5.2 Application form will be distributed by the JPIA Officers for those who intend to join.
Participants should indicate in their application the competition/s they intend to participate
to.

IRR 5.3 Change of contestants in any academic competition shall be allowed provided that
they communicated with the Vice President for Academics-ADFC through text or personal
notice at least seven days before the start of the academic competitions.

IRR 5.4 Walk-in contestants shall not be allowed to participate during the contest proper of
any academic competition.

IRR 5.5 After meeting all the requirements stated above each participant must submit the
above mentioned requirements to the VP for Non-Academic Affairs ADFC Chapter on or
before _____________, 2018.
IRR 6.0 GENERAL CONTEST RULES AND MECHANICS
IRR 6.1 Contestants are advised to be at the designated place at least 30 minutes before the
time schedule.

IRR 6.2 Contestants must be properly registered and must sign the attendance sheet before
proceeding to the competition proper. Certificates of participation shall also be distributed
upon registration.

IRR 6.3 Late contestants are still allowed to join the competition. However, he/she shall no
longer be allowed to answer the question he/she have missed. For Bookkeeper of the Year,
late contestants are still allowed to join the competition. However, the team shall not be
given any time extension to answer the case.

IRR 6.4 The Board of Judges shall have the sole and exclusive authority to clear or answer
any protest/clarification made by the contestant. Any question raised shall limit to a five (5)
minute discussion only to protect the proceedings of the time of the contest. Judge/s’
decision is final and irrevocable.

IRR 6.5 The contestant is the only person who has vested rights to raise concern, protest,
and/or clarification.

IRR 6.6 Contestants shall be provided with a copy of question every item. The contestants
must not flip the copy of the question until the quizmaster gives the signal to do so. After the
quizmaster announces the question number, the contestant may start reading the question
provided. Warning shall be given for the 1st offense. On the 2nd offense, the contestant shall
be given sanction of accumulating only 50% of his total score garnered in all rounds. 3rd
offense entails disqualification from the competition.

IRR 6.7 All questions, whether theory or problems requiring computation, shall only be read
twice. Request to repeat the question shall not be entertained unless there is an approval
from the Vice President for Academics.

IRR 6.8 For questions requiring computations, contestants are only allowed to manipulate
their calculators after the quizmaster says “GO”. Contestants are allowed to write their
answers only after the quizmaster says “GO”. Warning shall be given for the 1st offense. On
the 2nd offense, the contestant shall be given sanction of accumulating only 50% of his total
score garnered in all rounds. 3rd offense entails disqualification from the competition.

IRR 6.9 The contestants should have written their answers before the time allotted has
elapsed. The contestants must raise their answer boards once the quizmaster declares so.
Any contestant who fails to comply will receive a warning and his answer may be forfeited
depending upon the Board of Judges.

IRR 6.10 Contestants should write their answers clearly and legibly on the provided answer
boards. In case of a multiple choice question, contestants should write their answers in
capital letter.
IRR 6.11 Abbreviations are not allowed to be used unless specifically permitted by the Board
of Judges in a particular question.

IRR 6.12 Contestants who shall insist in writing the answers ambiguously, abbreviated or
illegibly may still claim for points for correct answer only upon the discretion of the Board
of Judges and the Vice President for Academics.

IRR 6.13 Before proceeding to the next question, contestants shall be given an allotted time
of ten (10) seconds to raise a protest or clarification, to request for new marker or scratch
paper, to change their calculator if it encounters a technical problem, or other concerns. After
the allotted time has elapsed, the quizmaster shall read the next question, thus, protest,
clarification, or any concerns shall no longer be entertained. Contestants should not erase
their answers during the ten (10) second time allotment to allow validation of their answers
when protests or clarifications have been raised for that particular question.

IRR 6.14 In case where a question was voided upon the recommendation of the Board of
Judges or by the Academics Committee, another question shall be asked coming from the
clincher questions to replace the voided question. The question shall be read twice by the
quizmaster.

IRR 6.15 Any contestant caught cheating shall be disqualified in the competition. He/she shall
no longer be allowed to participate in other academic competitions.

IRR 6.16 In case of a tie at the end of three rounds, tie breaker question shall be asked until
the deadlock is broken. Tie breaker question/s shall have no bearing on the cumulative score
of the contestants. Whoever gets the right answer and raises his answer board first shall
advance to the next round or otherwise be declared as the winner.

IRR 6.17 After reading the contest rules and mechanics, contestants are given the chance to
raise questions or clarifications regarding the said rules and mechanics.

IRR 6.18 In case of any concern, clarification, or protest which is not governed by the
Implementing Rules and Regulations (IRR) of the said provision, the Vice President for
Academics shall have the absolute power to decide upon consultation to JPIA COUNCIL or
JPIA ADVISER, on matters which are deemed necessary to preserve and protect the integrity
of the event. His/her decision is final and irrevocable.

IRR 7.0 RMYC Cups


IRR 7.1 The RMYC Cups shall be comprised of three rounds, namely: Easy, Average, and
Difficult. In case of tie after the difficult round, clincher questions shall be given to the
contestants until the deadlock is broken. Time allotment, number of items, and
corresponding points are as follows:

IRR 7.2 The Board of Judges or the Vice President for Academics may extend the time
prescribed in each question depending on the complexity of the question.

IRR 7.3 The top three (3) contestants accumulating the highest points shall be declared as
the 1st placer, 2nd placer, and 3rd placer, respectively.

IRR 8.0 ADFC NAQDOWN 2018


IRR 8.1 The ADFC NAQDOWN 2018 shall be comprised of three rounds namely: EASY,
AVERAGE and DIFFICULT. In case of tie after the last round, a clincher question shall be given
to the contestants until the deadlock is broken. Time allotment, number of items and
corresponding points are as follows:

IRR 8.2 The Facilitators upon consultation of the Vice President for Academics-ADFC may
extend the time prescribed in each question depending on the complexity of the problem.

IRR 8.3 The top three (3) contestants who garnered the highest accumulated points shall be
declared as 1st placer, 2nd placer and 3rd placer respectively.

IRR 9.0 THEORETICAL QUIZ


IRR 9.1 The THEORETICAL QUIZ is a theoretical based Quiz Bee designed to build strong
theoretical foundation among freshmen in terms of different accounting principles, concepts
and terminologies.

IRR 9.2 This THEORETICAL QUIZ shall be comprised of three (3) rounds namely: EASY,
AVERAGE and DIFFICULT. In case of tie after the last round, clincher questions shall be given
to the contestants until the deadlock is broken. Shown below is the time allotment, number
of items and the corresponding points given in each question for every round:

IRR 9.3 The Facilitators upon consultation of the Vice President for Academics-ADFC may

IRR 9.4 The top three (3) contestants who garnered the highest accumulated points shall be
declared as 1st placer, 2nd placer and 3rd placer respectively.

IRR 10.0 BOOKKEEPER OF THE YEAR


IRR 10.1 The participants are to be given a three (3) hours comprehensive problem which
may be of a service, a merchandising, or a manufacturing type of business in which they are
to perform the whole accounting cycle. Instructions will be provided by the facilitator before
commencement of the competition.

IRR 10.2 The participants shall be given the necessary materials, except for calculator and
ball pen. The pen to be used for answering shall only be with black ink. Further, the use of
pencil and friction pen is strictly prohibited.
IRR 10.3 Erasure, in any form, which may include, but is not limited to, tampering or any form
of alteration, is strictly not allowed. Hence, participants are reminded to ensure their
answers before writing it to the provided answer sheets. Violation of this IRR shall deem the
contestant’s answer null/void.

IRR 10.4 After the allotted time has elapsed, the facilitators shall collect the contestants’
answer sheets, finished or unfinished, and the same shall be checked by the facilitators.

IRR10.5 Points shall be determined by the number of correct journal entries, correct ledger
balances as well as proper format for the necessary financial statements, trial balances and
the worksheet/10-column journal.

IRR 10.6 The Facilitators upon consultation of the Vice President for Academics-ADFC may
extend the time prescribed for answering the comprehensive problem.

IRR 10.6 The top three (3) contestants accumulating the highest points shall be declared as
the 1st placer, 2nd placer, and 3rd placer, respectively. The 1st place contestant shall be
declared as champion and be known as the “Bookkeeper of the Year”.

IRR 11.0 SURVIVAL OF THE BRAINIEST: THE GENERAL INFORMATION


QUIZ BEE
IRR 11.1 The SURVIVAL OF THE BRAINIEST is a General Information Quiz Bee which is
comprised of two (2) rounds namely: QUALIFYING and SURVIVAL Rounds.

IRR 11.2 In the Qualifying Round, the quiz master will ask questions and all the participants
must choose the correct answers from letters A, B, C and D by making a line behind their
chosen letter, following the mechanics in the popular ‘Pera o Bayong’ game show.

IRR 11.3 They will be given 10 seconds to choose the correct answer. For those participants
who got the wrong answer will be eliminated from the said competition and those who got
the correct answer will advance to the next question.

IRR 11.4 The survival round will start if there will be a maximum of five (5) participants left.
In the survival round, the remaining participants will be competing against each other. They
will be given a board in which they will write their answers.

IRR 11.5 The SURVIVAL OF THE BRAINIEST: SURVIVAL ROUND shall be comprised of three
categories namely: EASY, AVERAGE and DIFFICULT. In case of tie after the last category,
clincher question shall be given to the contestants until the deadlock is broken. Time
allotment, number of items and the corresponding points are as follows:

IRR 11.6 The Facilitator upon the consultation of the Vice President for Academics-ADFC may
extend the time prescribed depending on the complexity of the question.

IRR 11.7 The top three (3) contestants who garnered the highest accumulated points shall be
declared as the 1st placer, 2nd placer and 3rd placer respectively.

IRR 11.8 Note that consolation points will be given only to the participants who competed for the
survival round.

IRR 12.0 LITERARY CONTESTS


IRR 12.1 SPOKEN WORD POETRY (CRITERIA FOR JUDGING)

IRR 12.1.2 Delivery (25%)

- Voice

- Pronunciation/Articulation

IRR 12.1.5 The top three (3) contestants who garnered the highest accumulated points shall
be declared as the 1st placer, 2nd placer and 3rd placer respectively.
IRR 12.2 SPEAK-OFF: JPIA ANNUAL Q&A DEBATE (RULES AND MECHANICS)

IRR 12.2.1 There are two sides of the debate, the positive and the negative side. The positive
side will be called GOVERNMENT and the negative side will be called OPPOSITION.

IRR 12.2.2 Drawing of lots will made during the event proper to determine which side of the
debate will each team play.

IRR 12.2.3 The debate will be divided into 3 rounds. The elimination round, semi-finals and
the Championship round. (Opponents for the elimination round has already been
determined) Single elimination will be used.

IRR 12.2.4 Each team must have one (1) to two (2) speakers per round. Each team must not
be composed of all boys or all girls. Further, No substitution of members is allowed unless a
valid reason is given. The Vice President for Academics-ADFC will have the sole authority to
determine the validity of such reason.

IRR 12.2.5 The topic of the debate will be given on-the-spot by the facilitator and will be
determined through drawing of lots and each team will be given 5 minutes to construct their
speeches.

IRR 12.2.6 All teams are given the freedom on how to deliver their arguments.

IRR 12.2.7 Every round 90 seconds is allotted to have the debate. Each speaker per round
will be given 15 seconds to deliver their arguments.

IRR 12.2.8 The speaker for the Government will first deliver his/her speech. Then after 15
seconds, the speaker for the Opposition will deliver his argument. So, they will have their
argument alternatively every 15 seconds.

IRR 12.2.9 The board of adjudicators shall be composed of 3 individuals to be chosen by the
facilitator of the event.

IRR 12.2.10 The debater that best and clearly expressed his/her argument will be the winner
of that round and will advanced to the next round until championships.

IRR 12.2.11 The team whose debater won the SPEAK-OFF: JPIA ANNUAL Q&A DEBATE will
be given the highest possible points in the said competition.

IRR 12.2.12 Criteria for judging will be provided to this Implementing Rules and Regulation.

IRR 13.0 ULTIMATE BATTLE OF JPIANS


IRR 13.1 The ULTIMATE BATTLE OF JPIANS is to be done simultaneously which consist of
three (3) different type of contest including:

a. Calculator Master Challenge

b. Memory Retention

c. Sudoku Master Contest

IRR 13.2 Three winners shall be proclaimed for each aforementioned contest.

IRR 13.3 CALCULATOR MASTER CHALLENGE (RULES AND MECHANICS)

IRR 13.3.1 Each participant shall bring their own calculator during the contest proper. (No
scientific calculator nor gadget containing a calculator app is allowed)

IRR 13.3.2 The participants shall look only at the problem given to them upon a “GO” signal
and shall raise their calculator when the time is up.

IRR 13.3.3 The participants’ answer appearing on the screen of their calculator shall be
considered final only when the time is up.

IRR 13.3.4 Their answer will be checked by the facilitator before proceeding to the next
problem and/or question.

IRR 13.3.5 The competition is divided into three categories- EASY, AVERAGE and DIFFICULT.

IRR 13.3.6 In case of tie in any winning places, a clincher category will be carried out. This
may consist of as many problems/questions as possible until one of the participants tying up
at same place got the correct answer.

IRR 13.3.7 The purpose is to determine their right winning places and their corresponding
points gained for such contest.

IRR 13.3.8 There would be no time limit for this category. The first to give the correct answer
would get the highest possible place.

IRR 13.3.9 The top three (3) contestants who garnered the highest accumulated points shall
be declared as the 1st placer, 2nd placer and 3rd placer respectively.

IRR 13.4 MEMORY RETENTION (RULES AND MECHANICS)

IRR 13.4.1 Each participant is to be given separate answer sheet for their final answer.

IRR 13.4.2 During the contest proper, they will be given strips of paper with written words,
phrases and/or sentences which they to memorize.

IRR 13.4.3 The participants should only start memorizing what is written on the strips upon
a “GO” signal and shall give back the strips to facilitators when the time is up.

IRR 13.4.4 Another “GO” signal would be raised for them to write what they have memorized
on a separate answer sheet and shall stop when they are told to do so.

IRR 13.4.5 Their answer would be checked by the facilitator before another strip is given.

IRR 13.4.6 The competition is divided into three rounds- the easy, average and difficult round.

IRR 13.4.7 EASY ROUND

Consist of ten (10) words, phrases and/or sentences which shall be memorized by each
participant for thirty (30) seconds. The participant is to write in tow-to what they have
memorized upon a “GO” signal with a given time of another thirty (30) seconds. Only exact
answer would be accepted which is equivalent to three (3) points each.

IRR 13.4.8 AVERAGE ROUND


Consist of five (5) words, phrases and/or sentences which shall be memorized by each
participant at a given time of one (1) minute. The participant is to write in tow-to what they
have memorized upon a “GO” signal with a given time of another thirty (30) seconds. Only
exact answer would be accepted which is equivalent to five (5) points each.

IRR 13.4.9 DIFFICULT ROUND

Consist of five (5) words, phrases and/or sentences which shall be memorized by each
participant at a given time of one (1) minute and thirty (30) seconds. The participant is to
write in tow-to what they have memorized upon a “GO” signal with a given time of another
thirty (30) seconds. Only exact answer will be accepted which is equivalent to seven (7)
points each.

IRR 13.4.10 In case of tie after the last round in any winning places, a clincher category will
be carried out.

IRR 13.4.11 The purpose is to determine their right winning places and their corresponding
points gained for such contest.

IRR 13.4.12 No time limit in this round. The first contestant to write the exact answer upon a
“GO” signal would get the highest possible place.

IRR 13.4.13 The top three (3) contestants who garnered the highest accumulated points shall
be declared as the 1st placer, 2nd placer and 3rd placer respectively.

IRR 13.5 SUDOKU MASTER CONTEST (RULES AND MECHANICS)

IRR 13.5.1 During the contest proper, participants will be given Sudoku puzzle which they
are to analyze and fill the missing boxes.

IRR 13.5.2 The participants shall only see the puzzle upon a “GO” signal and shall write their
answers on the puzzle provided.

IRR 13.5.3 The participants will be given two (2) hours to finish the puzzle and can pass the
same even before the time is up.

IRR 13.5.4 The first to pass the puzzle provided all answers were correct will automatically
be declared as the winner.

IRR 13.5.5 In case no one has finished the puzzle nor arrived at the correct answers within
the given time, the participants would be ranked according to the number of correct answers
they have written on the puzzle.

IRR 13.5.6 And in case of tie in reference to the previous rule, they will be given an easy type
Sudoku puzzle which they are to answer with no time limit.

IRR 13.5.7 Again, first to pass the puzzle provided all answers were correct is to get the
highest possible spot.
IRR 14.0 POINTING SYSTEM
IRR 14.1 The following is the pointing system in determining the most awarded team in
academics:

IRR 15.0 VIOLATIONS AND SANCTIONS GUIDELINES


IRR 15.1 The above mentioned Academic Convention Implementing Rules and Regulations
are for JPIA-ADFC and related persons information exchange only and are patterned with
the Implementing Rules and Regulations of the National Federation. The council maintains
the relevance and reliability of this document through the strict implementation of its rules
and regulations.

IRR 15.2 Any questions raised by the contestants that are not included in the IRR shall be
subjected to the jurisdiction of the Vice President for Academics and JPIA-ADFC Executive
Officers. The decision of the Vice President for Academics and the JPIA-ADFC Executive
Officers will be final and irrevocable.

IRR 16.0 ENFORCEMENT OF THE IMPLEMENTING RULES & REGULATIONS


It shall be the primary duty of the Vice President for Academics and the Executive Officers to
effectively enforce the provisions of this Implementing Rules and Regulations. The Executive
Officers also has the sole right to interpret the contents of this Implementing Rules and
Regulations and their decision will be binding and irrevocable.
The JPIA Adviser or his duly designated representative shall act as legal adviser to the Vice
President for Academics and the Executive Officers and shall render legal assistance as may
be necessary in carrying out the provisions of this Implementing Rules and Regulations.

IRR 17.0 AMENDMENTS OR REVISIONS


IRR 17.1 The Federation shall be vested with the exclusive power to revise and amend the
Implementing Rules and Regulations.

IRR 17.2 Any amendments or revisions to this Implementing Rules and Regulations may be
proposed by any member of ADFC Chapter upon a written request of such member, stating
the reasons thereto.

IRR 17.3 Any request for amendments and revisions, as well as proposed amendments, must
initially be reviewed by the Vice President for Academics then to be forwarded to the
Executive Officers for discussion, editing, and final approval and to be noted by the Local
Chapter Adviser. The amendments shall be binding for the Asian Development Foundation
College only. The proposal, if found to be advantageous and beneficial in the furtherance of
the National Federation’s goals and objective, shall then be submitted to the National
Federation Executive Officers for further discussion, editing, and approval.

IRR 17.4 The Executive Officers shall have the right to deny any proposed revisions and
amendments, submitted to them by the Vice President for Academics, which are deemed
unnecessary. The final decision on any inclusions and exclusions to this Implementing Rules
and Regulations must be determined by a majority vote of the Executive Board in which the
Vice President for Academics is included.

IRR 18.0 SEPARABILITY CLAUSE


IRR 18.1 If any clause, provision, paragraph or part of this Implementing Rules and
Regulations shall be declared unconstitutional or invalid, such judgment shall not affect,
invalidate, or impair any other part hereof, but shall be merely confined to the clause,
provision, paragraph, or part directly involved in the controversy in which such judgment
has been rendered.

IRR 19.0 REPEALING CLAUSE


IRR 19.1 Any rule and regulation or solution or part/s thereof inconsistent with the
provisions of this Implementing Rules and Regulations are hereby repealed or modified
accordingly.
IRR 20.0 EFFECTIVITY
IRR 20.1 This Implementing Rules and Regulations shall take effect immediately after its
presentation and approval from the Junior Philippine Institute of Accountants Executive
Board. Promulgated in the City of Tacloban this 5th day of July 2018.
