PART C1
C1.1 Background and Brief
The project is located within: Koidu Government Hospital.

The Scope of Works covers the construction or rehabilitation of existing Waste Management
Facility (WMF) and construction of a low fuel consumption De Montfort Mark 9 Incinerator
(which refractory brick and related mortar will be provided by UNOPS).

The WMF shall serve as the unit for temporary storage of all types of waste (already segregated
from the hospital) in different boxes for further processing or disposal. The generic waste shall be
disposed off-site, including hazard waste which shall be disposed by a specialist firm. The
incinerator shall serve the function of burning the clinical and biomedical waste at a high
temperature for disposal into ash pits, including disposal of residual sharps into the sharp pits.
The placenta pits shall function for the disposal of such waste that cannot be incinerated. A water
point and floor drain will be install for the routine cleaning of this area. A concrete rectangular
drainage and apron shall be built around the perimeter of the entire facility. The whole area shall
be fence off with steel chain link fence and a gate as security measure and to ensure limited
access to the site by only authorized personnel.
The Contractor will be responsible to carry out all the needed works, in a workmanlike manner,
making sure that the structure can cope with his function in a correct way.

C1.2: Employer’s role and responsibility


The Employer (UNOPS), acting on behalf of the MoHS, is responsible for the entire procurement
process from definition of the Scope, Tender, Award and Management of Contract in order to
proceed with the work as detailed in this scope of works. UNOPS shall also be responsible for the
supervision of all works on site throughout the implementation phase including assessment
during defect liability period.
Commissioning phase will be coordinated by UNOPS and accompanied by relevant Authorities.

C1.3: Contractor’s Obligation


The contractor will be expected to execute work, at complete satisfaction of the Client, as
foreseen by the GC governing the Contract, as per scope of works/work information and
technical specifications. It is understood that rehabilitation works shall ensure that final result is
aligned with all specification drafted for the new facility.
The works, in general are referred to (but not limited to):
 Construct or Rehabilitate Waste Management Facility.
 Construct New Low Fuel Consumption Incinerator.
 Construct Concrete Apron with Rectangular Drainage around Perimeter of Building.
 Construct Chain Link Perimeter Fence with Gate.
 Construct Walkway from WMF to nearest Hospital Building.
 Decommission and demolish dilapidated WMF facility that are beyond repair including
disposing all demolished materials off site.
 Any other works needed to cope with the objective as well as to reach the quality
standards of the new construction (see Tech Spec in Annex B.3)

C1.4 The existing Facilities (to be rehabilitated)


The existing facilities are primarily composed of the following components:

 A floor slab approximately 8m x 8m, sandcrete solid dwarf walls topped by steel mesh,
timber trusses and corrugated iron roofing sheets.
 A “Saubatech” Incinerator (metal)
 At least 2Nr temporary waste storage boxes constructed within the structure with 100mm
thick solid sandcrete blocks dwarf wall and a timber door.
 Ash pit with a reinforced concrete suspended slab and a rectangular opening (manhole)
 Placenta pit with a reinforced concrete suspended slab and a rectangular opening
(manhole)
 Main entrance – timber door
 External perimeter wall - dwarf sandcrete block wall – 150mm thick
 Steel mesh with timber (hardwood) frame in opening atop of external dwarf wall.
 Temporary storage sandcrete block wall – 100mm thick
 C.I sheet roofing member
 Timber trusses (wall plates, purlin and rafters etc.)
 Structural members – columns, ring beam and floor slab (suspended over pits)

C1.5 Site Management and Controls


In line with the GC governing the contract and the other technical document composing the
Tender Dossier, the Contractor is required to fully adhere and shall abide to all the conditions of
the Contract and in particular to pay due attention to the approved works schedule, site
management procedure, health, safety and security management plan, environmental
management plan, quality control measure and tests plan as well as routine recording of all
activities on site throughout the implementation of the project.
The Contractor shall provide on the site all temporary works including one furnished office for
his site personnel, storage for materials and equipment, and sanitary facilities (this could be
arrange with the Hospital Administration). The Contractor is responsible for payments and
connections regarding the supply of electrical power and all other services, including water
supply, sanitation, and telephones. None of these services will be provided to the Contractor by
UNOPS.
The Contractor shall provide, erect, and maintain one (1) project/contract name board at such
positions and locations as are directed by the UNOPS Engineer/Representative.
The Contractor shall before ordering or manufacturing any such project name boards obtain
UNOPS written approval in respect of all names and wording to appear on the name boards.

C1.6 Security of Contractors Personnel’s and Construction Equipment’s


The Contractor shall be responsible for the security of his own site and site facilities, his
personnel and construction plant and materials on and around the site of the works after the site
handing over. No claim in this regard will be considered by UNOPS in the case of any site
incidences.

C1.7 Co-operation with others Partners on site


UNOPS will coordinate with any other partners operating in the Hospital, such as NGO’s or UN
entities.
As mentioned in the tender Dossier, the construction works are confined within the Koidu
government hospital property, hence adequate and reasonable care should be taking by

Contractor and as much as possible to minimize interference with the smooth running and
operation of the hospital activities during construction and other related activities.
The Contractor shall also cooperate with Contractors, persons and workmen appointed by
UNOPS who may be employed in the execution of a project or operating at or near the site of any
Works in connection with this project.

C2.1 Site Information

C2.1.1.a Description of the Site and Access – Makeni Government Hospital


The project is located in Koidu town, capital of Kono District. It is located in the Eastern
Province of Sierra Leone. The project site is within the Koidu Government Hospital, which is
approximately 223miles (359Km) East of Freetown.

C2.1.2 Site Acquaintances


The contractor is required to get acquainted with all needed site details and hence will not be
entitled to any claim related to the site condition, unless they clearly and significantly change by
the ones verified during the site visit/clarification meeting.
At the Start up Meeting the parties will jointly verified the nature and the quantity of the works to
be carried out in order to ascertain that the figures included in the Tender are corresponding to the
actual situation. In case of relevant discrepancies the parties will agree an amendment to the
contract to cope with the changed scope. In this case the Unit prices indicated in the Anx 3.1 will
apply.

PART C3
C3.1 Scope of Work (SoW)

C3.1.1 General Description of Work


The works comprise the construction or rehabilitation of waste management facilities as
described in C 1.3 to ensure the facility is functional and fit for purpose in line with the required
standards.
Design of the New Waste Management Facility are provided in Schedule B – Annex B.2.a
A “Detailed Bill of Quantities” (only for one New Waste Management Facility - not including
the rehabilitation works) for referential purposes only (not a binding Tender Document) can be
found in the Schedule B – Annex B.2.b.
UNOPS will in no case take any responsibility for any misunderstanding might be caused by the
detailed Bill of Quantities. The Bidder is anyway required to calculate his own quantities in order
to fill the “Section IV - Schedule 3 - Annex 3.1” before submitting the Bid.
Details of the construction materials, methodology and general guidelines are provided in the
Technical Specifications (see attached Annex B.3.).
Contractor shall ensure that he/she is conversant with the technical specification and applicable
standards.
The work in the site shall hereby include the following:

C3.1.2.a Koidu Government Hospital

Preliminaries
1. Site establishment and de-establishment:
Allow for assembling before commencement and dismantling after practical completion
of work, all temporary site utilities and facilities.
Rehabilitation Works
1. Repair cracks on both internal and external wall:
Hack out on sandcrete wall along all cracks on sandcrete walls internally and externally;
75mm wide x 25mm deep and fill with anti-crack mesh then refill (plaster) with 1:4
cement mortar mix.
2. Replace damaged wooden doors (2No. for inside storage boxes and 1No. for WMF
entrance) with steel grille doors complete with ironmongery:
Carefully remove damaged wooden panel door and store for possible re-use by Client.
Fabricate new steel grill door and install complete with all ironmongery (i.e. locks,
hinges, bolts etc.).
3. Repair damages to metal grille (mesh) atop of dwarf wall:
Inspect metal mesh and remove damaged section (whole grid including wooden frame if
necessary) and replace with new metal mesh making good all works disturbed.
4. Repair leakages to roof i.e. to CI sheets:
Inspect roof (C.I sheets) for leakages and apply roof sealant if applicable, if required,
carefully remove damaged roofing sheet and replace with new sheet of same specification
making good all works disturbed.
5. Empty pit and thoroughly clean, repair crack in wall, floor and suspended slab of pit:
Adhering to the standards for disposal of medical waste, carefully empty out all existing
pits and dispose off-site. Thoroughly clean entire area of pits. Inspect walls, floors and

suspended slab of pits for any cracks and repair (as per method provided in activity
3.1.3.1 above)
6. Re-paint all block wall, concrete surface and selected woodwork (internally and
externally) with an additional coat of approved paint including scraping of worn out
layers of existing paint:

Scrape off final worn out coat of all painted block walls, concrete surfaces and selected
wood works and prepare and apply one (or two) coat of superior quality (enamel or
emulsion) paint as approved by Supervising Engineer as per technical specification.
New Works
All new works shall be carried out as specified in the Technical Specification for the new
facility. (See Annex B.3)
1. Fabricate and install composite metal cover 600mm x 600mm in opening/manhole for
pits:
(Section 07 – Metal Work):
Fabricate composite metal cover for manhole of pits with 25mm x 25mm RHS as frame
and braces, 1.5mm steel plate cover, and 25mm diameter pipe as handle, the whole
fabricated and finish with three coats of red oxide anti-corrosive paint.
2. Construct external and upgrade internal temporary waste storage boxes:
(Section 01, 02, 03, 04, 05, 06, 07, 10 & 11):
Construct outside existing waste management facility in location specified by supervising
Engineer, 2Nr temporary waste storage boxes on either side of the main entrance, 1.8m
long x 1.8 m wide x 2.8m high with 100mm thick solid sandcrete block wall at 1.5m high,
atop is timber frame with steel mesh at 1.3m high to underneath of ring beam.
3. Provide and install Water Point i.e. standing tap and a durable flexible hose (at least 20m
long). Including connection to the nearest water source.
(Section 08 – Plumbing Installation):
Install galvanized metal tap complete with all pipe, elbows, tees, reducers, coupling and
valves and connect to an existing (closest) water source. Excavate trench and conceal all
pipes (HDPE) from WMF to source at least 200mm below ground level.
4. Install 2Nr light points and a single switch and connect to closest electrical source
complete with all conduits, cables and fittings.
(Section 09 – Electrical Installation):
Supply and connect 2Nr energy power saving light points and fittings including switches
(6Amp, 1gang 1way switch) and accessories by approved an manufacturer, including all
necessary assembling fixing accessories connections, flexible cords, jambs, concealing all
electrical cables in PVC conduit. Allow for the connection to the closest power source or
distribution board.
5. Install floor drain within structure.
(Section 08 – Plumbing Installation):
Construct weep hole (with 50mm diameter PVC pipes) at intervals of 1m, between floor
slab and walls to allow flow of water from within the facility into the newly constructed
drainage.
6. Construct new De Montfort Mark 9 incinerator (complete as per technical specification
and construction guidelines) including reinforced concrete slab.
(Section 03 – Concrete Work and Section 04 – Masonry 8.0)

7. Construct plain in-situ concrete apron 600mm wide x 150mm thick around perimeter of
structure and 3m in-front of structure.
(Section 12 – External Works):
Excavate ground around waste management facility (not exceeding 200mm), backfill and
compact selected hardcore materials, an average of 100mm thick, and construct using
250mm thick plain in-situ 1:2:4 mix concrete apron 900mm wide around building except
3m wide in front of building where waste management boxes will be constructed.
Including all formworks.
8. Construct extension for incinerator and new pit including suspended reinforced concrete
slab and manhole.
(Section 01, 02, 03, 04, 05, 06, 07, 10 & 11):
Create opening (900mm wide) from the side of existing WMF as access to newly
constructed extension (4m x 4m) as space for housing new De Montfort Mark 9
incinerator and waste disposal pit (1.5m wide and 1.5m long x 1.5m deep – with
suspended reinforced slab and 600mm x 600mm manhole and metal cover). The whole
works shall include, foundation and earth works, concrete and masonry work, roofing, in-
situ finishes and painting.
9. Construct rectangular concrete drainage:
(Section 12 – External Works):
Construct rectangular concrete drainage (600mm wide x 600mm deep) around perimeter
of structure along apron – with slope of 1.5% including soak away pit 1m x 1m x 1.2m
deep.
10. Construct chain-link fence with gate around WMF at an offset of approximately 600mm
from the concrete apron.
(Section 07 – Metal Work):
Provide and install steel chain-link fence of 4mm diameter gauge, with height of 2800mm
and average length 3000mm complete 50mm diameter steel pipe for use as chain link
fence columns installed in concrete bases at intervals of 3000m and with pipe length of
2900mm high. Fabricate and install steel gate from 50mm diameter pipes as frame
complete with mesh and, hinges and bolts - Double Leaves - Double Swing: 1500mm
wide x 2400mm high.
11. Construct concrete walkway (access for wheeled bins) from WMF to the nearest hospital
facility.
(Section 03 – Concrete Work):
Excavate in ground trench not exceeding 250mm deep x 1000mm wide. Backfill and
compacted selected hardcore aggregate and average of 100mm high. Construct using
200mm thick plain in-situ 1:2:4 mix concrete. Including all formworks.
