I am going to use the same principal to build the
next two deck frames... build the main box, use the
scrap boards to get everything level and place the
cinder blocks. Once that is done add the rest of the
joists. Begin your measuring from the reference
point (16 in centers, mark which side of the line the
5' 10 1/2" board goes on)

groove plywood or OSB which ever you choose to use.
