1) Activity:
BCU Replacement and associated Modification & Pre-commissioning checks
2) Description of Work
Purpose:
As per Contract No: N12628.1, 220/33kV GIS Bay Extension and Addition of Third Power Transformer at
Al Foah Grid Substation-Alain.
SCOPE:
· Remove the Existing BCU and Hand over to Transco stores through Transco Handing
over Procedure.
· Installation, Testing and commissioning of New BCU’s in (D09,D10 & D04,D06) LCC
Panels.
· Installation, Testing and commissioning of New 7VE61(applicable only for =D09/D10)
· Related Wiring Modifications in LCC Panels.
· Establish the Communication with SCMS via IEC 61850 and Testing of all the signals.
· Additional control cables laying, glanding, dressing, termination, marking etc.,
· All the modifications will be done as per the approved drawings.
· Electric Shock.
· Paint Spilling
5.1 · Obtain PTW for LCC Panel D05 / D08 – Power Action BY
Transformer Feeders. Competent Person

o Convey the message to all concerns
o Ensuring the relevant documents and resources.

o Ensure workers on site are not exposed to danger when working on or near live electrical
systems and equipment.

o Verifying the % compliance as per risk assessment.
o Ensuring the emergency preparedness.

o Placing warning tapes and warning boards in the work environment.
o Placing Fire Extinguisher at test place.

6) Sequence of Activities
· Avail Safety Documents for the work to be carried out.
· Work area must be clearly identified by Red & White Tap.
· Permit shall be pasted on front and backside of the panel under outage.
· Before start of work, toolbox talk to be conducted to the Working party.
· Necessary PPE (Helmet, Safety shoes, highly visible jacket) must be warm.
· Replace the Old BCU with New One.
· Install MCB & Contactor in the LCC Panel.
· Wiring modification as per the Approved Drawings.
· Connect the all the termination as per the Drawings.
· After completion of all works. Men & Martials remove from over arena.
· Call authorizes person for cancelling the Permit.
· Cancel the safety Documents

Isolation Method Statement
Permit shall be pasted on front and backside of the panel under outage and the related panels as per the
below table;
=D09 / D10+S1

After completion of necessary Trip terminal/Link isolation, identify and isolate the panel DC supply by removing
respective terminals OR switching off MCBS and confirm there is no voltage.

WARNING
Expected measure voltage +VE & -VE volt with respect to ground after isolation at the below mentioned point is
zero in case of any voltage observed, work must be stopped

WARNING: REMOVAL OF WIRING MUST BE TAKEN OUT ONE BY ONE AND INSULATED WITH INSULATION TAPE PRIOR
TO REMOVAL OF NEXT WIRE. CHECK ZERO POTENTIAL AFTER ISOLATION.
After isolation of DC MCBs/TERMINALS/links and wiring in Main-1 relay DC non availability shall be ensured.
C.3.4 Isolation of CT/VT CIRCUITS
After completion of DC isolation & DC VOLTAGE VERIFICATION at BCU, the CT and VT circuit shall be isolated
and masked only at LCC panel side as per below. Accordingly, the following table shall be filled for isolation and
masking of VT and CT circuits.
WARNING: Removal of wiring at external side and must be taken out one by one and insulated with
insulation tape prior to removal of next wire. check zero potential after isolating at both sides.
1. Dismantling of Equipment:
Once all the isolation as mentioned above is done, then list down the components which are to be dismantled as a part of
this modification scope. Removed components shall be properly packed with details of the component on the packing and
handed over to Transco Store.
Before starting the dismantling, must confirm the existing schematic for correctness. Necessary precautions shall be taken as not
to disturb other live cables.
· Remove all wirings from existing BCU (A211) Relay without disturbing ferrules.

· Remove BCU relay from (D09 / D10/D04/D06) + S1 PANEL & keep it safely with proper notice & this will be
handover to Transco stores as per Transco Handing over procedure
· Install the new BCU relay (6MD66) in = (D09 / D10/D04/D06) panel in place of old BCU Relay.
· Reconnect the existing wiring (No wiring changes wire will be reconnected to new Relay)
· Removing the Mimic Bottom Plate for fixing new Split synchro relay(-A250)- applicable for D09/D10
· Required cutout will prepared at site stores with proper power tools- applicable for D09/D10
· Install the new 7VE61 (A250) as per the below diagram (Front View Door) applicable for D09/D10.
· Install additional Contactor in D09 / D10 + S1 LCC panel as per the Drawings in the mentioned location.

· Do the necessary wiring for the Contactors as per the Drawings.
· Install the additional MCBs in the LCC Panel as per the Drawings for Fdr(=D09/D10)
· Install the additional MCBs in the LCC Panel as per the Drawings for Fdr(=D04/D06)

B) Restoration Procedure:
After completion of all above mentioned activities, the Feeder will be ready for Restoration.
a) After completion of all the activities CT/VT circuit should be normalized.
b) After completion of all the activities un-masking to be carried out on all the related areas.
c) Removal of Barrication.
d) Final Checks
· After completion of all modification and testing works, cleaning has to be carried out
in and around the panels.
· Ensure the tightness of the modified circuit terminals and CT/VT Circuits.
· Ensure no alarm persisting in the LCC Annunciator/BCU/SCMS and the same needs
to be confirmed with LDC.
· Keep the Red mark up drawings for the particular feeders available at site.

· All the warning tape and Permit copy shall be removed.
· After satisfactory completion of final checks. LDC & Authorized Person Shall be
Informed about the Completion of Modification work and the Work Permit shall be
Cleared with Authorized Person.
8) Requirements

· Electrical Safety.
· Risk assessment shall be reviewed site specifically prior to work starts to ensure
the existing controls are adequate.
7.4 PPEs

· First aid facilities with trained first aider and fire fighter shall be made available.
9) HSE & SAFETY PRECATIONS:
· Ensure all the employees and workmen have put on their PPEs at site.
· Put CO2 system is in manual mode before entering into GIS/Control rooms.

· Instruct all technicians on the correct and safe way of handling various types of materials.
· Explain to the workmen the hazards to be faced while carrying out the job and the control measures to

· Follow Transco’s approved emergency procedure as per HSE Plan.
