Welcome  Message  from  the  Minister  of  Gender,  Labour  and  Social 
Affairs of the Republic of Uganda - Hon. Janat Balunzi Mukwaya  
 

Dear Delegates,  

I  warmly  welcome  you  to  Uganda  the  pearl  of  Africa  on  behalf  of  the  Government  of 
Uganda.  

As  we  gather  for  the  3rd  International  Federation  of  Social  Workers  Africa  region 
conference,  i  warmly  welcome  you  to  Common  Wealth Speke resort and conference center 
Munyonyo  and  the  country  at  large.  Our  conference  themed  “​Strengthening  Human 
Relations  for  Social,  Economic  &  Political  Transformation​”  comes  at  an  opportune  time  when  countries  across 
Africa  are  experiencing  social,  economic  and  political  challenges  that  threaten  the  wellbeing  of  people  of  Africa. 
Uganda  in  its  Vision  2040  strives  to  ensure  that  we  have  a  “​transformed  Uganda  society  from  a  peasant  to  a 
modern  and  prosperous  country​”.  This  conference  will  remind  us  of  our  shared  obligation  of  ensuring  that  all 
Ugandans,  especially  the  marginalized  and  most  vulnerable  members  of  our  society  have  access  to  quality  social 
services.  This  conference  will  further  enable  us  reflect  on  Uganda’s  commitment  and  contribution  towards 
attainment  of  the  sustainable  development  goals.  Our  deliberations  at  this  conference  and  the research evidence to 
be  shared  will  enable  most  of  the  delegates  to  engage  meaningfully  with  governments  to  include  social  work 
services and all other essential services in national development plans and national programmes.  

We  therefore  look  forward  to  a  very  productive  time  at  the  conference  and  we  hope  every  delegate  will  be 
empowered to play their rightful roles in the respective countries to make Social work a reality

Dear friends and colleagues, 

On  behalf  of  the  International  Federation  of  Social  Workers  (IFSW)  and  indeed  the 
organizers  of  the  Africa  Region  conference,  I  would  like  to  welcome  you  to  this 
historical  conference during my Presidency. IFSW welcomes all our colleagues to join 
with  us  in  Uganda  for  four  days  of  learning  from  each  other  and  sharing  our  skills, 
knowledge  and  expertise.  The  theme  of  the  gathering  is  the  conference  is  “​Social 
Work  in  Strengthening  Human  Relations  for  Social  Economic  and  Political  Transformation”  ​(Holistic 
Empowerment).  This  theme  resonates  with  what  is  going  on  around  us  today.  It  is  a  theme  that  is  at  the 
heart  of  social  work  principles  and  values.  The  conference  will  bring  together  people  who  use  social  work 
services,  researchers  and  social work educators as well as social work practitioners around the world. There 
are  so  many  ways  that  we  can  use  our  skills  knowledge  and  expertise  and  so  much  we  need  to  learn  from 
one  another  about  ‘best  practices’  that  we  are  very  grateful  to  our  colleagues  in  Uganda  for  this  wonderful

Dear Delegates,  

On  behalf  of  National  Association  of  Social  Workers  of  Uganda  (NASWU),  it  is  my 
pleasure  to  welcome  all  the  Social  work  professionals,  academicians,  social  work 
practitioners,  Government  officials,  Members  of  Parliament,  young  researchers,  Civil 
society  organizations,  and  students  from all over the world to attend 3rd International 
Federation  of  Social Workers (IFSW) Africa Region Conference October 28th - 31st at 
Munyonyo Commonwealth Resort, Kampala Uganda. 

The  conference  under  the  theme:  “Social Work in Strengthening Human Relations for 


Social  Economic  and  Political  Transformation”,  will  play  a  great  role  in  strengthening  the  social  work

Welcome  Message  from  the  Chairperson  National  Organizing 
Committee  ​- Mr. Mwondo Kyateka (Commissioner Youth and Children
Affairs, MGLSD)
 
On  behalf  of  the  entire  Conference  Organizing  Committee,  I  would  like  to  take  this 
opportunity  to  warmly  welcome  you  to  the  3rd  International  Federation  of  Social 
Workers  Africa  Region  Conference  that  will  take  place  from  28th  to  October  31st 
2019  in  Speke  Resort  &  Conference  Centre,  Munyonyo,  Kampala,  Uganda.  This 
conference  under  the  theme:  “​Social  Work in Strengthening Human Relations for 
Social  Economic  and  Political  Transformation​”  which  is  key  to  the  development 
of  our  countries  as  well  as  the  development  of  the  social  work  profession.  The 
government  of  Uganda  is  committed  to  ensuring  that  the  social  welfare  structures 
are  responsive  to  the  needs  of  children  and  other  vulnerable  individuals  in  the 
country.  It  is  my  wish  that  all  children  are  safe  and  they  grow-up  in  a  protective 
environment  

The  conference  brings  together  participants  from  diverse  backgrounds:  academicians,  researchers,  policy  makers, 
social  work  practitioners,  service  users,  and  students,  international  and  local  NGOs and Civil Society Organizations, 
as  well  as  development  partners.  Hence,  it  provides  a  unique  opportunity to share different experiences, knowledge 
and skills 

It  is  my  hope  that  this  conference  will  be  an  opportunity  to  showcase our country and to raise the roles of the social 
work profession in sustainable development and prompting human relations

Rt. HON. REBECCA KADAGA- SPEAKER PARLIAMENT OF UGANDA  


 
Rt  Hon.  Rebecca  Kadaga  MP.  A  lawyer  by  profession,  she  holds  a  Master's 
Degree  and  is  currently  the  Speaker  of  Parliament  of  Uganda,  the  third  highest 
position  in  the  national  leadership  of  Uganda.  She  is  the  first  woman  to  be 
elected  Speaker  in  the  history  of  the  Parliament  of  Uganda.  She was the Deputy 
Speaker  of  Parliament  of  Uganda  from  2001  to  2011.  From  1986-1999, she won 
accolades  of  distinguished  service  in  many  portfolios  when  she  served  as  a 
Cabinet/State  Minister.  She  has  held  a  number  of  high  profile  positions  and 
played  a  leading  role  in  empowerment  activities  of  individuals,  families  and 
communities  at  national  and  international  levels.  As  Speaker  of  Parliament,  she 
continues  to  advocate  and  promote  the  rights  and  the  empowerment  of 
vulnerable  persons  in  Uganda  through  effective  stakeholder  engagement  and 
legislation.  
 
 
HON.  JANAT  BALUNZI  MUKWAYA  -  MINISTER  OF  GENDER,  LABOUR 
AND SOCIAL AFFAIRS – UGANDA 
Janat  Balunzi  Mukwaya  is  a  politician  and  former  captain  in  the  Uganda  Peoples 
Defence  Forces.  She  is  the  Minister  of  Gender,  Labour  and  Social  Affairs  in  the 
Cabinet  of  Uganda.  She  was  appointed  to  that  position  after  she  previously  served 
as  the  Minister  for  General  Duties  in the Office of the Prime Minister. Before that, she

served  as  Minister  of  Trade  and  Industry  and  also  served  as  the  elected  member  of  Parliament for Mukono South 
Constituency,  Mukono  District.  Hon.  Janat  spearheads  strategies  and  initiatives  that  promote  cultural  growth, 
skills  development  and  labour  productivity  while  promoting  gender  equality,  labour  administration,  social 
protection and transformation of communities​.

 
 
DR.  AGELLO  MCCLAIN  -  CEO OF THE NATIONAL ASSOCIATION OF 
SOCIAL WORKERS OF USA 
 
Dr.  Agello  Angelo  McClain,  PhD,  LICSW,  is  the  Chief  Executive  Officer  of  the 
National  Association  of  Social  Workers  and President of the National Association of 
Social  Workers  Foundation.  NASW  is  the  largest  membership  organization  of 
professional  social  workers  in  America  with  120,000  members.  NASW  promotes, 
the  Profession  of  social  work  and  social  workers,  and  advocates  for  sound  social 
policies  that  improve  well-being  for  individuals,  families  and  communities.  Dr. 
McClain  previously  served  as  Commissioner  for  the  Massachusetts  Department  of 
Children  and  Families  for  six  years.  While  there,  he  oversaw  a  budget  of  $850 
million  and  a  workforce  of  3,500  employees  to  address  reports  of  abuse  and  neglect  for  the  state’s  most 
vulnerable  children,  partnering  with  families  to  help  them  better  nurture  and  protect  their  children.  Dr.  McClain 
grew  up  in  Texas,  and  is  a  distinguished  alumnus  of  Cal  Farley’s  Boys  Ranch.  He  holds  a  Bachelor  of  Science  in

Social  Work  from  West  Texas  State  University,  a  Master  of  Science  in Social Work from the University of Texas at 
Arlington, and a PhD in Social Work from Boston College Graduate School of Social Work.  
 
RUTH STARK – INDEPENDENT SOCIAL WORKER FROM SCOTLAND
 
Ruth  Stark  has  been  a  social  worker  for over 40 years working mainly in Scotland. 
She  has  worked with people suffering from mental health issues, with children and 
their  families,  with  young  people  in  state  care,  in  criminal  justice  and  with  people 
facing  deportation;  with  people  affected  by  their  physical  and  emotional 
environment.  She  is  passionate  about  listening  to  the  stories  of  people  who  are 
experts  through  experience,  as  she  knows  that  at  some  point  in  each  of  our  lives 
we  all  use  our  social  work  services.  Social  work has to be there at a standard that 
each  one  of  us  would  respect  and  be  proud  to  be  involved  in.  Inevitably  practice 
concerns  have  led  to  involvement  in  policymaking  and  implementation  at  local, 
regional  and  global  level.  Like  every  other  social  worker  she  struggles  with  the 
daily  challenge  of  working  with  competing  human  rights  and  helping  people 
achieve  their  sense  of  social  justice.  Published  on  World  Social  Work  Day  2019 
the  collection  of  reflective  social  work  stories  will  give  some  background  to  the 
presentation

SILVANA MARTÍNEZ - IFSW GLOBAL PRESIDENT 

Silvana  Martínez  is  the  IFSW  Global  President.  She  holds  a  PhD  in  Social  Sciences 
and  a  Master’s  in  Social  Work  from  the  National  University  of  Entre  Ríos,  Argentina 
and  currently  holds  the  position  of  Professor in Social Work at Universidad Nacional 
de  Mar  del  Plata.  Martínez  is  the  author  and  co-author  of  numerous  books  and 
scientific  papers  in  journals  of  Social  Sciences  and  Social  Work.  Her  fields  of 
research  and  professional  practice  are:  Gender,  power  relations,  social  violence, 
Human  Rights  and  Social  Work.  She  was  President  of  the  LAC  Region  of  the  IFSW 
for  the  period  2014-2018.  Her  professional  practice  is  in  Domestic  Violence  and 
work in communities in Argentina 

RORY TRUELL – SECRETARY GENERAL - IFSW 


Rory  Truell is the Secretary-General of the International Federation of Social Workers. 
IFSW  is  the  global  body  representing  professional  social  work  practice,  comprising 
128  country-level  members  and  holding  consultative  status  with  the  United  Nations 
and  regional  bodies.  Dr.  Truell  works  worldwide  with  national  social  work 
associations,  frontline  services,  government  leaders  and  international  development 
agencies.  He  frequently  speaks  and  writes  on  the  importance  of  community 
leadership  of  social  protection  systems,  challenges  for  the profession, and the social 
work  contributions  to sustainable development. Dr. Truell is an Honorary Professor at

Essex  University  and  a  visiting  professor  or  keynote  speaker  in  many  institutions  globally.  He  regularly  writes 
on international social work practice examples in the Guardian 
 
 
 
 
 
 
NOEL  MURIDZO  -  IFSW  GLOBAL  VICE  PRESIDENT  &  PRESIDENT  – 
IFSW AFRICA REGION 
 
Noel  Muridzo  is  the  Vice  President  of  International  Federation  of  Social 
Workers  (IFSW)  -  Global  and  the  IFSW  Regional  President  for  Africa  based  in 
Harare  Zimbabwe.  These  roles  expose  Dr.  Muridzo  to  social  work  from  a 
policy,  decision-making  and  administrative  regional  and  international 
perspective.  In  addition,  the  roles  have  enriched  Noel’s  experience  in  both 
social  work  academe  and  practice  with  interest  in  human  rights.  His 
academic  and  professional  practice  has  presented  opportunities  to  conduct 
public  speaking  and  hence  he  is  comfortable  with  his  presentation  and 
communication skills.

BYAMUKAMA  MICHAEL  NTANDA  –  PRESIDENT  –  NATIONAL 
ASSOCIATION OF SOCIAL WORKER OF UGANDA  

Byamukama  Michael  Ntandais  a  Social  worker  by  profession  with  more  than  20 
years’  experience.  Michael  is  a  REPSSI  Uganda  Country  Representative  and 
currently  the  president  of  the  National  Association  of  Social  Workers  Uganda. 
Micheal  has  more  than  20 years’ experience in social work practice at policy and 
programming  level,  development  work,  social  protection  programming, 
psychosocial  support  programming,  child  policy  review  and  formulation,  and 
social service workforce advocacy at global, regional and national levels. Michael 
is  member  of  global,  regional  and  national  child  protection  and  mental  health 
learning  initiatives.  He  has  reviewed  and  contributed  to  development  of  global 
and  national  policy  documents  and  frameworks.  Michael  was  a  part of the first cohort of the Global Social Service 
workforce  Alliance  Ambassador  Program  where  he  played  a  vital  role  in  promotion  of  social  work  profession  at 
country/regional  level,  also  helping  to  develop  and  refine  the  Global  Advocacy  Toolkit  and  Call  to  Action  for 
Strengthening  the  Social  Service  Workforce  to  Better  Protect  Children  and  Achieve  the  SDGs.  He  is  currently  a 
Global social service Alliance steering committee member.
