I. PROBLEM STATEMENT:

How to make a win –win decision which would be acceptable to the


various stakeholders?

II. STATEMENT OF THE OBJECTIVE

 To find the best alternative facing the FDA dilemma on present


 To inform, educate and communicate the proper use of Chlorpyrifos to mango grown
and farmers, and the general public
 To find ways and means to comply with the government requirement on the use of
Chlorpyrifos for mango
 To prevent the occurrence of the same form of problem in using any form of pesticides.

III. AREAS OF CONSIDERATION

Strengths:

 Come up a solution to the impact of misusing chlorpyrifos (other form of
pesticides) in Mango Industry and Pesticide companies

IV. ASSUMPTIONS

 There are lobby groups (from different sectors) which are influencing and
pressuring the Senate to ban the Chlorpyrifos for mango use.
 It is assumed that the farmers /subcontractors mango are not properly educated
in the use of Chlorpyrifos on mango.
 The assumption of Education, Information and Communication (EIC) does not
suffice the needs of constituents when it comes to the dissemination of
Information.

VI. CONCLUSION

Based on the result of the decision, we have agreed to accept both ACA 1 and
ACA 2 since it is more practical and advantageous. By agreeing to temporary
suspension of the registration, The Executive Director will make it easier for the agency
budget to be released soon. Also, this will somehow ease the clamour of the lobby
groups vying for total ban on Chlorpyrifos for mango use. Simultaneously, ACA 2 should
be immediately implemented by FDA, for them to conduct Information, Education and
Communication to the public, most especially the mango growers and farmers who tend
to misuse the product. For the public to know the hazards of the products misuse and
alleviate the fear in eating mangoes, sprayed/ applied by Chlorpyrifos. The mass media
(broadcast and print ad) and latest technology can greatly be utilized in this EIC effort.
Also, conduct seminars and conference and symposium to reach out the concerned
people and get feedback along the process. ACA 3 is good but not an immediate option
at the moment because creating a product fast-tracking the registration of new product
takes time and lots of resources are needed. ACA 4 was the last option for us, because
we are of the same opinion that total ban is not necessary in this case. The Philippine
economy will be stake here, because the mango export industry is a major dollar earner
for the country.
