Introduction including overview of area inspected and activities taking place


Oasis constructions India Private Limited was established by Mr. Oasis in the year 1998 at
Coimbatore, Tamilnadu. The hallmark is the concern to provide quality in all construction
process much cared to offer safe and EC compliant projects.

The inspection was carried out on 14 th August 2018, from 10:00 AM to 04:00 PM. We
inspected all the working areas of the industry such as construction area, machine operating
area, packing area, storage area, first aid room. The total employees involved were 90. The
working area was provided with appropriate and suitable access and other proper welfare
amenities such as access to drinking water, sanitary facilities, first aid, and safe assembly
zone. There was a Separate Diesel generator to provide power source.

The inspection been conducted with the vision to capture hazards and risks associated with all
available activity, by direct observation, interaction with employees and verifying reports,

Executive Summary
I thank the management of Oasis constructions India Private Limited for providing me an
opportunity to visit their organization in the aspect of health and safety. This observing visit
helps me to enhance my skill sets.

Oasis construction possesses good safety culture throughout all its process and employees. It
majorly concerned the legal enhancements, to avoid legal non – compliance. Safety has given
prior importance than productions, even found violations and neglecting among contractors.

During observations we found some major hazards, which the management have to give
much priority to avoid the risks of such hazards by the recommendations provided in the
report. The hazards highlighted in the report should get much priority to remain safe within
the organization.

The following are the major hazards which create unsafe movements within the industry.
These hazards often being violate some legislation rules framed by legal authorities.

Main findings of the inspection

 Fire Hazard (Observation No.3 & 18)


The hazard of fire been identified in two major areas such as near diesel storage area
(observation No.3) and in welding area (observation No.18)
The source of power has been generated using diesel generator. To run this continuously diesel
has been stored in a separate area. At the time of inspection, some contract labours were
deployed for painting works. We found one of those contract employees has been smoking in
that diesel storage area. This causes fire and explosion as combination of any fuel, oxygen and
heat source generates fire.
At first, this scenario clearly violates “Part- II of The Petroleum rules, 1976” as smoking has
been prohibited.
As per the legal norms and the instructions said in The petroleum rules, 1976, diesel storage
should have authorized separate access. This particular area should be monitored with special
security surveillance.
Also found in welding area, hot work been carried out near wood pieces, even without basic fire
extinguishers and without fire watcher. This should create fire. This should be avoided, by
following the rules said in work permit and fire extinguisher should be provided.
By imparting the said recommendations, the moral value of the organization can be increased
among society and employees. Also it avoids legal non-compliance, might lead to prohibition or
prosecution by enforcement agencies. Also it plays in economic role as imparting of action plan
and recommendations helps to avoid accidental recovery cost also get economic benefits.
As economic recommendation, it costs INR 1lakhs for separate diesel storage safety
precautions. Also costs INR 15000 to purchase extinguishers, which is comparatively low when
comparing to indirect accident cost.

 Electrical Hazard
While walk around in work process area, found grinding operation in an area. Portable
grinding machine was used for grinding operation. Here we found the cable of the portable
grinding machine been damaged and the inner core was projected outside.

This unsafe condition will result in electrocution, which causes fatal in case of direct contact
with cables.

This activity clearly violates “The Indian Standard IS 9249: 1982”.

At the moment we captured the hazard, advised the supervisor to carry the work after
interchanging the cables of the grinding machine. To avoid these circumstances in future, we
have to adopt double insulated cables. Also the work permit procedure to be followed. Each
and every portable machine should be applied for Portable Appliances Test.

By implementing the above said recommendations, we assure that the electrical hazard can be
avoided, by that the accident through electrical hazard should be stopped completely. This
adoption of the recommendations should improve moral value of the organization among the
society and among employees within the organization. While considering the legal reason,
hereby we ensure the applying of all the recommendations to cast out the electrical hazard,
legal compliance would be achieved and it will hike the legal reputations of organization.

The capital cost required to interchange double insulated cables will be INR 50000 and
application of Portable appliances test will cost INR 15000 per year. While comparing the
indirect accidental cost, it is very low.

 Ergonomic hazard (Observation No.2 & 4)

The brick carrying works were performed by employees manually and it has been prolonged
for a long time. As the duration of lifting the bricks for a long while it would result in
ergonomic disorders such as back pain, work related upper limb disorders. Also in another
working area, noticed that employees deployed in bench top rotary grinder, were seated in
non-ergonomic chairs, this would cause adverse health effects.

This long duration of work breaches the legal law “The Factories act, 1948, Every adult
should work only 9 hours per day”.
Here the laying of lifting of brick breaches the standard. We request the management to adopt
automatic brick lifting machines and conveyors to avoid ergonomically hazard. Also for
rotary grinder the management should provide ergonomic certified chairs (BIFMA). Also
frequent medical surveillance should be implemented.
By the successful implementation of the above said recommendations, the safety culture of
the organization is improved. Also it will give a greater moral reputation to the organization.
By implementation of all the ergonomic recommendations the company can avoid legal
prohibition and prosecution by enforcement bodies. If any accident occurs, it will affect the
economical wealth of organization, so the application of remedies improves economic value.

The total cost to be spend for remedies would be, for automatic and brick lifting machine it
costs around INR 1,50,000 and ergonomic chairs costs INR 50,000. These will enhance the
safety culture.

 Chemical Hazard
While walk around in the organization, it has been found that the process chemicals like poly
urethane was kept in a open area without any indication and labels. Also in spray painting
area, the operations were carried without any safety precautions. This will adversely affect
health and environment. In contact with such chemical causes, skin irritations, rashes and
inhalation will results in asthma.

This activity strictly violates the law, “The OSHA MSDS regulation”.

This law, recommend strictly to follow the rules said in MSDS. The failure of this law should
result in legal non-compliance. To avoid the adverse health effects of such chemicals, we
strongly recommend, separate chemical storage area with fire proof materials. Also the
MSDS(Material Safety Data Sheet) should be displayed. Also for painting area, appropriate
personal protective equipments such as chemical rate gloves like nitrile gloves, neoprene
gloves and chemical handling masks. This would avoid direct contact with chemicals.

By stong implementation of such appliances, the moral value of the organization will be
enriched among employees and society. Also the legal non-compliance can be avoided. Also
the economic value of organization remains saved.

This would costs around INR 150000.

 Fall From Height hazard


Fall from height hazard has been noticed in a working spot, were over head crane
maintenance activity was held. Here the maintenance activity was held by mobile elevated
working platform was it doesn’t possess safety rail guards. Also the employees haven’t wear
safety gadgets.

This is a strong unsafe practice, in case of any incident will result in fatal. This could be
strongly avoided. This also breach the legal standard of, “Indian Safety Standard IS 3521:
1999”.

We strongly recommend the organization to place guard rails around the mobile elevated
work platform to avoid accident. Also we recommend all the safety gadgets to be wear before
entering into the work. Permit to work system to be followed keenly. Frequent inspections
should be in place. Height safety protocol and training should be imparted.

By applying all the safety measures such as placing of safety rail guards and providing safety
gadgets, will improve moral, legal and economic culture of the organization. Overall safety
score of the organization will be increased.

The total cost required to place guards will be INR 50,000. It is very low when compared to
the accidental cost.

 Machinery hazard
The portable cutting machine used to cut the rod doesn’t possess safety guards and deadman
switch. In operation of such machines, in case of machine blade failure, the breakage of blade
will hit the physical body of the operator. Also the equipment without deadman switch will
result in incident in case of emergency. It can’t be stopped immediately. This would create the
adverse effects such as physical injury, cut injury.

This activity violates the rule, “R118 – Guarding of machinery recommendation, 1963”
The violation of this rule will result in legal non – compliance.

We recommend the management to provide machine guarding and deadman switch. By


applying these precautions, the chances to cause incident will be avoided.

The application of these remedies will improve the moral, legal and economical values of the
organization. Also it will safeguard employees.

The total cost required to implement this was INR 15,000. This is comparatively low when
compared to accidental cost.

Conclusions
Hereby, I thank the management of Oasis Constructions India Private Limited, for providing
me a great opportunity to inspect the workplace area to identify the hazards, and to interact
with employees to gather the information to safety.

By the direct inspection, been found the major finding such as Fire hazard, chemical hazard,
electrical hazard, ergonomic hazard, machinery hazard, fall from height hazard.

For each of this hazards, the risk level exist within the hazards were identified like, fire and
explosions, work related upper limb disorder, physical injury, fatal.

The remedies to overcome the hazards with cost estimation been provided. By
implementation of such remedy will improve the moral value, legal compliance and
economic health of organization
