(Dep Ed Order No.40, s. 2012. “Policy and Guidelines on Protecting Children in School from Abuse,
Violence, exploitation, Discrimination, Bullying, and Other Forms of Abuse”)

VISION:

Ang paaralang BILUSO ELEMENTARY SCHOOL ay tinitiyak na ang mga mga-aaral sa ika-21 siglo
ay nagtataglay ng mga pagbabago para sa pinakamataas na Pamantayan ng Kahusayang pang-
akademiko, nga Kasanayan at mga saloobin para sa pangmatagalang pagkatuto.

MISSION:

Makapaglaan ng mga Pamantayan para sa mga mag-aaral tungo sa pagbabago at pag-unlad


ng mga ito, sa pamamagitan ng isang mahusay at pangmatagalang kasanayan upang makatiyak na
sila ay magiging responsible at kapaki-pakinabang na mga mamamayan.

AIM OF THE POLICY (Layunin ng Polisiya)

Ang patakarang ito ay naglalayong paglaanan ang bawat tauhan ng paaralan, mga mag-aaral
at kanilang pamilya ng isang malinaw at ligtas na banghay upang makatupad na ang mga mag-aaral
ay mapangalagaan maging sila ay nasa loob o labas man ng paaralan.

Ang paaralang BILUSO ELEMENTARY SCHOOL ay naniniwala sa pagsuporta sa lahat ng


aspeto ng pangmag-aaral; sa paglinang upang matuto at gayundin sa pagkupkop sa kanila at mailigtas
sa anumang kapahamakan.

Ang paaralang ito ay handang tuparin ang tungkuling mabigyan ng proteksyon ang kaligtasan
at kapakanan ng mag-aaral.Batid ng aming paaralan na ang aspektong pandamdamin at panlipunan
ang pinaka-pundasyon upang matamo ang lahat ng kaalamang pang-akademiko. Kapag ang isang
bata ay di natulungang umunawa, makapag-pahayag at malunasan ang kanilang suliraning
pandamdamin, maaring magbunga ito ng kawalan ng kakayahang makitungo sa ibang mag-aaral.

Ang aming patakaran ay patungkol sa lahat ng tauhan at sa mga taong kusang loob na
naglilingkod sa paaralang ito.Pinahahalagahan namin ang mga tauhan dahil sila ang nagbibigay-alam
at may kinalaman sa mga mag-aaral na mailagay nang maayos sa tamang lugar upang matukoy ang
pagsasamantala o pag-abuso at mabigyan ng suporta ang pangangailangan ng mga ito.

SCOPE OF THE POLICY( Nasasakop ng Polisiya)

Ang child protection policy na ito ay sasakop sa mga sumusunod na tao na may
pagkakaugnay sa Biluso Elementary School:

1. School Personnel:=lahat ng mga taong nagtatrabaho sa loob ng paaralan

2. Pupils: =tumutukoy sa lahat ng mga mag-aaral na regular na pumapasok sa


klase sa alin mang baytang o antas ng edukasyon

3. Visitors/guests: = tumutukoy sa lahat ng mga tao na pumumpunta sa paaralan


at may opisyal na pakay o layuni n sa paaralan

LEGAL FRAMEWORK:

DepEd aims to ensure that our school is conducive to the education of children. The best
interest of the child shall be the paramount consideration in all decisions and actions involving
children.

Pursuant to D.O. No. 40,s 2012, DepEd promulgated a zero tolerance policy for any act of
child abuse, exploitation, violence, discrimination, bullying and other forms of abuse.

SIMULAIN:

1. School shall be conducive to learning and children shall have the right to education free
from fear:

2. All children shall be protected from all forms of abuse and bullying to develop self-
esteem and self-confidence

3. Schools shall advocate a positive and non-violent mode of disciplining children to


foster self -discipline and to improve self-esteem;

4. Corporal punishment shall not be impose on any child in school for the purpose of
discipline, training or control;

5. School Heads shall take steps to prevent bullying and ensure that the appropriate
interventions, counseling and other services , are provided for the victims of abuse,
violence, exploitation, discrimination and bullying;

6. Pupils, students, or learners shall respect the right of others and refrain from
committing acts of bullying and peer violence;

7. Parents shall be actively involved in all school activities or events that raise
awareness on children’s rights, positive discipline and prevention of bullying;

8. Visitors and guest shall be oriented on the Child Protection Policy.

9. All schools shall establish a Child Protection Committee (CPC) which shall be
composed of the following members:

a. School Head/Administrator - Chairperson


b. Guidance Counselor /Teacher - Vice Chairperson
c. Teacher Club President
d. Gen. PTA President
e. SPG President
f. BCPC Chairman

DEFINITIONS AND TYPES OF ABUSE

Child Abuse - refers to the maltreatment of a child ,whether habitual or not, which includes
any of the following:

1. Psychological or physical abuse -, neglect, cruelty, sexual abuse and emotional


maltreatment.
2. Any act by deeds or words which debases , degrades or demeans the intrinsic worth and
dignity of a child as a human being;
3. Unreasonable deprivation of the child’s basic needs for survival, such as food and shelter or
4. Failure to immediately give medical treatment to an Injured child resulting in serious
impairment of his or his growth and development or in the child’s permanent in capacitor
death.(Sec. 3 b, RA 7610)
5. Discrimination against children –refers to an act of exclusion, distinction, restriction or
preference which is based on any ground such as age, ethnicity, sex, sexual orientation and
gender, identity, language, religion, political or other opinion, national or social origin,
property, birth, being infected or affected by Human Immunodeficiency Virus and Acquired
Immune Deficiency Syndrome (AIDS), being pregnant, , being a child in conflict with the law,
being a child with disability or other status or condition, and which has the purpose or effect
of nullifying or impairing the recognition, enjoyment or exercise by all persons, on an equal
footing, of all rights and freedoms.

6. Child exploitation– refers to the use of children for someone else’s advantage, gratification
or profit often resulting in an unjust, cruel, and harmful treatment of the child. These
activities disrupt the child’s normal physical and mental health, education, moral or social
emotional development. It covers situations of manipulation, misuse, abuse, victimization,
oppression, or ill-treatment.

There are two (2) main forms of child exploitation that are recognized:

a. Sexual exploitation – refers to the abuse of a position of vulnerability, differential


power, or trust for sexual purposes. It includes, but is not limited to forcing a child to
participate in prostitution or the production of pornographic materials, as a result of
being subjected to a threat, deception, coercion, abduction, force, abuse of authority,
debt bondage, fraud or through abuse of a victim’s vulnerability.

b. Economic exploitation – refers to the use of a child in work or other activities for
the benefit of others. Economic exploitation involves a certain gain or profit through
the production, distribution, and consumption of good and services. This includes,
but is not limited to illegal child labor as defined in RA 9231.

7. Violence against children committed in school – refers to a single act or a series of acts
committed by school administrators, academic and non-academic personnel against a child,
which result in or is likely to result in physical, sexual, psychological harm or suffering, or
other abuses including threats of such acts, battery, assault, coercion, harassment or
arbitrary deprivation of liberty. It includes, but is not limited to, the following acts:

a. Physical violence refers to acts that inflict bodily or physical harm. It includes
assigning children to perform tasks which are hazardous to their physical wellbeing;

b. Sexual violence refers to acts that are sexual in nature. It includes, but is not
limited to,

(1) Rape, sexual harassment, acts of lasciviousness, making demeaning and


sexually suggestive remarks, physically attacking the sexual parts of the
victim’s body;

(2) Forcing the child to watch obscene publications and indecent shows or
forcing the child to do indecent sexual acts and/or to engage or be involved
in, the creation or distribution of such films, indecent publication or material;
and

(3) Acts causing or attempting to cause the child to engage in any sexual
activity by force, threat of force, physical or other harm or threat of physical
or other harm or coercion or through inducements, gifts or favors.

c. Psychological violence refers to acts or omissions causing or likely to cause mental


or emotional suffering of the child, such as but not limited to intimidation,
harassment, stalking, damage to property, public ridicule or humiliation, deduction

or threat of deduction from grade or merit as a form of punishment, and repeated


verbal abuse.

d. Other acts of violence of a physical, sexual or psychological nature that are


prejudicial to the best interest of the child.

8. Bullying or Peer Abuse – refers to willful aggressive behavior that is directed towards a
particular victim who may be outnumbered, younger, weak, with disability, less confident, or
otherwise vulnerable. More particularly:

a. Bullying – is committed when a student commits an act or a series of acts directed


towards another student, or a series of single acts directed towards several students
in a school setting or a place of learning, which results in physical and mental abuse,
harassment, intimidation, or humiliation. Such acts may consist of one or more of the
following:

(1) Threats to inflict a wrong upon a person, honor or property of the person
or on his or her family;

(2) Stalking or constantly following or pursuing a person in his or her daily


activities with unwanted and obsessive attention;

(3) Taking of property

(4) Public humiliation, or public and malicious imputation of a crime or of a


vice or defect, whether real or imaginary, or any act, omission, condition,
status, or circumstance tending to cause dishonor, discredit, or expose a
person to contempt.

(5) Deliberate destruction or defacement of, or damage to the child’s


property;

(6) Physical violence committed upon a student, which may or may not result
to harm or injury, with or without the aid of a weapon. Such violence may be
in form of mauling, hitting, punching, kicking, throwing things at the
student, pinching, spanking, or other similar acts;

(7) Demanding or requiring sexual or monetary favors, or exacting money or


property, from a pupil or student; and (8) Restraining liberty and freedom
from a pupil or student.

b. Cyber-bullying – is any conduct defined in the preceding paragraph, as resulting in


harassment, intimidation, or humiliation, through electronic means or other
technology, such as, but not limited to texting, email, instant messaging, chatting,
internet, social networking websites or other platforms or formats.

9. Other acts of abuse by a pupil, student or learner – refers to other serious acts of abuse
committed by a pupil, student or learner upon another pupil, student or learner of the same

school, not falling under the definition of “bullying” in the preceding provisions, including,
but not limited to, acts of physical, sexual or psychological nature.

10. Corporal punishment – refers to a kind of punishment or penalty imposed for an alleged
or actual offense, which is carried out or inflicted for the purpose of discipline, training or
control, by a teacher, school administrator, an adult, or any other child who has been given
or has assumed authority or responsibility for punishment or discipline. It includes physical,
humiliating or degrading punishment, including, but not limited to the following:

a. Blows such as, but not limited to, beating, kicking, hitting, slapping, or lashing, or
any part of a child’s body, with or without the use of an instrument such as, but not
limited to a cane, broom, stick, whip or belt;

b. Striking of a child’s face or head, such being declared as a “no contact zone”;

c. Pulling hair, shaking, twisting joints, cutting or piercing skin, dragging, pushing or
throwing of a child;

d. Forcing a child to perform physically painful or damaging acts such as, but not
limited to, holding a weight or weights for an extended period and kneeling on
stones, salt, pebbles or other objects;

e. Deprivation of a child’s physical needs as a form of punishment;

f. Deliberate exposure to fire, ice, water, smoke, sunlight, rain, pepper, alcohol, or
forcing the child to swallow substances, dangerous chemicals, and other materials
that can cause discomfort or threaten the child’s health, safety and sense of security
such as, but not limited to bleach or insecticides, excrement or urine;

g. Tying up a child;

h. Confinement, imprisonment or depriving the liberty of a child;

i. Verbal abuse or assaults, including intimidation or threat of bodily harm, swearing


or cursing, ridiculing or denigrating the child;

j. Forcing a child to wear a sign, to undress or disrobe, or to put on anything that will
make a child look or feel foolish, which belittles or humiliates the child in front of
others;

k. Permanent confiscation of personal property of pupils, students or learners, except


when such pieces of property pose a danger to the child or to others; and

l. Other analogous acts.

II. PREVENTIVE STRATEGIES

The following shall constitute the rules and guidelines of good practice for everyone
involved with Biluso Elementary School with regards to child protection.

GENERAL CHILD PROTECTION PRINCIPLES

1. Pangangalagaan ang kasanayang pampaaralan sa pamamagitan ng masusing pangangalap


at pagrerepaso sa kaangkupan at kasanayan ng mga tauhan at mga boluntaryong
gumagawa sa paaralan kasama ang mga mag-aaral.

2. Sisiguraduhin na ang lahat ng tauhan at mga boluntaryong manggagawa ay nauunawaan at


natutupad ang alituntuning pangkagandahang-asal ng paaralan.

3. Makapagtatag at mapanatiliangligtasnakapaligiranngpaaralan, kung saandamangbawat mag-


aaralangkatiwasayan, nakikibahagi at may karapatang makapag-salita at mapakinggan, at
kung saansila ay iginagalang at pinahahalagahan.
4. Tutulungan angmga mag-aaralnanaaabuso at tutugonsakahilingannamaaksyunan ang ano
mang hinaing lalona’tito ay proteksyon at suportasamga mag-aaralngatingpaaralan.

5. Isama sa kurikulum ang pagbibigay ng pagkakataong masanay ang kakayahan at hasain ang
talento ng mga mag-aaralupang sila’y kilalanin ng walang pangamba.

6. Pagbibigay kasanayan sa lahat ngmgatauhanng paaralan


upangmagingmulatsamgapalatandaan at indikasyonngpagsasamantala o pang-aabuso;
magkaroon ng kaalaman sawastongpamamaraanngpag-uulatat pagtatala ngpang- aabuso at
mga kaugnay na reklamo.

7. Pinasisigla at binibigyang pagkilala angmgamagulangna handang tumulongsaiba’t ibang


programa at gawaing pampaaralan.

“CODE OF CONDUCT”
Mga Angkop na Pamantayan ng Kilos:

l. Ang mga GURO at iba pang kawani ay nararapat :

1. Maging pantay-pantay ang pakikitungo sa lahat ng mga mag-aaral na may paggalang at

dignidad.

2. Madaling lapitan o kausapin ng lahat .

3. Magpamalas ng kahinahunan sa pagtrato sa mga mag-aaral

4. Maging mapagkalinga at tumugon sa pangangailangan at kaligtasan ng bawat mag-aral.

5. Magsuot ng angkop na pananamit kasama ang pagsusuot ng ID .

6. Magpakita ng tamang kilos sa pakikitungo sa mga mag-aaral.

7. Igalang at masusing pakinggan ang mga ideya ,suhestyon at pananaw ng mga mag-aaral.

8. Maging sensitibo sa pangangailangan ng mga mag-aaral.

9. Idulog sa Child Protection Committee ang anumang uri ng pang aabuso o mga pangyayari

na kinakikitaan ng pang-aabuso,eksploytasyon, pagpapabaya o pagkabahala.

MGA HINDI ANGKOP NA PAMANTAYAN NG KILOS:

Ang mga GURO AT iba pang KAWANI SA PAARALAN ay HINDI NARARAPAT:

1. Magkaroon ng pribadong ugnayansa mga mag-aaral na maaring humantong sa pang-


aabuso o eksploytasyon.

2. Iwanan ang mga mag-aaral sa oras ng klase ng walang sapat na dahilan .

3.Utusan ang mga mag-aaral sa labas ng paaralan

4. Mag-utos , magpagawa o magpadala ng mga bagay na walang kaugnayan sa aralin upang


makapasa sa klase.

6. Tuwirang magpakita ng personal na galit sa mag-aaral.

7. Uminom at manigarilyo sa harap ng mag-aaral o imbitahin sila sa ganitong gawain.

8. Magpalabas ng mga pelikula o panoorin na hindi akma sa edad ng bata.

9. Magsalita /Magbiro/kumilos ng may temang sekswal na hindi kaugnay ng aralin

10. Magsalita ng makakasakit /makakapagpababa sa pagkatao o moral ng bata


(verbal bullying)

11. Lumabas o isama ang mag-aaral ng walang pahintulot ng Punongguro

11. Tumanggap ng anu mang pabuya o regalo sa mag-aaral kapalit ng pagpasa sa klase
.

12. Gawin ang iba pang ipinagbabawal na nakasaad sa DepEd Order # 40 s,2012.

ll. ALITUNTUNIN SA KAGANDAHANG ASAL PARA SA MGA PANAUHIN/BISITA

Ang bawat PANAUHIN/BISITA ay DAPAT:

1. Magpatala sa gwardiya bago pumasok sa loob ng paaralan

2. Makipag-usap sa Principal’s Office upang humingi ng permiso at ipaalam ang dahilan ng


pagbisita

3. Sumunod sa patakaran ng paaralan kasama ang tamang pananamit ( bawal ang nakasuot ng
shorts at sleeveless sa mga babae)
4. Sumunod sa Child Protection Policy ng paaralan.

Ang mga PANAUHIN/BISITA ay HINDI NARARAPAT:

1. Makipag-usap sa mga mag-aaral ng walang kasamang manggagawa ng paaralan.

2. Manigarilyo,uminom o pumasok ng nakainom ng alak sa loob ng paaralan.

3. Magsalita ng marahas laban sa bata o di kaya ay saktan sila.

4. Mang-abala ng klase ng walang sapat na permiso at dahilan

5. Gawin ang iba pang ipinagbabawal na nakasaad sa DepEd Order #40,s.20

lll. MGA ANGKOP NA GAWI AT KILOS NG MGA MAG-AARAL:

Ang mga MAG-AARAL ay NARARAPAT :

1. Magpakita ng paggalang o respeto sa lahat ng kawani ng paaralan

2. Makitungo ng may paggalang o respeto sa kapwa mag-aaral

3. Gumamit ng mga angkop na pananalita at kilos tungo sa lahat ng mag-aaral at mga kawani
ng paaralan

4. Bumuo ng magandang samahan sa pagitan ng guro at mag-aaral ng may tiwala at paggalang.

5. Magsumbong sa guro o sa Guidance Counselor kung may kakaibang karanasang nangyari na


nakapgdulot ng pangamba,takot o pagkabalisa

6. Magsumbong kung may naranasang “bullying “ sa loob at labas ng paaralan

7. Tumanggi kung nakakaramdam ng panganib o pangamba sa isang sitwasyon.

Ang mga MAG-AARAL ay HINDI NARARAPAT:

1. Gumamit ng mga masasakit na salita o magbigay ng bansag sa sinumang mag-aaral o


kawani ng paaralan.

2. Saktan pisikal, emosyonal o” verbal “ ang sinumang mag aaral o kawani ng paaralan

3. Gumamit ng “mobile phones” sa oras ng klase.

4. Magtungo sa bahay ng guro ng walang sapat na dahilan.

5. Magkaroon ng pribadong ugnayan sa sinumang guro na maaring humantong sa pang-


aabuso .

6. Gawin ang mga ipinagbabawal na nakasaad sa DepEd Order # 40,s.212.

Ako si ________________________________________, ay nabasa at naunawaan ang mga


nakasaad sa panuntunan sa BES Child Protection Policy . Sumasang-ayon ako at mga
pagpapahalagang nakasaad dito at tinatanggap ko ang kahalagahan ng pagsasagawa ng Child
Protection Policies. Susundin ko ang mga nakasaad dito hangga’t ako ay bahagi ng Adlas Elementary
School. Kalakip nito ang aking pagpirma .

Tanda ng aking pagsang-ayon sa polisiyang ito batay sa nakasaad sa DepEd Order # 40,s.2012.

III. CASE MANAGEMENT

Documentation of disclosures of abuse

No matter what happens whether suspicion, allegation or actual incident of abuse, all details must
be recorded by the staff in charge. Important information to record includes:

• date and time of disclosure, suspicion, allegation or actual abuse incident


• details given about the above
• any action taken by the staff and the organization
• referrals done
• follow-up activities needed
Recording should be factual, with no reference to the staff’s own opinions. Records should
be kept completely confidential and secure (always locked away) and only shared with those who
need to know about the incident.

All INTAKE SHEETS should be reported to proper authorities.

1V. MONITORING AND ADJUSTING OF CPP

Biluso Elementary School shall hold a review of the guidelines stipulated in this Child
Protection Policy every 3 years. The Child Protection Committee shall ensure the conduct of activities
necessary to undertake the review of this document.

KAMING LAHAT na ang pangalan at lagda ay nakatala dito ay buong pusong sumusuporta sa
CHILD PROTECTION POLICY ng paaralang BILUSO ELEMENTARY SCHOOL at kalakip nito ay nakikiisa
na kami ay magiging katuwang ng paaralan sa pangangalaga sa lahat ng mga batang dito ay nag-
aaral.
