the overall success of projects. It is designed to meet a perceived need for a more rigorous
approach to risk management, which can be applied to all types and stages of investments.
This edition of the handbook incorporates significant changes, with more attention being
devoted to upside risks, general uncertainty, risk efficiency, decision criteria, and the need
for independent validation of appraisals. It also includes new material about public sector
