INTRODUCTION

The Year-end Awards (YEA) is an annual event of NFJPIA-NCR Council which primarily aims to
give recognition and merits to the members who have excelled the most in every aspect of being a
member and who have excelled the most in leading his/her co- JPIANS. An award is also given to
the local chapter and to those JPIAns who had made the greatest name in the council with respect
to the organization’s achievements and participation in the regional and national activities.

OBJECTIVES

1. Uplift the character and pride of the members by recognizing their achievements and valuable
contribution to the Council and in the entire NCR Community.
2. Motivate all the members to continuously exert oneself for advancement and excellence.
3. Enkindle the competitive spirits of JPIANs and encourage them to showcase their skills and
talents.
4. Encourage the JPIANs to be achievers of their generation.

GENERAL REQUIREMENTS
Complete requirements shall be submitted to the Regional Vice President for Audit via Google Drive
with these deadlines:

▪ 15 days prior the first day of NCR Grand Summit (11:59PM)

o Other requirements

Only those assertions within the scope of the federation year (starting May 1, 2018, ending April 1,
2019) shall be accounted. Those events or activities that are still ongoing but started on or before
April 1, 2019, and awards/results announced after April 1, 2019 but the competition was held prior
to the deadline, shall be accounted only upon written notice made by the LC President & to be given
together with the last installment. The notice shall state that there are events/activities not yet finished
but to be concluded within the days prior the AGS.

The nominees for all categories are required to accomplish the following application requirements.
Failure to comply with the said deadlines without proper notice shall mean disqualification.

confirmation to notify them and they are a bona fide nominee for their chosen category. Upon
confirmation, the nominee will now proceed to submit the following:

PANEL INTERVIEW

All categories that, where a panel interview is necessary, shall have an independent panel of
judges from different backgrounds that shall evaluate the local chapter or individual through an
interview using the following criteria, unless otherwise stated:

A slide show presentation is encouraged but not required for the panel interview. Each local chapter
and individual is required to bring at least 3 copies of their bid book during the interview.

GUIDELINES AND DEFINITIONS
1. Activities - These shall include seminars, conferences, major trainings, teambuilding,
competitions, socio-civic activities, and other relevant and major activities that are in line with
the Organization's objectives of Fellowship and Solidarity, Culture of Academic Excellence,
Socio-cultural Awareness, & Moral Integrity.

2. Internal Activities – These shall mean activities organized by the Local Chapter that are not
in collaboration or co-organized with the NFJPIA-NCR Council and are participated by their
local chapter members only.

3. External Activities – These shall mean activities organized by the Local Chapter that are in
collaboration or co-organized with the NFJPIA-NCR Council or other Local Chapters. This is
participated by JPIANs from their local chapter & from other local chapters.

4. Achievements – These shall include academic & non-academic achievements from any
competitions during the current federation year. Only those achievements presented in
accordance with the prescribed format & supported with valid documents shall be considered.

5. Special Awards – These awards shall not include finalists. This shall include 4th place up to
10th place only. Other special awards must have a name designation (e.g., Best in Formal
Attire.) Special awards with ranking (e.g., 1st Best Speaker, 2nd Best Speaker, 3rd Best Speaker)
shall be treated equally, thus, no weights will be applied.

6. Independent LC President – These shall mean the bona fide local chapter president of the
current federation year who is not part, or does not have a participant from their respective
local chapter to each specific award.

7. Elfin Local Chapter – a recognized local chapter who is a member of the federation year ’18-
’19 with 700 or less cumulative potential members in all of their school’s accountancy related
college programs as indicated in the membership requirements submitted.

The Regional Vice President for Audit, with due diligence and use of his or her professional judgment,
shall have the right to include/exclude a claim made by the candidate/s and treat with consistent
application any similar case/s. Provided further, that these claims should be substantiated with valid
supporting documents or else it is considered invalid.

The treatment of each credential shall rest upon the Regional Audit Department’s professional
judgment and shall be valid and irrevocable. Valid shall mean claims that are correct and supported
by any documents that are not subject to forgery & fraud.

Any unusual claims shall be treated accordingly by using professional judgment of the Regional
Council.

All school-system wide level achievements and participations shall be considered as Regional level.

JUDGING CRITERIA AND COMPUTATION

A. Local Chapter Awards Category

I. PINNACLE AWARD

(a) Most Outstanding Local Chapter (MOLC)

The Most Outstanding Local Chapter award is given to the local chapter that exhibited exemplary
performance in different areas of responsibility during the federation year and who has garnered the
highest points. The Outstanding Local Chapter Award shall be given to the local chapter that has
the 2nd and 3rd highest points. The points shall be based on the following criteria:

In case where there are 4 or less local chapter vying for the award, the Outstanding Local Chapter
Award shall not be recognized.

(b) Most Outstanding Elfin Local Chapter (MOELC)

The Most Outstanding Elfin Local Chapter award is given to the local chapter that exhibited
exemplary performance in different areas of responsibility during the federation year. Additionally,
this shall be given to the elfin local chapter that has garnered the highest points based on the following
criteria:

The local chapter, in addition to the requirements stated previously, shall submit ALL requirements

A local chapter with a membership count of 600 or less has a choice to either participate in the Elfin
award or its counterpart.

A local chapter who has been awarded as MOLC or OLC in the pass 2 years shall not be allowed to
vie for the MOELC.

II. PREMIER AWARDS

(a) Most Awarded Local Chapter in Academics

The Most Awarded Local Chapter in Academics award shall be given to the local chapter that
exhibited exemplary performance in academic activities based on the local chapter’s active
participation and achievements. The credentials submitted by accredited local chapters shall be
given corresponding points according on this point of equivalence:

(b) Most Awarded Local Chapter in Non-Academics

The Most Awarded Local Chapter in Non-Academics award shall be given to the local chapter that
exhibited exemplary performance in non-academic activities based on the local chapter’s active
participation and achievements. The credentials submitted by accredited local chapters shall be given
corresponding points according on this point of equivalence:

(c) Most Productive Local Chapter

The Most Productive Local Chapter award shall be given to the local chapter that exhibited
exemplary performance in their basic function as a local chapter which is to conduct local chapter
activities (internal) for the benefit of their general members while practicing financial efficiency. The
criteria are as follows:

Local Chapter Activities (Internal)

All internal activities organized by the local chapter such as seminars, quizzes, outreach programs
and other self-initiated activities participated by JPIANs, except NFJPIA NCR – collaborated
activities, shall be considered for this award.

A summary of Local Chapter activities, which is presented in the Accomplishment Report shall be
provided to the council and shall be classified into the following:

Financial Performance

The activity must be profitable. Profitable shall mean at least 10% of the over-all expenses had been

exhibited commendable support, assistance and cooperation in the activities of NCR Council for the

The Best Hosted General Meeting award is given to the local chapter/s who organized a general
meeting that exhibited an outstanding, enjoyable and beneficial program to all JPIAns and other
stakeholders who participated and attended therein.

This award shall follow the evaluation process and judging criteria set forth in Best Coordinated
NCR Activity in Academics, Non-Academics & Leadership.

(c) Best Local Chapter Activity (Academics, Non-Academics, and Leadership)

The Best Local Chapter Activity awards shall be given to the local chapters that exhibited exemplary
performance in achieving their local chapter's academic, non-academic, and leadership promotions’
objectives by embodying and materializing these into their local chapter activities.

The local chapter shall identify one project under each category that shall serve as their official entry
for these awards. The Regional Council shall evaluate these activities in a panel interview using the
following criteria:

IV. SPECIAL AWARDS

(a) Most Hospitable Local Chapter

The Most Hospitable Local Chapter award shall be given to the local chapter that exhibited great
trait of kindness and hospitality during the hosting of NCR activities. Relationship of the local chapter
with the NCR Executive Officers, working committee, as well as with the participants of the said
event, shall be considered. The average rating garnered from the “Hospitality of Host School”
section of the evaluation forms answered by the attendees shall be the basis of determining the
recipient of this award.

The activity or event that garnered the highest total percentage after considering the evaluation
given by the Participants and Regional Council shall be the recipient of this award.

(b) Most Artistic Local Chapter

The Most Artistic Local Chapter award shall be given to the local chapter that exhibited exceptional
creativity and artistry that gives pleasure to the sight of the event attendees. The average rating of
the host schools in the “Facilities/Place/Venue Design” (50%) & “Promotional Efforts” (50%)
section of the evaluation forms answered by the attendees shall be the basis of determining the
recipient of this award.

The activity or event that garnered the highest total percentage after considering the evaluation
given by the Participants and Regional Council shall be the recipient of this award.

(c) Most Improved Local Chapter

The Most Improved Local Chapter award shall be given to the local chapter that exhibited exemplary
performance through perseverance and effort to significantly improve performance as a local
chapter.

Those local chapters which will vie for this award shall make an AVP of not more than 90 seconds,
presenting how they improved from the previous year.

Panel Interview

The Regional Council, Sponsors, and Independents Local Chapter Presidents shall conduct an
evaluation through a panel interview. The local chapter vying for this award shall present the AVP
before the said interview.

The panel shall grade the local chapter accordingly (i.e., over-all maximum score is 100). The local
chapter that acquired the highest score shall receive this award.

The local Chapter must submit the audited financial statement of the previous federation year.

(d) Rookie of the Year

This Rookie of the Year award shall be given to the new local chapters who has been a member
for a cumulative term of 3 years or less that exhibited exemplary performance and has shown an
active participation in the activities that transpired as new member of NFJPIA-NCR during the
federation year.

If there are more than one (1) new local chapter who joined in the current federation, the Regional
Council shall deliberate on the rightful recipient of this award based on the criteria below.

B. Individual Awards Category Guidelines

1. Only one award can be vied by each individual (i.e. if he/she is vying for MOLCP, he/she cannot
vie for MOJ anymore) except for MOJ-A and MOJ-NA which may come from viers of MOJ,
MOLCP, or MOLCR.

2. In order to vie for MOLCP and MOLCO, their local chapter must be vying for MOLC.

3. Candidates for MOJ, MOLCP, MOLCR, MORA, MORCA and MOEO who have failing grades in
any subject in the curriculum he/she is currently taking shall be disqualified to vie for the said
award. Scholastic grades shall mean the cumulative GWA of each candidate for this award.

4. The panel interview comprises two (2) sets. The first set of interview shall be done one (1) week
before the first day of the Annual Grand Summit (The Regional Council and the chosen
independent LC Presidents will serve as the panelists). The second set of interview will be held
at the Annual Grand Summit as scheduled by the Regional Vice President for Audit or as agreed
upon by the council.

5. Each individual are only allowed to submit their top 20 academic achievements, top 20 non-
academic achievements, top 20 Leadership Involvements, 10 Socio-civic Involvements, and 10
seminars attended for each type (Acad, Non acad, Leadership, & Socio-civic).

6. For MOJ, MOLCP and MOLCR the following pointing system shall be followed:

The Most Outstanding JPIAn award recognizes the student who has exhibited the true traits of a
JPIAn – a well-rounded individual who excels in academic as well as extracurricular activities. This
search is open to all members of NFJPIA-NCR for the federation year 2018-2019.

A local chapter may nominate a maximum of three (3) individuals for this award. The credentials
earned during the federation year shall be submitted by the candidates and shall be given
corresponding points to determine the recipient of the Most Outstanding JPIAn award.

This award shall be given to the candidate who garnered the highest points based on the following

(g) Most Outstanding Regional Department (MORD)

The Most Outstanding Regional Department shall be given to the regional department who had

the regional department who garnered the highest points based on the following criteria:

III. MAJOR AWARDS

(a) Most Outstanding Regional Chief Associate (MORCA) & Regional


Associate (MORA)

The Most Outstanding Regional Chief Associate and Regional Associate awards shall be given to
the associates who performed his/her responsibilities and tasks with excellence and
professionalism.

All associates, except those with any failing grades, shall be qualified for the said award. Each
Regional Executive Officer shall nominate maximum of two (2) associates for these awards, and
all chief associates and its equivalents are automatically nominated.

In the event that a department did not appoint a Chief Associate, the Executive Office of that
department shall nominate a representative.

The Regional Executive Officers with the Regional Advisers shall evaluate the nominees for MORA
and MORCA based on the criteria on Table B.25, and it will be ranked to get the over-all top 3
associates and 3 chief associates. This evaluation is to determine the Most Outstanding Regional
Associate, 2 Outstanding Regional Associates, Most Outstanding Regional Chief Associate, and 2
Outstanding Regional Chief Associates.

and the average score shall be accumulated per panelist. There must be at least 10 Regional
Associate Evaluators with not more than 4 coming from the same department.

(e) Most Supportive Local Chapter Adviser

The Most Supportive Local Chapter Adviser award shall be given to the local chapter adviser who
exhibited unconditional support to his/her local chapter and its executive officers.

The local chapter shall send an essay with at least one page but not more than 2 pages describing
how supportive their adviser is. The essay must also contain a title, and the adviser’s full name.

The format shall be:


• Font size – 10 (for the essay body)
• Font style – Arial
• Margin –1 inch per side

It is the discretion of the Regional Council if who are the local advisers will receive the said award
based on the essay.

ENFORCEMENT OF THE IMPLEMENTING RULES AND REGULATIONS
1. It shall be the primary duty of the Regional Vice President for Audit and the Council to effectively
enforce the provisions of this Implementing Rules and Regulations. The Council also has the
sole right to interpret the contents of this Implementing Rules & Regulations and their decision
will be binding and irrevocable.

2. All the host schools of all the NCR activities, upon the call or request of the Regional Vice
President for Audit or the Council, shall render assistance in enforcing this Implementing Rules
and Regulations and to give necessary action to any person violating the provisions of the same.

3. The Regional Adviser or the duly designated representative shall act as legal adviser to the
Regional Vice President for Audit and the Council and shall render legal assistance as may be
necessary in carrying out the provisions of this Implementing Rules and Regulations.

AMENDMENTS OR REVISIONS
1. The Council shall be vested with the exclusive power to revise and amend the Implementing
Rules and Regulations.

2. Any amendments or revisions to this Implementing Rules and Regulations may be proposed by
any member of any local chapter upon a written request of such member, stating the reasons
thereto.

3. Any request for amendments and revisions as well as proposed amendments must initially be
reviewed by the Regional Vice President for Audit attested by the Regional Adviser and then
forwarded to the Regional Executive Officers for discussion, editing and final approval.

4. The Regional Executive Officers shall have the right to debunk any proposed revisions and
amendments, submitted to them by the Regional Vice President for Audit, which are deemed
unnecessary. The final decision on any inclusions and exclusions to this Implementing Rules
and Regulations must be determined by a majority vote of all Regional Executive Officers in
which the Regional Vice President for Audit is included.

5. Amendments to particular provisions in this Implementing Rules and Regulations shall be allowed
provided that such amendments will be communicated to stakeholders at least two weeks
before it could take effect.

6. Any claims not properly supported by the vying local chapter or individual shall not be considered.
Support of the claims shall rest on the candidates of the certain award. The Council shall not be
liable for any awards known to them if not supported by documents.

7. If there is any contest against the result, the concerned individual/s or local chapter/s shall have
the right to see the audit trail of the tabulation only related to the award they are involved and the
winner of that award/s. The documents of other local chapters shall not be disclosed and shall
remain confidential.

SEPARABILITY CLAUSE

If any clause, provision, paragraph or part of this Implementing Rules and Regulations shall be
declared unconstitutional or invalid, such judgment shall not affect, invalidate, or impair any other
part hereof, but shall be merely confined to the clause, provision, paragraph or part directly involved
in the controversy in which such judgment has been rendered. Any undisclosed or vagueness found
in any part of this shall be interpreted by the Regional Council which shall be valid and irrevocable.

REPEALING CLAUSE
Any rule and regulation or resolution or part/s thereof inconsistent with the provisions of this
Implementing Rules and Regulations are hereby repealed or modified accordingly.

EFFECTIVITY

This Implementing Rules and Regulations shall take effect immediately after its presentation to and
approval from the Assembly. Promulgated in the City of Manila this 23 rd day of June 2018.
