Site Supervisor is Huawei Subcontractor Personnel who has the main job to
manage Subcontractor Team activities on sites.
Site Supervisor will be become Huawei Field Work Manager’s main partner in
planning and monitoring Site Activity Progress to achieve Project target.
3. EHS. Make sure EHS Rules are strictly obeyed during site activities
Site Supervisor role is very important to the Project Operation. Therefore must meet the following criteria:

Minimum College's Degree required Understand Huawei Process
Minimum 2 year experience in TE and Non TE Pass Huawei training (Technical, QEHS, Project
Site Team Leader or Coordinator in Huawei Operation, ISDP)

Pass Huawei PM Interview.
Have good communication skill in English both
oral and written. Pass Huawei On Job Training Review (if
necessary)
Site Supervisor should have good attitude and
self-discipline. Site Supervisor is fully responsible in managing
their internal communication and relation

Involve with Huawei team in producing Site Follow up the ATP and document punch list until

PROGRESS MANAGEMENT
Responsible to make sure all site milestone under subcontractor responsibility can be finished within agreed
SLA.
Baseline:
Site SLA Agreement
Responsible to Manage Huawei Installation Material safely from MOS time to Customer PAC
Responsible to manage and maintain consistency of material delivered, relocated and installed on site.
Responsible to do in time and accurate Site Sign, Site Verify, and Site Counting (as per request) as
required in Huawei ISDP tool
Site Supervisor should manage same team list all the time. (1 Site Supervisor manage 7 – 8 teams)
Responsible to prepare Skill full field team as Huawei required complete with all members, certificates, tools
and PPEs.
Make sure Field team already complete with all required tools and necessary documents before going to site.
Responsible to make sure Field team always come on time to site and do proper site preparation and Clock In.
Make sure Field Team always update Site Progress on time during Site Execution.
Support Field team in any issue, and escalate to Huawei if necessary.
Make sure Field Team leave the site clean and do proper Clock Out.
Site Supervisor responsible to escalate, follow-up, and close site issue timely in ISDP Site Issue
Management
Site Supervisor responsible to actively chase-up issue closing to related PIC to avoid delay
Site Supervisor must make sure the site issues have strong evidence such as Berita Acara, Foto and
uploaded to ISDP for further clarification and approval.
In order to make sure Site Supervisor able to do their Jobs properly, effectively and efficiently, Huawei has
been preparing a collaborative working space complete with Working Procedure, Rule and Supporting
Personnel named Field Command Center (FCC).
PO Condition
PO will be issued in site basis based on monthly installation plan
In case have several DU_ID in 1 site, as long the MOS and installation happen at the same time, they will
be counted as 1 site
Huawei will used Work Order as a warrant to Subcont to start the work
Huawei will only issue PO issue Site Supervisor PO for the site that been confirmed accepted by Huawei
Manager thru Work Order Acceptance.
PO Issuance Process
Here is the process of PO Issuance:
Monthly or Weekly MOS plan list at the beginning of the month or week
Huawei issued Work Order based on Monthly or Weekly MoS plan
Subcontractor accept the Work Order and manage site until finish based on agreed site SLA
Subcontractor propose Work Order acceptance after site finish to Huawei Manager
Huawei Manager approve or reject subcont Work Order based on Subcont achievement.
Huawei Manager will trigger PR/PO to Subcont for the site that have been accepted
PO Acceptance Process
After Subcont received Site Supervisor PO from Huawei then Subcont can start the Acceptance by
compiling required evidence as requested by Huawei
Huawei Verification Team (VS) will check and approve or reject the acceptance.
Next step will follow normal Huawei process.
ISDP is the only main tool to support for all the activity such as Planning, Monitoring, Issue Escalation,
Reporting and others related project operation.
i-Hub system is a system that used for issuance of work order and linked to the ISDP. The main process
is describe below:
